A black fortress like prison on an island of the coast just outside of Gotham just like Arkham Asylum, Blackgate Penitentiary houses criminals not found to be insane by the court system.
Outside the prison stood a lone figure looking at the massive prison. He was wearing a suit made out of two materials as it was his fashion. His face matched his clothes as half of it was clean and normal but his other half was scarred and burned looking. Two-Face paced back and forth like he was waiting for something. In his hand he was carrying a remote detonator devise while on the other he was holding a walkie talkie.
He raised the walkie talkie to his mouth and spoke into it "Are you guys finished placing the explosives yet?" from the other line a voice was heard "Almost finished boss just need to place the last of the C4 on the south wall." "Well hurry we don't have all night the more time you take the sooner one of those called Heroes will find us. " as he put the detonator in his coat pocket he got out his coin and started to flip it as it was the only thing that brought him peace that night.
"Ok boss we finished placing all the explosives" "Finally now the show can begin." As he got out his detonator he started to argue with him self *Evil Side* "Let me press the button" *Good Side* "No this is my idea I should press it" *Evil Side* "You have been in control long enough it's my turn now" *Good Side* "I have only been in control because of the result of the coin flip" *Evil Side* "Then let's let the coin decide who presses the button" *Good Side* "Fine. Heads I press it, Tails you press it ." As Two-Face flipped the coin he caught it with his right hand and placed it on top of his left hand. He lifted his hand and saw that it was tails. *Evil Side* "Finally I get to have some fun" and he pushes the button on the detonator.
*BOOM* a huge explosion was heard and seen on the south side of the prison. Debris was everywhere and the south wall was completely gone. Alarms could be heard through out the island and guards were seen running around.
"Ah finally it's time to find some new henchmen and bring justice back to Gotham and not even Batman or any hero will be able to stop me." As Two-Face is about to walk into Blackgate he smiles as he hears the guards panic around trying to contain the criminals in their cells.

‘Queens’, Oliver thought it was a subtle name for a nightclub all those months ago in Star City, although he knew it would just be a front for his night time activities. With in three months, it was the city’s hottest night spot. It only made sense for the young vigilante to open a new club when he came to Gotham. The official story was that he was opening a chain of clubs in Gotham, Metropolis and Bludhaven, as the list spoke of men across the country. It was the grand opening of the club but the festivities were open, in fact the club was about to shut for the night as the clock ticked on for four in the morning. Oliver Queen sat in his office, relaxing into large green chair with a grin upon himself. He hadn’t drunk much himself but he knew the night had been successful.
His green Q-Pad was placed upon the large glass desk before him, sitting by the computer, also built by Queen Industries. Oliver’s eyes had began to close, flutter shut for what was left of the night. Then suddenly the device shook with life, signalling that there was a call for Oliver. He flicked open the pad, to be met with a call from Felicity, a member of Queen Industries’ R&D team, she provided any technical support or mission information. “Good morning, Mr.Queen.” She said in her usual chirpy voice, she was wearing some white pyjamas and was propped up on her bed. A pair of black thick glasses were placed upon her nose as she looked at Oliver’s tired face. “Is it? Gotham’s not what I thought it’d be.” He replied while yawning and stretching. “I know its late sir, but you did tell me to keep and eye upon the GCPD’s activities. And something’s going down, sending you information now.” Suddenly various pictures shot upon the screen, from a mug shot of Two-Face to Blackgate penitentiary. “Thirteen minutes ago, the department shot to life with a distress call from Blackgate, saying that a large explosion had tore through the building. That man is Harvey Dent, ex-DA of Gotham, now a disfigured criminal. You did want to get out there with other heroes, this is your chance.” Oliver winced when he saw his face, tapping his own cheek. “Thank you Felicity, good night.” Ollie said before they both turned off their pad, leaving Oliver in darkness. He gave a deep sigh before looking out of the window towards Blackgate. It was going to be a long night.

Chaos ran throughout Blackgate as Two-Face entered through the giant hole he had created on the side of the massive prison. *Now* he thought as he walked down the south wing corridor *Which of these dead beats looks worthy enough to join my rising empire.*
Harvey looked around the south wing until he found what he was looking for. A group of 10 muscular built prison inmates stood in front of him some holding pipes as weapons while others had their fists clenched. "Well what do we have here" said one of the inmates. He was the tallest of the group standing at a ruff 6' 10" and carrying a heavy metal pipe in his hand. He had scars running up and down his arms and a big snake tattoo running from his forehead and down his back. By the looks of him he was obviously the leader of this prison gang.
"If it isn't good old Harvey Dent the man who put all of us in here." said the leader of the group. Though the inmates looked scary and intimidating Harvey kept a calm look on his face. "Gentlemen, gentlemen" said Harvey in a calming manner. "I know we have had our difference in the past but let's put that behind us and let's make a deal." Harvey saw a look of confusion in the group as he finished saying those words. " I will help break all of you out today in exchange that you work for me." he added to his sentence. Some of the inmates started laughing as if it was a joke.
"You going to break us out and want us to work for you? Funny Dent but how about I kill you for locking me up in here." and with that note the leader charged at Harvey swinging his metal pipe. As the leader charged at him Harvey move out of the way just in time to avoid getting hit by the metal pipe. With a quick swift blow Harvey stuck the man right in the throat breaking his trachea and bringing him down to his knees. Now facing the rest of the gang as they looked at him in terror. He decided it was time for fate to lend a hand.
Pulling out his trusted coin Harvey made a quick decision. * I'll flip the coin* he thought * if it lands on Tails then I'll let Harv take over the negotiations* flipping the coin into the air he waited for the results of fate to play out in front of him. Catching the coin he looked at the result it had come up Tails.
"LISTEN UP!!!" a new darker voiced Harvey said " You will now work for me whether you like it or not as you don't seem to have a leader no more." with that final word Harv turned towards the leader as he was now trying hard to breath. He pulled out his hand gun and shot the man square in the head. The leader fell onto the floor dead. The rest of the gang not wanting to go the way of their previous leader all agreed to join Dent as new members of his gang.

Ollie was focused on the task ahead, he thought only of the mission. He got up from the desk, walking across the office towards the silver lift at the other end. His finger pressed the button lightly as he awaited the arrival of the metal box. With in seconds it had arrived at his feet, opening before he walked into it. The entire interior was made of glass so it worked as a mirror besides the platinum panel with buttons upon it. He took a key out and placed it in a special, hidden lock. The lift jolted for a second before speeding up in it's descent. His eyes rose to the man before him, and he looked back. He stood there with no mercy in his eyes nor guilt in his stomach. Dinah wasn't around to control him.
The lifted quickly arrived in the basement. This was his main base for now, filled with gear and a computer. He was still unpacking although he had the essentials out of their boxes. The car was parked in the corner for use and the suit was in a protected locker in the centre of the room. It wasn't big and it wasn't classy but it did the job. The box opened automatically as he approached it, showing him the green suit that was ready to be used. With in a few minutes he was picking his weapon of choice from the armoury of bows and arrows. He picked a one with short range yet packed more power and could be fired at a faster rate.
He placed everything in the black holster upon his back before climbing into his car which sat before a brick wall. Although with a click of a button, the wall lifted up, leading to a multi-story car park further down the street. It shot like a bullet along the alley and down past the parked vehicles before zooming onto the main road for the outskirts and Blackgate. “Where's Batman when you need him?” He muttered to himself jokingly after all this was his City.

KABOOM!!! The loud explosion echoed through the land and shook the earth beneath Dinah’s motorcycle. She pulled over to an emergency stop and turned off her motorcycle see smoke rising from the Blackgate Penitentiary. She flipped over her visor to listen for the alarms and sure enough, they began blaring the moment the guards realized what was going on. The island of which the Penitentiary stood on contained some of the worst of the worst villains; rapists, murderers, mafia members and other evil sorts. There was no way she was going to let any of them escape into Gotham for it was already overrun by the insane men and women Batman put into Arkham and some how they continued to get out. There was no way Dinah would let them come into Gotham and threaten her two-story home or the inhabitants within.
The black-gloved hand slid the visor back into place while the other started the engine again. She was uncertain how she would be able to reach the island but if she had to borrow a boat from the Gotham Bay in order to do so, she would. She spun her bike around and traveled back down the mountain, heading for the road that will take her as close to the island as possible. While on her way down, she caught sight of something unusual and turned to look. A brick wall lifted up and out came a rather fancy-looking car that seemed to be traveling in the same direction she was. By the look of the car and how fast it was driving, she could tell who was behind the wheel. She chuckled over the idea of Oliver beating her to the scene and felt a rise of competition well up within her. “Oh no you don’t.”
Black Canary disengaged the clutch by pulling it toward herself and selected the right gear by using the shift lever near her left foot. She revved the engine lightly by twisting the throttle with her right hand and eventually released the clutch. Next, she feathered the throttle while releasing the clutch, which in turn accelerated the bike. For ultimate speed, she revved the engine again and took off in a blur. She decided to taunt Oliver by riding alongside him, giving him the heads up that she had the same intentions as he did in stopping the men from escaping. Besides, she wasn’t going to allow him to have all the fun, especially when neither of them were going to know just how many of the men would be escaping.
Just for fun she planted her feet firmly on the foot pegs and made the bike rear up onto one wheel. She had no fear when it came to high speeds and tricks on her Shadow Hawk, for she was an expert driver. She brought the front of the bike down again and sped off ahead of him, making him eat her dust. She kept her eyes on not only the road ahead but in her side mirrors too, in case Oliver wanted to get too close to her. She moved around a stray hubcap and found her way nearing the docks. She shifted the gears down into making her bike slow until she was rolling now, then turned to see if Oliver would be coming or take another road that faced the island. Both of them were stuck on the land unless they had a way over. She pulled out her cell phone and dialed a number.
“Blackgate Penitentiary has been compromised. I, Black Canary, am ready to go in and send those men back inside. Who’s willing to give me a lift?”
“We do not have a sufficient amount of police officers so we can use all the help we can get. What is your location?” The woman on the end replied.
“The harbor bay area, at the end of a dock facing south east of the Penitentiary.”
“A police boat is on the way.” The woman on the other end replied.
Dinah waved her arms in the air in order to catch the police’s attention and took her bike keys with her to keep Shadow Hawk where it was before jumping on board the boat. “Ready when you are.” She said, looking toward the smoking prison. “I understand that deadly force is implicated under these kinds of situations but I will try to get as many back inside without taking any lives.”

Everything was going according to plan and Harv was in control and though his recruiting style was different than Harvey's but it worked non the less. Two-Face's gang kept getting bigger every waking minute and he was enjoying it. Having started out with nothing but five goons and now having thirty people following him was great.
He knew it would not be long before a hero or two would come and investigate the explosion for he was sure most of Gotham had herd the bomb go off. He was counting on getting at least twenty more people to join him before he left the place.
Having opened most of the cells in both the south and west wings he knew that if any hero came by they would be facing an army of thiefs, gang members, and rapists. *Now for the North wing* he thought for there he knew he would find the perfect candidates to join.
He continued walking until they got to the north wing of Blackgate Penitentiary. This wing was different than the rest of Blackgate for it housed some of the worse criminals Harvey had ever had a chance of putting behind bars. "People behind these locked cells are some of the worse killers and gang members I ever had a chance of locking up...Now I want to release them so they can join our ranks" having said that most of his crew started to protest saying that these guys were all bad news. "YOU GUYS WILL LISTEN TO ME!!!!" yelled Harv "These prisoners will make a great addition for if they don't join up they will end up getting killed."
Walking over to the control panel where the locks for the cells were located he pressed a button to release all the prisoners from their cells. "Get ready Guys for we may have to forcefully persuade some of these guys into joining us" he said as the doors to the cells were being opened.

Oliver got a shock when the motorbike sped past his car for the first time, although he quickly saw the person upon it although the helmet obscured their face. But when they reared their bike up, he knew who rode it. He didn’t know why Dinah was out here in the first place; maybe she was listening to the police or something. She seemed to want so fun though, something he could give to her. He planted his foot down upon the accelerator, placing one hand down upon the gear stick and moving it up a notch.
The engine sounded like it was exploding under the hood as shot along the empty road, following the red light in front of him. Her bike was fast but he’d catch up to her soon enough. Then she pulled up next to him, forcing Oliver to turn and look at her. He grinned at her and gave a friendly wave to her, as if she were any other driver. Although she probably couldn’t see through the window, Dinah would know what he was doing to her. In the distance, he looked over the black water to see the burning island in the distance. He never seemed to be able to escape islands. He laughed to himself, pulling up next to her bike. He opened the door and climbed out to stand next to her as he saw the incoming boat. “Got room for one more?” He asked her in a jovial tone, looking at her bike then back out to the water.
This could go two ways. Either the police would be fine with Oliver helping them or they’d arrest him, each way would be fine for him although the latter might lead to them wasting time. The Prison looked like hell, a hell they were about to enter together. “The things we do for our kicks.” Oliver said to mostly himself as he pulled on his bow a little while sighing. Hundreds of prisoners against two of them, what could go wrong?

One of the male officers were dressed in a seafaring coat with a high collar that rose up to his cheekbones. He wore a cap that had the initials GCPD on the side and a badge on the front. The officer leaned forward, pressing his boot against the side of the boat and offered Dinah a hand. A finger-less black gloved hand was extended as Dinah allowed the man in uniform to help her aboard the boat. “Thanks.” She said, glad that chivalry wasn’t entirely dead, and stepped aside to have Oliver come aboard.
The waves of the Atlantic ocean were one thing Dinah did not like for she had no control over how they would rock the boat she stood on. Years ago she had learned how to find her center of balance and positioned her feet into a front or side stance in order to keep herself from toppling over, but the waves made it impossible for her to guess which way the boat would be moving even though there was a slight pattern to them. As she stepped forward, a sudden large wave struck the front of the boat, causing it to lurch up and then slap the water as it fell. Dinah had taken a step forward when that happened and this threw off her stability instantly. She stumbled back in an effort to regain her footing and fell against someone standing tall and rigid. Her hands were on his chest and she raised her eyes to see that it was Oliver. She looked into his eyes and felt her cheeks grow red with embarrassment for she was the Black Canary, a force that should never be reckoned with, and yet nature made a fool of her in front of the man she choose to want to impress. Her fingers bent at the middle joints as she felt his costume under her fingertips, finding the close proximity of him attractive and intimate. She could feel his strong body behind the clothing material and in knowing this while looking into his eyes did not help her recover her thoughts of him.
The officers on board grinned in seeing the silent attraction between the two heroes and released a nervous chuckle. They may as well laugh at something to ease the tension before entering Hell itself at the penitentiary. They turned their attention back to the threat ahead and began devising a plan. So far there had only been bombs involved but no choppers, boats or any other sign of escape from the island. Any swimmers would be warned fist and then gunned down if no one would comply to the offer’s orders.
The one officer in charge picked up the Citizen’s Band radio receiver, changed the frequency for transmitting his voice through the loud speaker on top of the boat and flipped the switch to talk. “All prisoners must return to Blackgate Penitentury or we will fire at will!” He repeated his words as the boat drew closer, letting his voice echo against the walls of the prison.
“Take your positions!” One of the main officers in charge stated as he with drew his pistol, looked inside the bullet chamber, snapped it shut and took aim. “Prepare to fire!”

Little over a half hour had passed since Two-Face had gone into Blackgate Penitentiary looking for new recruits for his ever growing empire. Harvey was quite pleased at the men that stood in front of him all angry and looking to rip his head from his shoulders. Behind Dent stood a group of twenty to thirty inmates ready to follow his orders.
*Good Side* "Let me handle this ok" *Evil Side* "No let me handle them I know their language" *Good Side* "Look I'm the negotiator here so let me do the talking" *Evil Side* "Harvey just flip the darn Coin so we can get on with this plan." taking out his trusty coin Two-Face tosses it into the air letting it flip five times before catching it in his hand. Carefully placing the coin on the back of his other hand he looked at the result of the toss. Heads is what he saw that meant Harvey would still be in control of this.
"Gentlemen of Blackgate Penitentiary listen to me and listen good. I have come here today to free you from your cells and prison life." he said in a loud voice so everyone can hear before adding "all I ask in return is you join me in my crusade to bring Justice to Gotham." Harvey waited for the men's responses as he knew they would rather kill him than join him.
Laughter was the response Harvey got from the men standing in front of him. Harv was getting mad inside his mind and he would not stand for anymore of this crap. "Hey Dent why don't you take your offer and shove it up your..." One of the men started to say before a shot ran through his chest killing him. Harv had taken control of Dent and there was nothing Harvey could do. "LISTEN HERE" he yelled "ALL OF YOU" the yelling and the dead body seemed to bring fear into the eyes of the inmates.
"You will follow my leadership or you will all end up like your buddy over here" he said as he pointed to the dead goon laying in a puddle of his own blood. None of the other inmates dared to speak up to Big Bad Harv. Having regained control of himself Harvey looked at the inmates and he saw how terrified they where of him. He hated how Harv had taken control for he did not want to rule in fear and hate he wanted to rule with justice and honor.

Once on the boat, Oliver never went near the edges while he was on it, always staying in the middle of the vessel at all times. Even when we climbed on board, he quickly did so with out looking at the water. Through the short journey to the Prison, Oliver refrained from peaking over the edge to look at the black water below. If he did, his eyes quickly shot back up with his heart beat. Oliver didn’t like to tell anyone but since the accident, he’s had a fear of the sea or more specifically drowning. Even when he was rescued by boat from the Island, he stayed below decks all the time, never setting foot on the main deck besides when he boarded.
Oliver looked down at Dinah, who’d just bumped into her. Although she was tall for her gender, Oliver still stood around two feet taller than her so her face hit his chest. He shook his head, trying not to smile or laugh as he was ‘in character’ as he put it. Meaning that while he’s Green Arrow, he’s got to stay focused and on task, so he can plan ahead. He sat down, facing away from the tides.
He looked over to one of the Officers who sat opposite him, one who’d just laughed slightly. Oliver just gave him a cold stare back, to show he wasn’t in the mood for any comments. He then looked over the driver’s shoulder towards the fortress on the Island. He stood up, walking into the cabin to get a better view up front. He took a deep breath of sea air yet his hand never left the side, always holding onto something to stop him from feeling sick or falling over board. The water was choppy with the waves increasing in size as they neared the lump of rock in the centre of the bay. It was as dark and gothic as the rest of the city, looking brutal and worn in its age. It was a monument to what Oliver believed to be wrong with this city. Where’s the sense in building a huge prison, filled with the Country’s worst criminals and gangsters yet putting it a stones throw away from ten million people, it just didn’t make any sense to him. If it was in the middle of nowhere, he wouldn’t be sitting on a little boat in the middle of a maelstrom.
He saw all the officers loading their weapons. Oliver walked over to the lead captain with the revolver with an angered face. “Officer, you’re not going to try a head on assault are you? It’s reckless and even if you did get into the Prison, you wouldn’t have enough men to carry on any further. Send us in, we’re expendable plus we move faster. I can get in with Black Canary and disable any guards in the harbour then I’ll allow you and your men to dock. We can plan our attack from there.” Oliver said quickly, looking at the captain with a stern face. The officer nodded and lowered his weapon. “Okay then Arrow, how you going to get up there?” He pointed to the looming wall which the boat was passing by. It was at least fifty feet high. Oliver looked up at it, inspecting it then he turned and glanced at his arrows. “I have an idea.”

"There's gotta be a boat or helicopter waiting to pick up whomever it was that orchestrated this plan." Dinah said matter-of-factly. She was used to working alone and often took over as a team leader when no one else spoke up. She was ready as a leader to get as close to the prison as possible as long as there was nothing to keep them from getting close. For all she knew there could be submarines armed with missiles or bazookas waiting for them on shore some where. When it came to prison breaks, anything was possible.
"One shot fired within the prison!" The radio chirped.
"One or more weapons are present men. Use extreme caution." One of the men in charge informed the others. He looked nervous when facing the unknown, and he would be crazy if he was calm. It was every officer's instinct to know of any trouble ahead without actually knowing what to expect. The only thing they could do was manage how they would react to a possible oncoming war that would either be in favor of them or those they were fighting. The main officer's jaw clenched when his eyes settled on the prison the closer they drew to it. "Steady now... Stop the boat. This is as far as we go."
Dinah listened as the officers spoke, forming an impromptu plan without having any real fire power aside from her. It was times like this that the Gotham City Police Department looked weak and dependable upon heroes such as herself. How would this city survive without heroes? Honestly. She changed her thoughts the moment she caught little hints from Oliver, seeing what the others had not seen of him, catching his avoidance of the water. Of course those memories were as fresh in his mind as her torture was in hers, only that he had not yet conquered his nightmares. She would be there for him at all costs, she decided. It would have to be little steps before conquering the larger obstacles. Maybe something relaxing like surfing or jet skiing. He would look great in green surf shorts.
It didn't take much control to keep her eyes and ears open to their current surroundings for she had to be on guard in order to keep herself and those around her safe from any kind of attack. She was 100% serious even though her thoughts would occasionally stray over to the Green Arrow. At last she would be able to see him in action if they weren't too busy. She felt like this was another step close to bonding if he proved he could watch her back and vise versa. She wasn't expecting much from Oliver other than a few arrows but who knows? Maybe he had learned to use his bow as a weapon and had picked up some boxing or martial art skills as well? If not, she could teach him and enjoy his company while under the roof of her dojo.
She listened as Oliver tried to talk some sense to the officer's half-baked plan and found herself smirking. So there were two leaders on the boat. Let's see how well they would work together as a team.
"It's a suicide mission if you and I go in not knowing what to expect. What we need to do is round up the people and keep them within the walls until we can transport the escapees to a better facility. The guards are most likely already dead so there's no reason to go in. Taking out the guards in the harbor will give the police a better fighting chance to gather the prisoners, but who's to say that the guards in the towers won't open fire at us? Has the control tower been compromised? How do we know if the prisoners are in there as well?" In other words, she did not want Oliver to be picked off by a sniper pretending to be a guard when really it was a prisoner in disguise. Her eyes could not be every where all at once in order to protect herself, him, and the officers. "Wait for me. I can send most of the inmates back toward the prison with my sonic scream, then we'll go from there."

Harvey walked away from the north wing of Blackgate with fifty goons following his every order. Just when he thought everything was going to go smoothly his walkie-talkie started to go off. "Boss" a voice said trough the communicator "come in Boss."
Harvey grabbed the device from his coat pocket and spoke into it "What is it what's going on?" "We have trouble out here it seems a few heroes have arrived here on a boat. One seems male all dressed in green while the other appears female dressed in blue with blonde hair."
As soon as Two-Face heard those words he knew he was going to be up against Green Arrow and Black Canary. He was wondering what they were doing all the way out in Gotham but he did not care he was more focused on his current task to worry about a pair of Heroes.
"Ok here is the Plan bring around the decoy boats and make them chase you guys away from here while the rest of us make a way for the hidden boats we have planted on this island." he said before his goon responded with "Ok got it Boss we will distract them"
With his mind now focused on leaving Two-Face continued to walk away from the north wing heading toward his hidden boats on the other side of the island. His criminal empire was slowly rising but he was happy about this because soon he would be well known around the streets as a Crime Lord just like Cobblepot, Joker, or Black Mask.

Oliver continued to gaze up at the walls, his eyes inspecting the vast concrete towers upon them. He was sure that his arrow could reach up to the top, if not he’d have to improvise. Arrow snapped out of his trance-like inspections of the defences before facing the team of officers and Dinah. He heard a faint gun shot echo through the air, likely a pistol of sorts. Either some unlucky officer’s just got hit or maybe the prisoners aren’t content with shooting the guards and now they’re infighting with one another. He hoped it was the second one.
“Officer, you can’t just wait out here. The fight’s in there. If you won’t go, we will.” Oliver moved closer to the commanding officer, in an attempt to assert his dominance. The Police are here to calm the situation and that’s impossible to do from out here. This is why the vigilantes will always be more successful than the police when it comes to dealing with situations such as these. He had no regulations that stop him from doing his role, no man behind a desk to tell him what he can and can not do. It boiled Oliver’s blood at times. If there was a better police force, there’d be no need for him to be out here or even for the Green Arrow to exist.
The Green Arrow then turned to face Dinah, who seemed to be taking charge of the situation. To him, he was only formulating a plan to treat the symptoms of this disaster; he wanted to kill the source which was inside the Prison not out on a boat. “Canary, there could be injured officers in there. What if I entered alone? I could find the injured guards then send them out to you. I’ll then take out who I can in the docks where you and the attack force will land. Then at least we’ll have a command point where we can then move onto capturing the remainder of the prisoners. This was an outside job so there’s more to this than we know, and we need to find out.” She could be right; they could have a helicopter or something waiting to escort them off to Gotham. He couldn’t let them get away, they needed to act now.
Oliver knew what she was thinking, he knew the risk too. But it was their duty to act against crime and that will put them in the line of fire. It was the deal they all made. Rather he be cut down on the field of battle than by a random thug with a lead pipe. That’s why he asked her to stay on the boat, just in case they’re both cut down.

Here we go again. Dinah thought while feeling assured of her abilities to bring down the entire prison, but what about Oliver? Did he have the right tools to keep himself safe while keeping order out of chaos? He only had a maximum of twenty-four arrows, she noticed, and she knew that he was out numbered unless his bravery and confidence would convince most of the inmates that they would lose against a handful of heroes. She knew her man could handle it but would the inmates by it? They were, after all, confident killers themselves. One had to be in order to survive within the cold walls of steel bars and concrete. She had to trust that Oliver knew what he was doing and focus on getting the job done, for the real threat would come to the civilians of Gotham who never learned how to protect themselves against “sane” murderers.
Even though The Black Canary’s focus was on saving the officers, the civilians and possibly the inmates, Dinah Lance’s heart went with Oliver. She longed to be by his side, protecting him when necessary and craving taking control over the crumbling walls of the prison. They were a great team when working together and the celebration afterward was an award all on its own.
Dinah’s eyes watched the Arrow governing his authority which made her all the more attracted to him. The way he stood erect in posture with his shoulders back and his eyes burning into the officer before him sent her vision of him picking her up into his arms and carrying her off to a secluded area where the two of them could exercise in dominance. Those arm muscles were some what of a match to Dinah’s quick reflexes and knowledge of getting out of a hold. But she had to let him win to keep his confidence.
The Canary’s eyes were trained on Blackgate and yet she held The Green Arrow’s form in favor from the corner of her eyes. Was he even aware that she was secretly watching him? Praising him for taking on what seemed like an impossible task alone as he had done so many times before? Could he feel her heart beating for him even though her frame was ready for a good fight? Focus Dinah. There will be plenty of room for that later. And then he turned to face her. Those eyes, so piercing. His voice, so demanding. Her stone cold expression of icy blues stared back just as in control as his emerald greens. She tore her eyes away from his the moment the sounds of motors were used. She moved away from The Arrow and inhaled deeply, planted her feet firmly on the ground and fired her voice at the water just in front of the boats fleeing the scene. She could feel the sound vibrations stirring up from her vocal chords while the air from her lungs gave force behind the scream. The effect of Dinah’s Canary Cry made a giant splash in the water as if a cannonball had been launched, followed by a disturbance upon the surface which turned into large waves. The boats that were fleeing the scene were being forced back and tossed around on the waves, which in turn, created unstable boating conditions for the police as well. However, since they were further from the shock, the waves would not be a danger to them, only a slight annoyance for anyone wanting to take aim. Then again the cops should be able to focus and take aim with precise accuracy anyway. Why else would they go through police training? Sure they were trained with a steady surface, but any outstanding officer would push himself to practice in all forms of conditions.
The decoy boats overturned, collided with each other or were forced back by a wave which splashed against the rocks and sent the boat colliding back on the island. Prisoners scattered out of the way in a blind panic so they would not be smashed by the tossed boats. Dinah smirked at her work and turned to the Arrow. “There is your distraction to slip inside, and the upper hand. Now that they know who they are dealing with, they will take us more seriously. And Arrow…” She grabbed Oliver’s costume and drew him in for a long kiss, for this might be their last. She did not bother to close her eyes for she wanted him to see the serious, unspoken look in her eyes that meant she deeply cared for him and wanted him to return to her. The kiss lasted ten seconds, ten seconds that would never have been long enough in case either one of them died. “I don’t think it’s necessary to tell you to be careful.” She exhaled as she drew back from him. Her heart yearned for his safety and it killed her to have to leave him, but the sound of humming motors now held her attention for the very sound of motors on water could mean the deaths of the innocent.
Unlike the others, who most likely had their ears ringing after her scream, she was used to being behind her Cry’s powerful sound as opposed to hearing it from the side or in front. That and she was certain her eardrums were meant to take the sound in without shattering better than most. “I can hear other boats taking leave! Cover all exits on land and surround the island the best that you can!” She hated telling others what to do unless they were under her command, for few were wise enough to actually listen. The police were especially stubborn for they had their ways and Dinah had hers. She had her own set of rules for she had an advantage over the Gotham City Police, and the set of pipes to prove it.
The gorgeous goddess of ultrasonic scream leaped from one boat and onto another, pointing at the open wound that oozed more prisoners by the second. “Let’s get the men under control and back inside before any other rescue attempts give them hope. I want them to know that any chance for freedom is futile. We’ll take this boat to the docks where Arrow will bring out the wounded... if there are any.”
As the boat drew closer to the docks, Dinah got a hold of the megaphone and sent out her warnings. “Back inside the safety of the prison or you will be drowned, crushed, or brought into submission. And if I don’t get to you first, the police bullets will. Return to your cells and you will be unharmed. Any prisoners caught swimming will be shot at or blasted out of the water. It’s your choice.” She said and handed back the portable voice amplifier. “They have been warned.” She told the officer who received word from his superior to go ahead and fire at will. Dinah held up her hand to stop them from shooting as long as she can manage some of the inmates. Saving lives and doing all that you can meant everything to a hero, even when the lives saving may not be considered worth saving.
“We‘ll corral them back toward the island and pick them out of the water. If they put up a fight, fight back.” She instructed. “I have a feeling that most of these men will give up the moment they realize there is no way to escape. We’ll keep playing that card in our favor.” Speaking of such a card, she aimed her cry at the base of the rocks that held the penitentiary in place. They shattered in all directions, creating an explosion of shrapnel near anyone who was in the way. Not only did large boulders collapse into the surrounding water, the sight alone had prisoners climbing back up the rocks and toward the prison in order to escape the danger, while others fell to their knees and placed their hands behind their heads like good little boys. Pleased by this, Dinah grinned. “Fifty percent of the prisoners have given up already. It’s the other half your men will need to deal with.”
The boat drew close to some unconscious prisoners where the police used hooks to remove them from the water and place them onto the boat. Most of them could not handle the crashing waves or being beaten against the rocks. They had to move fast in order to make certain no one drowned, but that was not Dinah’s objective. Those men gambled with their lives the moment they leaped into the water and she had bigger fish to fry. Yes, Oliver told her to stay on the boat, but when was she one to take orders when she could be of better use else where?
She ran along the deck kicking here, flipping a prisoner into the water there, and slugging a third in order to run around the side of the island. Not only was it dangerous to be surrounded by so many despicable creatures who stole, cheated and killed all for the cause of money, fame or title, but the jagged rocks were slippery from the water rewetting the algae. Dinah’s balance came in handy when it came to slipping without falling and she scrambled up the climb wall in order to get to the top. Tear gas was being flung in every direction, bullets struck the rocks nearby and ricocheted into the leg of a climbing prisoner. Dinah dodged as small rocks were cast down at her. She glared and inhaled a shorter breath, forcing her scream to shoot upward, causing the island to tremble as her voice pierced the air. The men backed off as she clung to the rocks and ignored the tiny debris crumbling down and bouncing off her cheek and shoulders. She ignored the pain as some rocks were the size of her fists and continued onward until reaching the top. If these men wanted a war, they had it, and it’s name was The Black Canary.

Harvey was worried now that the Heroes we're on his doorsteps. His plan had gone well up until Black Canary and Green Arrow arrived to offer the GCPD some help. Two-Face now needed to think of a new plan to bring down the do gooders and be able to leave this island with the few good men he has recruited.
Bribing his walkie talkie Two-Face gave an order to one of his men on the outside -Whats the situation out there are the heroes following the decoy boat?- -No Boss Black Canary overturned them with a strong voice attack the likes I've never seen- *Her Canary Cry* Harvey thought *besides her fighting skills that attack is one of her Strongest weapons against them and one of the few things that could stop him and sent him into Arkham.*
"I need an idea on what to do to stop the heroes" he said out loud to his new recruits. "Kill Them" a few said "Blow them up" said the rest. *Im Surrounded by idiots* thought Harvey as he listened to the ideas of the inmates. Two-Face needed to clear his mind so he took out his coin and began to flip into the air and catching it after it falls back down. This helped calm his mind and he began to think more clearly.
Harvey began to pace around back and fourth while the rest of the crew stood there watching their new boss mumble to himself. Then it hit an idea hit him. -Two-Face to the Twins come in Twins- he said into his walkie talkie -Twins here Boss what do you need us to do- two voices said in unison. -Get ready to bring the Helicopter around and don't forget to bring over the Firepower and don't forget the tell the rest of the boys that I'm still waiting on the real boat to take us over to Gotham- -You got it Boss we will get the stuff ready for you- that was said before a minor earthquake was felt and a loud scream was heard. He knew Canary would not be far behind. -And Hurry up the Heroes are upon us- he said as he finished with his conversation.
