Considering the meeting with Arkham and his staff went much better than she had anticipated, Selina is off to her next point of contact for Blackgate. There is no one better than the man himself; James "Jim" Gordon, Commissioner. While she had spoken to him over the phone at the police department, he had insisted on accompanying her to the facility. Not that she wasn't a stranger to the dank, dark, decrepit facility, but he'd been a dear and wanted to make sure she was safe. The words had brought a smile to her face as she though of the man, one of the few who stood in his own clothing, day in and day out, trying to pull Gotham free of it's chains.
So when he had insisted on walking her through the facility, and then going over the paperwork over lunch, she had quietly demurred to his invite. It was rather sweet, and ballsy how he was trying to duct-tape everything together. Hopefully Lex's whole...whatever you wanted to call it was going to elevate not only the security, but decrease the rates of crime of those who chose not to don masks and colored garb once the sun went down.
But if only Gordon knew. And she hadn't fully disclosed the entire plan to Bruce, either. Her lips dipped in a frown as she thought on that, pushing the thought from her mind for the time being. He'd probably already pulled the files, then again, she had refused to keep them on any hard device; the files, schematics, and highly detailed documents were on her being at all times, secured on a flashdrive not unlike the one he had been unable to crack several weeks ago. Either way, she had demonstrated to Bruce why she was the best for the job, alerted him where she could, and had secured a consulting job with Wayne Enterprises as a silent whatever he had blah-blah'ed at her. But Gordon being aware that Catwoman was running one of the most in-depth, expansive, and extensive revamps on two major high-security facilities in Gotham? Well, who better than someone who could probably break out of both, with ease, in the state both buildings and grounds were in. She could do them sans her night-gear, even.
Which, she'd have to demonstrate to both Jeremiah, as well as Gordon, if she were going to get her point across. And if the Commissioner wasn't going to back her, well, she had an ace in her pocket. One that was tall, dark, and violent.
So as Alec dropped her off, she went through the various gates, and took a seat in the 'lobby' or as close as Blackgate had. She'd taken care to dress minimalistically in shades of black and grey; no nonsense heels, a pantsuit with a silver blouse. Her hair had been slung in a low ponytail, makeup feminine as always, jewelry understated. Her documents were in an over the shoulder messenger bag; and even that was a simple shade of black.

Skepticism had been the first emotion that the Commissioner felt when he’d been contact by Ms. Kyle the next was intrigue. A grand plan to rejuvenate the two most notorious facilities in Gotham and somehow aim to make the place better in other ways? It wasn’t for doubt that he felt skepticism, but for history. How many politicians, good samaritans, and organizations had he seen attempt to better the city and especially these two facilities only to see their efforts become ash so soon after. No, he didn’t doubt that Ms. Kyle meant well, or that her ideas were outlandish or bad, that’s where he felt intrigue. Because as Commissioner, he never gave up, but he was realistic and he knew new paint was the least of the city’s problem. It needed to be scrubbed from the inside out. That is why he agreed to meet her as one of the only people who weren’t afraid to uphold justice day and night. Yet of course being the gentleman he was, he offered to accompany her to the facility. That place was hardly one for the people who worked there to wander around in, save a business person.
Jim could tell in just speaking to her over the phone that she was an assured person, she could handle herself and he was relieved that she’d even taken his invitation to accompany her first through Blackgate and then speak more in-depth about the work to be done. He was doing only what he felt right and in his experience in both Chicago and Gotham it was often him and only him that tried to hold things together.
Gordon was lucky he didn’t know Selina Kyle and the thief that had become known as Catwoman were the same. True, he’d seen her both do good and bad. Sometimes she was an asset and ally to Batman, other times she was enemy. His stance on her was complicated and honestly mostly negative, yet he could argue logic too if not preoccupied by the criminal background. A thief was a better security architect, he could agree with. They knew every hole and just how to fix it. In fact Jim might have found it more amusing than actually worrying if he were to think about it. Yet he didn’t know Selina was Catwoman and still that was probably, again, for the better.
Today, Gordon, considered would be her moment to convince him. Yet was it really him that needed to be convinced, he wondered as he drove to Blackgate. He was a man, plain and simple. It was this city as a whole who needed convincing, but he knew he could help. He wanted to be impressed. It was about time for a change to come about.
Gordon was dressed as he always was. He wore his dark, brown trench coat and black slacks. Tucked into the slacks was a gray and collared button up with a charcoal tie. His shoes were black and shined as he always had them—a habit from the military. He was dressed to be familiar as Jim Gordon, Police Commissioner as he passed through the same security gates. He spotted Selina and walked up to her.
“You must be the Ms. Kyle I’ve heard from,” he smiled at her, offering his hand. His eyes held his smile too in their brown irises as they peered from his dark frames. "It's a pleasure."

Rising at the mention of her name, Selina smiled back at the man that everyone seemed to know; Jim Gordon. Offering her own hand in return, the two clasped them firmly, before she released his hand. He was just as she'd seen him on TV, and even in person from afar. Assured, convicted. Hopefully. "Commissioner Gordon, please call me Selina," she returned with a smile, waving off the formalities. Splaying her hand as an invite to their tour, and business, she asked him gently how he was doing, and knew he was already skeptical about the whole endeavor.
"I apologize that I am the only one hear today. Mr. Luthor...was indisposed." And at her hand, no doubt. The less he hand 'hands-on' especially in this sector, and overall, the better. She could see very little good coming from a man in his position wandering aimlessly-in his case, wandering a highly prolific, yet failing security facility such as this.
"Shall we do the tour, then compare notes? I'm all for adapting. And considering I haven't been within these walls, I'm going by your lead, Commissioner." With a smile, she re-adjusted her shoulder bag, and smiled slightly to herself, thinking on counter-points she was sure he was going to come up with. Asking her why she believed she was a good candidate to head this. Why would she succeed. Which...were all highly charged questions, considering she couldn't out and out say why she would, and will be the best option; she could get out of most facilities, because she could get in them. And while yes, Lex Luthor had come to her, to have her head this as per her specialty, she had much better, shall she not say, silent partners with a hefty investment in keeping those in not only Blackgate's walls inside, but those currently residing in the Asylum kept there, as well.
But, no doubt, she'd find a certain way to phrase those thoughts even better than how they'd blossomed in her mind. Adaption, after all.

She had a firm handshake and while perhaps it was a strange thought to hit him, it was a trait his father told him about. Those with strong handshakes were confident, devoted, and happy to be where they were. They wanted to impress and that made Gordon smile at the woman. “Selina, then,” he nodded, “I’m doing fine, work hasn’t been so piled up today for once. And on that note how are you?” Yes, it was true he was skeptical, but Gordon was also open. He joined at her side, ready to begin the tour. As an officer familiar in both years and layout came to join them as their guide, he smiled in understanding at Selina.
“No need to explain to me. I imagine his time is very limited even though he has taken on this project,” he nodded, “Besides, you and your firm are those hired to oversee security overhaul. I believe, if you will excuse me, that I would much rather have you here on the tour than him. Perhaps the both of you would have been doubly better, but you are knowledgeable in this while Mr. Luthor is aware of how to direct other such business. He is a deal maker, you are the one who will be doing the work.” He couldn’t see how Luthor doing this tour over Selina would have been beneficial either. This wasn’t his area of expertise. He’d have been little use in taking the tour. “I have not expressed my thanks that you will be doing this, either. You have it.” He smiled and then placed his hands in the pockets of his coat as he nodded. “And I am ready for the tour when you are.”
The officer began to lead them through the transfer halls to the wing of the prison which held the most behaved offenders, those accused of petty thief or public intoxication, small crimes which held equally small prison times. Jim took to conversing to Selina in the meantime. “I’ll admit I’m a little unsure of this idea of Luthor’s to help both Blackgate and Arkham, not because of you, you understand, though as I’ve not heard much of your company I’m a bit out of water there. It is just the fact that so many have tried and failed, but I want this to succeed. I think it’s one of the things that Gotham desperately needs.” The time it took for them to reach the first bay of the large prison gave her plenty of time to reply before the guard stopped.
“Welcome A-Block, the first holding area of the prison. This is where small-time offenders are kept.”

Selina smiled at his inquiry. While he was quite serious, there was a warmth about the man. And something else she couldn't quite fit her finger on, yet. "I'm doing well. I can't say thank you enough for escorting me here. With what I need to do, I'm afraid I won't be able to keep all my eyes open." Complimenting her words, she pulls out a compact camera, which she will be using to document the walk-through.
Listening, her nose crinkles at the mention of Lex. "If I may be honest, he's more just here for funding, and the notoriety it's going to garner him. In all other names, I'm running this. Why he didn't just go with Wayne to spearhead this project, I have no clue. So, the planning, executing, and preparations will be going through me. And I couldn't doubt that he'd have no idea what he'd need to look for. And while I may be female, it's better than him waltzing through here, with most of Blackgate's population hating him, more than myself, no doubt."
Motioning before her, she welcomes Gordon to start the tour. As they walk side by side, Selina starts to quietly talk to herself; the small earpiece out of sight as she makes verbal notes, and takes photos here and there, pausing at intervals to document other things her well-trained eyes are catching. It's a sad state; the minuscule areas that could be exploited right now that she is catching.
As the officer leads them just through the transfer halls, she has already snapped a slew of photos, and make several remarks of note for her own record, biting her lower lip as she follows near silently. This is an area of more petty crimes, she notes as Gordon engages her again in conversation. "I can understand your hesitance. If I can help, I'm a born and bred Gothamite. My parents, before their passing, held a vested interest in improving Gotham. Other than a few years spent abroad for school, I've lived here my entire life. Consulting, especially in the security area has been something I have a passion for. I guess there are a few things that go against me in the private sector. I'm female, for starters, and there are so many other larger, male ran companies that overshadow the smaller ones. So, in a way, I'm glad that Luthor sought me out. It may be because I focus solely on security, while other conglomerates as Wayne Enterprises is spread in so many directions. But this, may help for further education."
Reaching into her shoulderbag, she pulls out a small folio, that has all the informatics, in print, and on a CD for him to peruse. A biography, demographics, what her company does, and does not do, and many, many FAQ's are included within, as well as ways to reach her. "My personal cellphone number is also in there, so please use it at any time of day, if need be."
It's the least she can do, considering she is investing so much time. The trust of the Commissioner is one thing she'd rather have on her side. As they pass through, the lock clicking behind them, Selina turns, and looks skyward, following where cameras should be, and snapping photos, as she whispers to herself. There is a bit of commotion as the two walk through the cells, until Selina halts before an empty cell. "Do you mind?" She asks both the guard, and Gordon, motioning to the cell.
The guard is able to unlock it, and she steps in, carefully documenting both photographically, as well as verbally her observations, before asking what an inmate is allowed to possess in their cell. A cursory glance at the open barred doors cause her to purse her lips, as she notes most of the inmates in this area are in their own street clothing. Motioning both men closer, she pulls out a small hairpin, and then a second one, working the lock open in a little under a minute.
Slipping both pins back into her bag, she nods to both men. "Thank you for blocking me from vision. Wouldn't want the other inmates seeing that little trick, now do we." Considering she sees both men, and women, it seems to be quite tame for the blending of the sexes.

Jim was nothing if not polite and whether he was a fan of Lex Luthor, Bruce Wayne, or whoever he had be in contact with, he knew how to balance both manners and his personal opinion until such a time in which he could let his skepticism be revealed, though in this situation and face with Ms. Kyle, it was less skepticism than simple uncertainty. He gives a cursory glance at the camera and smiles as he recognizes the model. His son was all about cameras.
“I’m not blind to why Lex is involved, nor as to why he didn’t go to Wayne Enterprises to spearhead the project. Two corporations of that magnitude joining forces. Mr. Luthor, Mr. Wayne, or two cities perhaps are not prepared for that team,” he glanced at Selina with a smile, “and perhaps your observations are just what is needed. Lex Luthor and Bruce Wayne have been around enough in both these cities, perhaps too long. They’ve been involved in countless projects. You may be more open to things they would miss.” Gordon shrugged, but he meant it nonetheless.
Their footsteps echoed down the hall as he followed the guard and Selina followed him. He didn’t mind taking the lead. The noise of their shoes against the hard floor almost drowned out Selina’s voice. It was soft and though Gordon glanced back at her, he recognized what she was doing and at first chose not to interrupt. He himself was looking at the state of the building their in, cracks along the floor were construction was hurried and rust here and there. He wondered what exactly Selina was seeing and taking note of. He could hear her, but not understand. He even tried to take note of what she was snapping pictures of, not out of suspicion but wanting to be on the same page as her. He soon gave that up, though and endured in silence just a bit longer before he again addressed her. He had been hoping his comment on being uncertain of this whole business wasn’t offending and was pleased to know it wasn’t. Yet, even as he listened to her explain, he knew he didn’t need her defense. He was willing to believe and with a warm smile, he accepted that himself. He was willing.
“My father always told me, and I’ve learned to believe that it is the mothers who are the best protectors, they have that delicate touch and they see all, so I think regardless of what sex makes up the majority of companies, I trust you,” he nodded, “and you’re specialized. You have the time to give attention to all the smallest details in your line of work.”
It was then that Selina herself delivered to him the information on her work and company. He couldn’t help being embarrassed and cleared his throat. “Thank you, I’ll give these a look as soon as I’m back at the office.” She really was prepared was she not? Prepared to be doubted and questioned, and he found himself all the more confident of her work. She was seeking his trust and every move she’d made thus far was bringing her closer and closer. He took everything in stride. He was unbothered by the commotion and the snap of Selina’s camera. Jim only smiled hearing her whisper to herself, but much as it was in amusement it was also in a feeling of renewed hope. She was proving herself to him in the least, no matter what their guide may have thought.
Jim moved close by instinct as she went into the opened cell and simply watched also interested in what she was seeing. The guard rattles off that the inmates here are searched and any weapon taken from them, but as they converge and observe her picking the lock, Gordon glanced at the guard with a smirk. Oh yes, he was glad they’d blocked the view.
“Bravo,” Jim nodded and chuckled. “But holding is for the drunks and the streetwalkers we catch. I’m concerned about them of course,” he said, “because I wouldn’t want them become our repeat offenders. Would you like to move to the next block”

It was a pity she couldn't say more. Darn those NDA's. She nods politely to Jim, as she makes her way through this area. It seems Bruce is on just a shaky footholds as Lex does, and Bruce is a native. Peculiar. She'd blame his behavior, but that really is what is marring his entire company's name, sadly. In one area she runs her fingertips along the wall, and is not shocked to see a pale coating of dust come away on her fingertips. Turning to Jim, she glances up at him. "You wouldn't happen to have health demographics for your staff, would you?" Yes, she is thorough.
As he rises to speak again, Selina has to pause. Mothers. What an interesting analogy. Smiling kindly at him, she has to shake her head. "Speaking of that, I was at the station several weeks ago. I consult for them, at times. They bring me on to look at evidence, survelience, so forth. But while I am not a natural mother as you say, I do have guardianship of a young ward. Female. 16. Perhaps she could meet your daughter sometime? I know there is a bit of an age gap, but perhaps seeing a decent role model would help her...to not be so resistant." ...to the police. To her. To many things, she can't really verbalize.
As she continues speaking, there is a faint twinge in her own heart, and words. She once so heavily disliked the police. Until him. She'd gone back and forth for days about asking him to work on this with her, waiting until that morning.
"I appreciate your vote of confidence, Commissioner. By chance, you wouldn't know where Leutenant Bullock is? I thought, considering he is the head of the Major Crimes division, it may be appropraite to bring him in on this as well. To consult."
She has to keep a straight face through the whole titles, names, and other errata. To her? He's Theo. Theo Bullock. Or 'Detective.' The first one she'd ever called that, the inspiration for her other, darker Detective that is more nocturnal. And to call him by anything professional seems queer on her lips, almost as bad as lighting her own cigarette.
She laughs a bit as he mentions the low-level area won't be seeing as much as she is assuming. "I'd love to move on, Sir. And I can't say again how much I appreciate the added security."
Not that she can't handle herself, she'd just rather not give off a different impression than she would be using in this medium. She'd already dressed primly, well, mostly due to the inmates.
"Out of curiosity, what would you say the probability of perhaps, getting Batman's involvement in this, would be? Slim?" She knows the Commissioner is in easy enough contact with him, but still, would it be a stretch? Should she just ask Bruce, instead? Slipping a hand through her hair, she turns to the bespectacled man, who she has been noticing has been eyeballing her peculiarly when she has been speaking.
A finger goes to her ear, where if she tilts just so, he should maybe chance a glance at the small earpiece. "Earpiece. Connected directly to my servers. Ms. Noble of Psypher Tech is an old college friend. She understands my needs and has been able to help me in numerous ways." She's damned lucky for that, too. She has a bit of an edge on some of the crime, and the security.

There had been no expectation of further conversation on the subject of businessmen or CEOs so when nothing more than a nod is given to him, Gordon wasn’t taken aback or surprised. He’d only been airing his opinion—he wasn’t one to hold back such things when it came to improving the city he considered his home. So this allowed him ample quietude to answer Selina when she turned back to him.
“I can have them sent to you,” he replied after wrinkling his nose at the dust. He really wished he’d not had to see that. Didn’t people clean here?
That thought was taken, however, when Selina spoke more personally. Though yes, they were here on business, there was enough rapport between to them to speak of other things, and Selina having a ward was a pleasant surprise. “Ah, a teenager. It doesn’t matter what background or history they have, teenagers are creatures always hard to get through to.” He nodded. “But I would be more than happy to have her and Barbara meet. I’m honored actually that you believe my daughter to be a role model for her. I imagine she will be too.” What he didn’t say was what Selina refrained from doing herself. He could imagine the sort of ward she is taking care of. Charlotte needed to see that there were people to trust and places where safety can always be attained. And if Barbara could help, he knew she would. Jim didn’t know there was a point that Selina had no trust in the police or that she had doubted in enlisting his help with the overhauls being undertaken as part of the Metropham plan, but Gordon was more familiar with Gotham than anyone realized. As a police officer he had seen desperation here, in Chicago, during his days in the service. He didn’t belittle a criminal. There was always a story. Gordon believed in justice, but he was also merciful. He was genuinely interested in people and in helping them. James Gordon understood that not everyone wanted to do what they did to end up in jail, but sometimes life pushed and pushed and they couldn’t see an alternative. He wanted to help those people to escape the system.
“Detective Bullock,” the man’s mention was recognized with a smile, “I did in fact invite him. His opinion and friendship are both valued to me. He is much more versed in the city than I, I fear,” he said. “He should be joining us shortly. Administration and security are expecting him and will bring him to us.”
Harvey Bullock. That is what Jim knew him as. There was no Theo or Theodore to him. Just Harvey. Harvey was his friend, a man once troubled and corrupt. He was what Jim pictured as a noir cop. Good ol’ Harvey who would never pass up Gordon’s offer to buy coffee and donuts. He was a good man, and Jim believed one day he would realize he was a great man. Gordon saw knew he was, now he just had to convince Harvey of that.
Speaking of that that brought him to staring at Selina. At first it been in curiosity, but then it became startled surprise. Had she just asked him about Batman? He shifted.
“It’s good to have a friend who understands such technology, I’m a butter finger with it myself I think,” he said with a nervous smile, “and may I ask why you think I would ask Batman to join this endeavor?”
It was that he couldn’t or hadn’t mused over it, he just wasn’t sure why Selina was asking. It was peculiar to him.

As if on cue, just moments after he was mentioned the detective came rolling in. He adjusted his hat, taking it off at the sight of Selina. He ran his hand through his hair, tired, but chugging along. The bags under his eyes were the tell tale sign of the fact that he must have gotten caught up and that's what caused his tardiness.
"Hey Commish, sorry I'm late."
He turned to Selina and smiled to her.
"Hey gorgeous, you got somethin' to show me or was you just yankin' my chain, eh?"
Harvey grinned, snickering a bit at his dumb joke. He shook it off and caught up to what the hell they were doing and or talking about. He wrinkled his nose a bit at the mention of Batman. He would just leave it alone. Everyone already heard plenty about how much he didn't like Batman.

Selina nodded, taking note of the slight wince. "And I'm learning that. I was no easy teen, you remember that." And it was years ago the little bout of her haunting the PD and streets had gone down, but she had been a familiar, if petulant face. She'd never told Gordon what the older officers had subjected a much younger Bullock to, but that was the past, and this, clearly was the present.
"Teens are something else. I'm learning they don't much like stories, especially if they involve your younger self, either," glancing behind her she nodded to the meeting of the two girls. "I think they would like that, and I'm all for it as well."
When Theo was mentioned she nodded, looking over something in the space they were inhabiting for the time being. "I am aware he's usually prompt, so this is good to know." She smirked at the mention of Batman. "I have heard that we have mutual friends in Gotham's nightly defender. I don't say this to many, but he's helped me out when I've been working at night at times. Just a bit of a friendly concern, and I wanted your take on asking Batman for help before actually proposing it to him, possibly. Or, if you saw him. It's just a thought." She shrugged, before citing a few more notes of the facility into her earpiece.
It was when her mind was focused, he entered. He was tired, but who wasn't these days. She smiled and turned away from him for a moment as she finalized her observations. She winked back at him, and motioned to the next door. "No chain yanking, handsome, but I will need you for when I look through the next few sections." Not only would she need his height, but having another officer wasn't going to hurt when they started meandering through the higher security areas. She'd have gone through the next door, but she had not been granted access, despite her familiarity with some parts of the facility.

If only every man and woman realized what they were like as teens. Even Gordon had a hard time remembering it. Who wanted to anyway? All that irrational thinking, but he did remember Selina, though it was a long ago memory, but that’s all it was a memory. Gordon did not bring the sins of the past upon anyone who had made a better future. Why focus on that when the present was much more pleasant.
Jim smiled, “No, they really don’t care for stories of us. They hate the fact that we could ever relate to them, but give it time. Don’t give up, they talk, but when they’ve finally found a home they usually do not want to truly leave it or you." He gave a swift nod.
Bullock was prompt, which Gordon saw a very redeeming quality of the detective and his friend. He was fine to wait here because he was expecting him any moment and his input was needed in the other areas of the penitentiary. As for Batman, Jim gave a sigh before he nodded. “Yes, we do, though I have been careful to control just who knows how good of a friend I consider him.” When Batman had first come along, friendly isn’t what he’d have called their relation. They had begun as enemies—Gordon had thought him a menace no better than Joker or any of the other criminals on the streets. Yet as time had passed he realized how right Barbara who had been younger then was. He was a hero, the hero Gotham needed even if he did question that now and again. He nodded. “I wouldn’t mind asking if he’d want to give input into this project. He was content to fall into silence after that and let Selina make her notes until Bullock entered. Gordon sighed at him and gave him a deadpan look. “Harvey, we’re working not setting up dates. I need you focus. Flirting can wait until after we’re done.” He shook his head and crossed his arms. He needed him serious. He couldn’t berate Selina, but he could Harvey. This wasn’t a date, this was a vy for Gotham’s future.

Harvey shrugged and gave an apologetic smirk to Gordon.
"Eh, sorry, commish. I just get a little doe eyed when I see good lookin' girls."
He grunted it all off and focused as asked. He looked to Gordon and then to Selina for her to get on with it.
"So you guys talkin' about Bats? I don't know. I mean, is it really with the books to ask a vigilante to officially endorse all this? I mean the guys in here know he's real, but at least half the city still thinks he's some urban myth that we made up to try to make our lives easier. I am just alittle unsure of dropping his name is all."
Harvey already wanted a cigarette, but he usually couldn't have them in here which annoyed him to no end, but it happened. Whatever, he'd get over it the moment he stepped out of this place. He always hated coming here. Quite a few men in this place had it out for Harvey, or at the very least, they would not shed any tears at his passing when they might read or hear about it one day. Harvey looked around momentarily, keeping alert. He looked back to the other two with a bit of a sigh.

"Mmm." Selina turns away as Bullock gets berated and she blushes slightly as she realizes they need to maybe, just maybe act a bit more professionally. Whoops. Around his boss is a bit more important than what they do in the bullpen.
So when Batman is mentioned, she turns back to both men. "No, it's not truly within the books, but having any and all trusted eyes and ears available and prepared is better than having no one." Her words are cool, and poised. She doesn't want to get into this sort of argument with either of them at the moment. She's already aware of the heat he feels toward the vigilante. And considering they'd never really touched on how well she knows the man, and the man behind the mask? Well? She rolled her shoulders as she waited for the next section of inmates to be opened for their perusal.
"I'll go as far into the facility as you'll let me, Jim. If I can just say the more I can see, the better we can get stated on this whole endeavor." She mentions, looking back to both men and letting her eyes lock on to both men for a few seconds, lingering on Bullock's a few seconds more.

"He's a little eccentric, I'll admit Harv, but you can't deny the man gets results, and no offense to Lex Luthor and the money he's supposedly going to be dropping into the MCU. . . I want all the help we can get on this project. Maybe not public, God knows that Batman likes his shadows as much as anyone else, but he's got a good mind for this work. Frankly, one of the best minds I've ever seen for it, as much as I hate to say it." He looks up at Harvey for a moment.
"I wouldn't mind his opinion on the setup. . . then again, he's never been one for lockdown. He just puts them in here, if he had anything to do with keeping them in here, I'd have to question his aptitude for the job." He shakes his head as he says "Let's keep going, then. I'm not the warden here, but God knows I've been around enough times I can tell you about the place. . . "
He looked around and said "The prison itself is pretty much set on an old design, I mean, the original architecture and plan was put together in the 1890s, just because of it's location in the Gotham Bay. . . because of that a lot of things are just crammed in together, which leaves a lot of security holes that need patching over time. This is the holding area A. . . I know that, small time offenders here, not much to say about it. It's for medium security only. Minimum security is kept over at Gotham State Pen, but since that's a ways out of town and frankly it's not as secure as this place naturally is with the bay and the island, we've started shifting low level perps there. It's not a perfect solution, but the prison's getting full as it is." He shrugs as he says "I think this place has stayed pretty well unchanged, they work on a system of demerits and merits to earn easier jobs. You have to go THROUGH this holding area, though, to get to the areas inside, the main building, where the hardened criminals are.The idea is that any security here, will provide double security for those inside, plus instead of just having to break through walls to get to the offenders, you've gotta get through these other units"
He shrugs as he says "Part of the problem is the entire place is a concrete maze, and unfortunately the place was used as a fort in the civil war before it became a prison. . . so there's tunnels. The facility has closed most of them, but I'm sure there's some they've missed."

Harvey could be a bit vocal at times about the problems with America's incarceration system. He felt it was a failure and needed to be scrapped anyway. He glanced to Selina for a moment and then back to Gordon as he continued to speak.
Finally he folded his arms over and sneered at the place around him. It was super creepy. Harvey could understand why some of these guys were even more hardened and more beastly after leaving.
"Yeah, it's a labyrinth alright. Full'a dogs and cheats, but hey, who am I to judge?" Harvey shrugged and then looked down beside him.
"You sure you wanna walk this place? You know they're just gonna taunt you, right? For a good number of 'em you'll be the first woman they've seen in a while. When we walk through it is probably a good idea that you stick between the commish and I. I don't want none of 'em gettin' too good a look at you."
Harvey frowned with a bit of a grimace. He was not happy. He didn't like this. He didn't like this place. He didn't even like the people in charge of it. He tried to play off his concern for Selina as just a general concern, but Selina surely knew it was more personal than that. The commissioner probably understood it more than he would admit. Harvey wasn't even truly aware his right hand was resting at the small of Selina's back.
