It was storming over Gotham Bay. The waves were crashing against the concrete docks, and the only sound in the bleak darkness of the storm was the pattering of the droplets among the dock lights. On the dock, stood a tall dark figure, concealed from head to toe in heavy robes and holding a black staff with a softly glowing red point at the top. Next to the figure stood two other similarly dressed individuals, but they were about a foot shorter and rather than staves they had wicked looking daggers on their belts. Cyphus, the tall one, looked up at the sky, the full moon completely visible from a hole in the clouds. He turned to face the cultist standing to his left, waving him away. "The time is nigh. Tell the others." He commanded, his whispering rasp of a voice clear in the cultist's head even through the din of the storm. The cultist gave a quick bow and ran into one of the giant boat hangars that dotted the docks.
As soon as Cyphus saw the cultist go into the hangar and shut the door behind him, he turned to face the sea momentarily, seeing the small dot of light in the distance that was Blackgate prison before facing the cultist to his right. He held his right sleeve up to the cultist's face, and the two tentacles his right arm was replaced with came out and caressed the cultist's face, pulling back the cultist's hood to reveal a young man, most likely fresh out of high school. "You know what must be done." Cyphus whispered to the young man, and he nodded, stepping out to the edge of the rocks. "Dread Father, I give my soul for your favor on this day!" The young cultist shouted, before stabbing himself in the heart with his dagger, and spreading his arms wide as he stepped over the edge, plummeting to his demise in the ocean below. Cyphus peered over the edge, and saw a blink of light in the ocean, before entering the boat hangar himself.
in a few minutes, the hangar doors opened, and a moderately sized fishing boat exited. Because of the storm they were using for cover, Cyphus and his cultists remained below deck, save for two. One of them had his hands on the wheel of the boat, and the other was standing behind, holding a large black book and reciting verses in an unspeakable language. Below deck, Cyphus and his cultists, all dressed in robes, were carving sigils all over the interior of the boat, with Cyphus himself imprinting a summoning circle with his staff in the largest room. The boat was just a mile away from Blackgate when Cyphus ordered a complete stop. There were some preparations that needed finishing. "Keep on the sigils. We will need much dark energy for this coming part." He said, and went up above deck.
