Lisa walked up the stairs and showed the guards her identification card as they opened the doors to the Bat signal. She had already sent Gordon a text saying that she wanted to meet batman and talk with him about the FBI and his plan if he had one. Lisa's intuition somehow already knew that Gordon had a way of contacting the man. She indeed wanted to meet him but he only operated at night. Imagine the D.A. walking into her office and finding her talking about a case with a man dressed as a bat.
She would get fired and handed over to the FBI. She needed the D.A. just as much as the D.A. needed Lisa. She wore a black jacket that perfect for the summer except that it was raining hard. As Lisa walked onto the roof she saw a metal box that had a design that was in the form of a batman batarang, the guards who's uniforms were soaking wet moved the signal the other way and pushed the button to the side.
"Thank you, I would like to be alone, Comissioner Gordon is arriving soon so let him in." Lisa's words were precise and had a slight appealing approach to them as she could see that the officers understood and went back down the stairs to the entrance closing the door. Lisa didn't have an umbrella with her, she did have one at her office. Her rain jacket was getting soaked. Gordon had told her that batman usually contacts the police not vice versa. But Lisa liked doing things her way without complications.
She waited patiently. Her hood was over her hair which was already somewhat soakened from the blast of water falling from the sky. Lighting flashed and thunder rumbled. This was Lisa's first day that she had seen it rain in the bustling city. She walked toward the edge of the roof and heard dogs barking, smelled smoke from cigars, and faint argueing in the houses below and to the side.
She turned around, and waited near the signal. He should be on his way, she didn't bother checking her cell phone because batman probably wouldn't call her nor Gordon; he was a man of simplicity, but she would be the judge of that.

Gordon carefully picked his way up the stairs, aware of who he would meet when he got there. Her text had told him enough and as he walked out onto the roof he opened his umbrella and walked towards Lisa.
"Did you forget it was going to rain?" He asked lightly, but held his umbrella out to her. He was gentleman after all and he wasn't letting her get soaked anymore if he could help it. He smiled kindly at her and then looked up at the dark, Gotham sky.
The thunder and lightning, boomed and flashed, but the Bat Signal was bright and clear against the thick clouds. "I don't want you getting your hopes up. He often doesn't come, and this is just a reminder to the criminals to be afraid." He said to her before walking towards the edge of the roof.

Within the Batcave, a shadowy figure sat upon a chair as he stared at a large computer screen. Upon the screen was a picture of one Lisa Novak, along with her qualifications, past conviction rates and anything else that could be dug up. Bruce sat upon his chair as he studied all the information in front of him. Lisa Novak's name had appeared many times in the Gotham newspapers, generally along with a picture of the latest criminal she had helped lock away.
She had a conviction rate of 72%, no doubt the masters in criminal law and procedure she had tucked in her belt helped with that. But normally, people like Ms. Novak had something to hide... and yet Bruce couldn't find anything. Suddenly, a small alarm sounded and the computer screen blared a message in red letters.
"Signal activated."
Bruce didn't know when he slipped on the cowl. He had already placed on his suit when he entered the cave for the night, but had left the cowl down so he could see a little better. It had become second nature for him now to place his cowl on whenever the signal went off. Now he was no longer Bruce Wayne. He had taken foregone the disguise and there, sat where Bruce Wayne was only a moment ago, was The Batman.
Without a moment to spare, The Batman rose up and got in his car. It had been called The Batmobile by many other people, and the name had stuck. But to him, it was always the car. And in a few seconds, he sped off into the night towards Gotham PD.

There was Gordon and Lisa Novak. They stood upon the rooftops of the police station, where the signal shone in the night sky. Putting his miniature binoculars back in the belt, The Batman silently made his way across the rooftops and towards Gordan. It didn't take too long for him to end up in the shadows behind the two of them. Just as Gordon finished speaking and walked towards the edge of the roof, The Batman emerged from the shadows like a wraith. His cloak was wrapped around his body and dragged across the floor giving him an ethereal sort of appearance. Gordon and Novak seemed relaxed, so there couldn't be anything serious wrong. And that's why he didn't speak, he simply waited until one of them noticed him standing there.

Lisa turned around and smiled at Gordon, " In New York everyone knew the weather for the past week." She walked timidly under his umbrella, she didn't want her hair getting all soaked and her jacket was already failing here. Guess she'll have to make a stop tomorrow at the Gap or Old Navy. "I know Jim you told me that, but we both know that this has to happen." Lisa looked back into the black sky with occasional flashes of lightning and booming of thunder. Suddenly, she felt something was close or near her. She looked to the left, then the right, then she slowly turned seeing a man in shadow and dressed as a bat.
Lisa didn't know what to think of it, Should she be afraid? Should she be angry? These thoughts raced through her mind like a bowling ball racing down to knock the pins. " Your a little late." Might as well start off with something. "There are some things Jim and I need to talk to you about. The recent killing of civilians withing a three block radius by Falcones and more drug related shootings in Gotham East, the FBI has avade already taken Gotham East and the criminals that follow. If you get them to Jim, I'll take the case and convict them." Lisa waited for a response from the man who's intentions were hidden and wrapped a shadow cloth and armor.

At Lisa's silence, he knew. Jim turned to regard the Dark Knight, nodding his head in silent greeting, glad he'd shown up. He said nothing as Lisa spoke, but when she finished he stepped forward himself. It was a lot worse with the F.B.I. Than Lisa knew, or it was worse than she was willing to admit, but he would.
“They're arresting Heroes too, Agent Tiffany, the leader, he's arrested the Question, from the Justice League. The F.B.I. Is declaring the group at war with them. This is getting out of hand,” The more he spoke, the more his blood pressure increased. That man was trying his patience and Gordon had much of it.
He pulled out his pipe, but sighed when he realized the rain wouldn't allow him to light it very well. He looked at Batman tiredly. “Agent Tiffany also has made his intentions towards you known. He's going to hunt you as well, you and every vigilante. He considers you and the others no better than the Rogues. Everyone's his target. He's not prejudiced, in the most annoying way of the word.”

So the F.B.I had declared war? Batman remembered a time when he had considered joining the F.B.I as a way of tackling criminals but decided against it when he knew there would be no way to do so within the legal bounds. This Agent Tiffany, he would look into him later. Right now the main problem was The Question being captured. No doubt he was being held in a secret building somewhere where only high ranking officers would know off.
But there was another problem to be dealt with now.
Silently, Batman held out his hand and showed Novak and Gordon something small and circular. It was a listening bug. Before he had come upon the rooftop, a silent alarm within the suit had sounded indicating that there were surveillance devices in the area, and a quick search yielded results. The bug had been planted within a small chimney upon the roof. There could be no doubt the bug had captured everything that had just been said. And it wasn't too difficult to guess who had planted the bug.
Batman placed the bug to his mouth and spoke.
"Tell Tiffany that I'll be at the docks in two hours."
Then Batman crushed the bug in between his fingers and turned to Gordon and Novak.
"The F.B.I will know you're working with me. That means they'll come for you. I have a safe house you and your family can hide in until this is all over."

Lisa wasn't finished with batman just yet. But she was surprised when she found a bug in the chimney, Thankfully there were no security cameras and batman had crushed it. "The FBI won't find anything of this meeting, but if I need it I will head to your safehouse. I have a premonition that I will be arrested sometime soon. But this meeting isn't over yet."
Lisa took out a photograph, it was a picture of the Joker escaping his cell, then smiling at the security camera. " The Joker escaped three days ago from Arkham. We haven't been able to track him, though if we raid the warehouses he will have been gone. I need you to bring him back in. Not to mention that almost every criminal and mob boss has plans for the FBI and for Gotham." Lisa looked at Jim every other time after she stopped speaking. Jim knew this already, yet it was oblivious to Lisa because Jim was a quiet man. He kept things to himself all the more lately. Lisa was hoping that batman was going to do something reassuring that he had their interests in mind when he did things, though he was a hard man to track. The FBI was already setting up teams to track him. Lisa didn't get involved, she didn't want to do something that would destroy the FBI's sub plans.

He too was surprised by the bug, but upon reflection, no he wasn't. He shook his head. ”Agent Tiff already thinks I work with you, but I think you're a help, and really what are they doing that you're not? My thoughts are there's too many cooks in the kitchen. I'd rather stay here, where I can do something.” He didn't want to leave to go a safe house, he wouldn't be able to help there.
He then just listened to Lisa, thinking that there wasn't a time when the mob didn't have plans for the city. He also wasn't surprised that Joker had escaped, though he admitted he was tense. He never liked it when Joker escaped. There was no telling what that mad man was going to do now.

Batman listened to Lisa explain about Joker's latest escape from Arkham. "You're telling me things I already know," he said as soon as Lisa had stopped talking, "I've had the Joker's cell monitored for any activity as well as any of his old bases that he used to use. The moment he escaped, I ran surveillance on all his hideouts and all his goons. But he's gone to ground, which makes tracking him difficult. But when he surfaces, I'll be ready for him.
"But for now, the FBI problem is our top priority. If the FBI step on the wrong toes, the gangs could start a war which would cause destruction on a large scale. Not to mention that they'll be looking for anyone who is working with me."
Batman reached inside his utility belt and took out a black mobile phone. He handed it to Lisa.
"Take this. It uses an encrypted signal which means they won't be able to track you. If you think that you're in danger, call me and I'll guide you to a safe house. In the meantime, don't call me again unless it's important."
And with that, Batman slunk back into the shadows. Thunder erupted in the sky, illuminating everything before the darkness settled again. But by the time the lightning had stopped, Batman had already disappeared... like a ghost...

Lisa took the phone but felt strange that the man had already knew everything before she brought something up. She looked at the black phone with interest but not enough to start using it now. She put it in her coat pocket. Then he was gone, it was as if he never even existed. Lisa turned to Jim, "You were right about him Jim." She walked up to the bat signal, " My boss will want want to know about this."
The DA was a tactical lawyer, he had strategies, like Lisa, that he would use to win many cases. Though he was only concerned about winning the cases, Lisa was concerned about the victims and justice being done. The rain slowed down, but more flashes of lightning re-affirmed the storm which sped up again with drops of rain. Lisa's blonde hair was now soaking wet, but she could take it, she would have to.
She stared at the at signal. The designs were etched into her mind, the signal had a powerful beam that went through cloud. Gordon hadn't lost faith in batman, Lisa hadn't fully trusted him, it took time for her to trust people. Many didn't follow through with their word.

Jim grinned at her, "I knew I was right, it's alright that you didn't believe me at first. No one ever does." He didn't follow her, however, he instead turned to look at the bat signal in the sky. Not many believed he should be working with Batman, though no one said anything. No one ever spoke of his connection with the man anymore. It was like a given in the station. It was probably discussed in whispers, but nothing more. His glasses were being covered with the slow falling rain, though they lit when lightning flashed. “A nice night for a meeting, eh?” He turned to look at Lisa quickly.
Then he went back to staring over the dark rooftops of Gotham. “Tell him whatever you want, but if he laughs or looks at you in disbelief don't be surprised. Batman is a vigilante, the law considers him a criminal, but I think he wants to help and I think Gotham is better for him. He's not afraid to stand up for the truth. That's why I respect him.”
He sighed, but he did nothing else as he turned around to watch the A.D.A. There were a lot of thoughts courses through his mind and he had to get them in order first.

Lisa nodded to Jim, he was a seasoned veteran in the police department and dealing with batman, best let him do the talking. Though she would be naive to say that she hadn't taken an interest in batman. Everyone wondered who was the man behind the cowl. Her gaze was fixed on the bat signal and Gordon's words seemed to fade away, since she was barely listening.
The DA wouldn't want to get trully involved, after all the DA was a political person, having met batman wouldn't do well for his campaign, or would it? She had already made up her mind not to tell him, some things were better left in baskets rather than lemonade stands. Batman wasn't an exhibit he was a human like everyone else. Whoever he was, he must have high levels of stress. She stopped and then looked toward the main view of Gotham City. Lights, rain, mud, and guns where among the attributes. Lisa was just getting a birds eye view.
