Normally a warehouse that was heavy in gang activity it seemed oddly quiet today, most of the group had been told to take a hike and make themselves useful elsewhere while the big boys play. As Oswald was the one telling them to leave they even did so, staying in the Penguin's good books had it's advantages while angering him without the protection of another mob boss to hide behind was ill-advised.
Oswald sat beside a workbench where they used to make cheap knock off electronics before it became even cheaper to ship things to China, Oswald was of course not engaging in anything so menial and was instead reading the newspaper while he waited. He had a request for a meeting and he wanted to see what would come from it.
A few of his men lurked around the building, watching the entrances and keeping an eye out for trouble though Oswald kept his usual oversized goons, Mike and Terry nearby for his own personal protection.

Bane Sat in a bench next to Oswald humming a little sea shanty he had heard being sung by some of the old pirates that he was around during his time at Peña Duro. "Farewell and adieu to you, Spanish ladies, Farewell and adieu to you, ladies of Spain; For we have received orders For to sail to old England, But we hope in a short time to see you again"
Bane then lit a cigar and simply held it between his figures. Bane Always had an odd habit with cigars as very rarely did he ever actually smoke it. Rather there was something about the smell of a lit cigar that he enjoyed. The man had summoned the old Ozzy for two things. One there was always the off chance that the underworld giant had valuable decorations that he might have been willing to sell that Bane would be more than happy to put in his personal Palace. The The other and more real reason for Bane to summon the man was because he wanted to Give Ozzy the chance to form an alliance with him. Bane had been working on a new Venom formula...well sorta. Unlike the previous versions of venom formula that Bane had created, This creation had some rather...unusually effects, rather than turning someone into a super steroidal hulk like being, the subject matters would actually maintain a more naturally and more permanent growth. They became larger as well not just more muscular but for all intents and purposes fatter. As a result of this added bulk, the subject would become much stronger and much more durable to the point many of them were particle bullet proof. Also whether out of a truly morbid curiosity or an attempt to get true diversity, he had tried the formula on a couple of willing female subjects, and he found not only did they have the same effects of the male counterparts, but they also had the added bonus of becoming much more fertile as well as other interesting affects. Perhaps this was not really a valuable find when it came to making super soldiers, but it was something he would certainly keep in mind.
the ultimate selling point for Bane however was that unlike Venom, there was next to no side-effects. No Debilitating addictions, no fatal burnout, many of the same benefits of Venom, without many of the same brutal side effects. This was his chance at having mighty super soldiers at his command and even if they were all intents and purposes "Sumo Soldiers," the opportunity was just way to great to pass up.
The question is would The Penguin go for it. Would he be interested in forming an alliance and join Bane in his personal crusade in bringing order to Gotham? ultimately in Bane's mind Ozzy would have one of two choices. He would either join Bane or be destroyed. Either choice was fine with Bane. Ozzy may have been a powerful man in the underworld, but Bane had been at one point had ruled over the criminal underworld. Ozzy may have had a gang, but Bane had a growing militia.
"Careful amigo," Bane thought to himself as he stared at the quite docks. "Pride cometh before the fall. Just because Oswald has not had the exact same accomplishments as you does not make him any less of a man, or any less of an opponent. It is better for thy enemy of thy enemy to be thy friend then to create an unnecessary rival."
Bane then looked over at the short squat man and flashed a smile before yelling at him.
"Quite day isin't it? Nice to know you could grant my request of meeting me here."

As word came from Oswald's men that Bane had arrived the Penguin barely seemed to stir, his eyes never leaving the newspaper even as Bane entered the building and claimed his place on the bench. The sea shanty did cause one eyebrow to raise slightly but it wasn't until Bane spoke that Oswald finally looked at him, calculating. He was doing a lot to not appear interested in the meeting, which was almost always a play to try and gain the upper hand with Oswald, it was hard not to be at least be a little interested when one of the other rogues offered a meeting but Ozzy was all about the act.
A momentary pause and Oswald seems to roll in to action, the newspaper is swiftly closed and neatly folded to rest on the workbrench as he speaks "The quiet is a refreshing change from a typical day in Gotham. We shall see where the day leads us though. I hear you have quite the plans though, I'm curious where this particular meeting plays in to them" A small smile appeared, Oswald was certainly not apposed to doing business with Bane but he did find it hard to focus past the muscle sometimes and keep an eye on how smart the man was though a meeting usually meant someone wanted something from him and he liked that.
What Oswald actually knows of Bane's plans he was not keen on revealing, Oswald was known for his secret gathering and when people think you know everything already they were often more likely to assume there was no point in pretending things were a secret anymore.

Bane had seen this game be played out many times before. One does not show intrest just to pretend to show it later. "Oh I just figured you and I could come up with what could be a mutually beneficially alliance. He then proceeded to pull a vile of gold liquid and juggle it. "But then again if your not interested, I could just go to another client."
Bane had his own game that he was playing and he wasn't going to let himself be tripped up. this was not Bane's first Rodeo by any stretch of the imagination. and more than likely it would not be the last. A simile came over his face. as the wind brussled across the trees. "But then I think you and I both know we want something from each other, so why act as though we are really playing mind games with each other. Either way the choice is yours Oswald "

"An alliance?" Oswald repeats, sounding curious until the vile was produced and his eyes followed it "Not your usual venom I presume?" He knew the colour of venom, Oswald had a habit of trying to collect the tech of the other rogues to attempt to have it reverse engineered though on occasion he also used it simply to point the blame for something away from himself "The effects?" Oswald questions as he offers a hand out to see if Bane will hand the liquid over for a closer look. Without a lab of scientists there was little Oswald would be able to tell just from the look of it but he still liked to get the goods in his hands before he started making deals.
He looks back to Bane as the man continues and a small smile was returned "Why helping people do what they want is what I do, for a reasonable price of course. The mind games are also half the fun of course" a small smirk appeared but Oswald leaned against the table, his eyes studying Bane as he spoke "I want a lot of things from a lot of people. My question is what do you what? You speak of an alliance and perhaps a deal can be arranged but first perhaps you may grant me the indulgence of a curiosity. What is your plan or were you merely hoping to follow my lead?" Oswald could certainly find a use for Bane and his men but while Bane could play the henchman that rarely seemed to be his end goal. Oswald could no doubt make an educated guess, he could pretend he knew exactly what Bane planned to do or skirt around how much he knew but in this case he was more keen on a straight answer. If their goals aligned Bane was one of the better rogues to join forces with, far easier to predict and perhaps even guide. If their plans where likely to work against each other though there was likely no force that could make either of them truly change their minds, Oswald could pretend of course and perhaps still make some use of Bane but if he had to actively plan in his betrayal he would rather know now.
