Tiffany stood in front of one of the docks. The boats rocked back and forth making small thuds sounds as they knocked against the docks. He had men stationed on some of those boats, but it would be difficult to tell because of how dark it was. The few lights barely lit up the wooden dock, and couldn't even reached the boats. Tiffany stood, staring at the warehouses in front of him. These dockyard use to see quite a bit of activity, but now it was empty. They had stopped all supply within the city. Simply closing off Gotham had helped them immensely. The dock yard was located in East Gotham, which meant it was far easier for criminals to get there hands on to shipments that should have never been processed in the first place. With the lack of weapons, it had been quite simple to clean up the basic criminals. When they ran out of bullets, there was no reloading. Tiffany and his men used it to their advantage. East Gotham was basically deserted. Petty criminals were locked up. He now only needed to track down the rogues, and he would have succeeded, but as expected the rogues were being difficult.
He stood with his arms folded across his chest. He glanced to the rooftops and the windows. He wondered the exact direction the man who dressed as a bat would be coming from. It didn't particularly matter. His men were selectively placed. He would capture the Bat tonight. He was, as far as he was concerned, a criminal equal to rogue status. The fact that the Batman had set up the meeting just gave him less work. He would have taken Phoebe with him, if he hadn't seen her sleeping innocently. He couldn't wake her up. She needed her sleep, so he was determined to handle this without their secret weapon.
Tiffany had a few things up his sleeves if it did not go as planned. It was an idea brought on by the FBI Director who had heard it from the Speaker of the House. Since Tiffany followed his authority he was giving it a try, and so he waited.... patiently.
