After talking with the Admin and noticing all of our new players, we have decided to organize the information for the current site wide plot in one thread to delete the clutter. If you have any questions feel free to pm me.
FBI-P.R.O.T.E.C.T.
BASIC PLOT INFORMATION:
The United States Government is becoming paranoid of the Justice League. They are an all mighty organization that takes orders from no country. It's a threat they would rather not have. Their analysts at the CIA and FBI agree that these heroes would not exist if the government could get a better handle on crime. Therefore, Congress has passed a bill, recently signed by Obama to increase domestic criminal prevention called P.R.O.T.E.C.T. Preventing Risky Organizations Through Evicting Criminal Thought. The increase funds have gone primarily to the FBI. The FBI with more funds and man power and now recently given the right to use military weapons on domestic grounds has increased their power. They have decided to tackle the worst crime filled city in the nation: Gotham. Criminals are being found and captured. They are no longer given the rights to habeas corpus if they are listed as a class 10 criminal. They are locked in an unknown base, probably located in Eastern Europe. This will force criminals, like the Riddler, out of his apartment or hiding place. It will also force criminals to work together. After wiping crime, the FBI plans to tackle the vigilantes who they deem criminals for going against the law on many occasions.
MAIN ANTAGONIST: Agent Matthew Tiffany
FBI PLANS:
[Check] First contact Jim Gordan and discuss the current issues and man supply I will need.
[Check] Second place border control around Gotham City. No one is allowed in, not under any circumstances, and only civilians after thorough evaluation will be let out. The economy might go to a halt, but it's better to stop supplies from reaching the criminals then worry about the current economy.
[Check] Third take out the criminals number one meeting place, the Iceberg Lounge.
[Check] Fourth do a full sweep of East Gotham. Homeless will be put in a temporary home. Petty criminals will be sent to Blackgate, and Class 10 criminals will be captured.
[Constantly Ongoing] Fifth investigate any leads are possible criminals, i.e. Nina's Capture or Pamala's poison blood.
[Constantly Ongoing] Sixth if no leads are found go through all recent purchase properties and abandon areas.
[Constantly Ongoing] Seventh get information from criminals captured.
[Not Yet Accomplished] Eighth go after known Vigilantes

WHEN DOES THE PLOT END?
This is the question people kept asking me a few weeks ago. The plot does not end when I say it does. I do not have control over the plot, while I play head FBI agent I do not control how rogues, civilians, heroes, and vigilantes act towards the situation. I would assume that almost all groups would want the FBI to leave. It is therefore your job to determine how to successfully get the FBI out of your town. As the Riddler and Two Face, I am working on my own ways for this to occur, but I am sure other rogues, like Ras, have plans as well. I do not control your characters. If I did it wouldn’t be fun for you, so therefore, I do not control when this plot ends. It ends when you find a way to end it. Be creative! Just so everyone knows, I am very open to role play as Tiffany with anyone. All you have to do is pm one of my accounts, and I will join in on a thread. Even if it is something like, ‘I want to kidnap Tiffany,’ I will gladly role play with you. I won’t willingly let you kidnap my character (where is the fun in that), but I will certainly role play and see if you can. If you do happen to outsmart me, then it looks like Tiffany is kidnapped and well that opens some interesting plot lines!

HOW THIS EFFECTS YOUR CHARACTER:
Criminals:
- If your hideout is not a secret hideout, it has been raided and all the property within it has been seized. If it is a secret hideout, the FBI are making every effort to find it. If you have any known acquaintances they can find, those acquaintances have been questioned and only released if they tell them everything they know and they don't have a single piece of evidence that suggests that they've ever done anything illegal.
- If given even the slightest lead on anything you do, the FBI is investigating and giving you as much trouble as possible. There are three kinds of criminals in this city: those who are running, those who are hiding, and those who are caught. Additionally, bank accounts are being seized if they are suspicious. Also, if you have a large number of henchmen, it's likely that a percentage of them have been caught while out doing your bidding.
- While the FBI are allowing shipments of basic necessities like food and clothing into the city (under their intense scrutiny), most other supplies are being cut off. Everything from bullets to chemicals are in short supply. Many of them can still be found on the black market, but the prices there are getting ridiculously high. While a few goods have been smuggled in, mostly by boat, the supply can in no way meet demand and those orchestrating the smuggling are at the greatest risk of an FBI raid. Many henchmen are armed with knives and such these days.
- If you attempt to disguise yourself as a civilian but are brought in for questioning, though it's possible to get through the process it's much more likely that you'll be found out. However, the skill of the FBI in being able to sort through the people they capture has become common knowledge among criminals so everyone knows that they can't afford to be caught.
- If a member of the FBI sees you and they're not in a position to try and capture you alive, expect to be shot at.
Vigilantes:
- As the FBI see you as criminals, see 'Criminals' above.
- If you hand over criminals personally (as opposed to hanging them up somewhere to be found by the authorities at their leisure), the FBI will attempt to capture you as well.
- If you object to the idea of handing a particular criminal to people who will deal with them extremely harshly, it's better to let them off with a warning right now.
Heroes:
- The FBI are leaving you alone. For now.
Prisoners:
- Those who are considered 'low-level' (which rules out anyone besides NPCs for the most part) and sane are being sent to Blackgate. Everyone else is being held by the FBI.
- You are being held in a secure facility. If you're refusing to talk, you're being treated poorly.
- You are only being released if there is not one piece of evidence against you and you're answering all of their questions. Otherwise, you'll be held indefinitely. The FBI will not make deals with you or release you for any reason.
Civilians:
- There is a curfew in place: from 8pm to 6am, nobody is allowed to go anywhere except for work, school, or home unless it's an emergency. During those hours checkpoints and patrols search for anyone violating the curfew, and anyone caught are questioned thoroughly. For anyone under 18, it's 4pm to 8am.
- In their attempts to go after criminals, it's absolutely not unheard of for the FBI to raid the homes of people they have reason to suspect, seize bank accounts, etc. Only people without a single piece of evidence against them are released again, and it's reportedly extremely difficult to get your stuff and/or money back.
- If you use or sell things that are at all questionable (chemicals and the like), your supplies have been cut off. Even if you use or sell perfectly harmless things, expect the FBI to notice your business and check it thoroughly for any hint that you've ever helped a criminal. Expect no mercy if you have.
- Due to the embargo, large numbers of businesses, especially the smaller ones, are being forced to close or reduce their staff.
- If you're looking for a job, they're extremely hard to find and competition is fierce. Good luck!
Other:
- The FBI are managing to do a good job in cleaning up street crime, small gangs, and such. However, their constant raids are causing those higher level groups who can keep out of their hands to be slowly backed into a corner, and that's gradually increasing the intensity of the fighting with the FBI and between rival groups - the homicide rate is actually going up as a result.
