A large billboard hung on a building off of 14th Street. It was in the main street to go from North to South. During rush hour, the clean white collar folks and the rich Wall Street type all traveled to the center to their pointless routine boring lives. On the billboard was a Costco Ad and a phrase written across.

It would have gone unnoticed because the human race had learned to numb themselves to any and all advertisement, but today, there was something different on the board. In green spray paint the one was circled, and written largely was the word…

The night may have been young but Gotham City had already begun to show its true colours. By the day the city was at least somewhat respectable with citizens travelling back and forwards to and from work, seemingly innocent to the criminal underbelly that was operating almost constantly under their noses. Even some of the biggest names in Gotham weren't all they appeared to be. However, by nighttime, that criminal underbelly came alive and the city experienced an increase in criminal activities and the like. There was some truth to the idea of fearing the dark. Not many normal citizens in their right minds would consider roaming the streets at night, and especially not alone. With the amount of muggings, murders and assaults happening at the time, it was an intelligent and well supported decision.
Killer Croc had decided otherwise, breaking both points. He was not really afraid of anyone being the person - or animal, as some put it - that he was, and he doubted that your average criminal would bother him, the 'crocodile man' of Gotham City. Judging by the rumours surrounding the man, one could say that he was quite a feared figure.
Venturing out of his home in the sewer system onto the streets was not a common event for Croc. He vastly preferred the sanctity that lay under the city, where he could live without being bothered by anyone. Or, at least the vast majority of people. The small minority that thought otherwise would soon learn to regret their intrusion on Croc - if they even lived, that was. Visitors were very seldom welcomed down below.
Croc wore a large and long, high-collared trench coat with matching hat. He always wore a similar attire above ground-level, to conceal his identity. The reptilian appearance caused by his rare condition, a unique form of epidermolytic hyperkeratosis, made him far too distinguishable otherwise. It was a necessary precaution. The man stood motionless on a deserted pathway, watching across the road. While that road in front of him was one of the busiest in the city by day, by night the most dense traffic was probably not even half as much as the daytime's. Though he wasn't paying attention to the local traffic. His attention, and eyesight, were diverted elsewhere, to a large, vandalized billboard up above the street.
On the massive advertisement, the word 'Who' was crudely written on in green spray paint. The same spray paint had been used to circle the word 'One' in 'One Stop Shopping'. It was still quite visible against the dark cityscape, despite the blackness of the night. Gotham Central was never really totally dark anyway. There was always a light left on somewhere.
The vandalized billboard meant nothing to Croc and he wasn't particularly interested in finding out whatever meaning it carried either. There were often some strange happenings in the city and sometimes it was best to keep out of them. Maybe this time it was the Riddler, Croc thought. He was always up to something and had a thing for the colour green. Growing disinterested with the new markings on the advertisement, Croc was already on his way to the nearest sewer entrance once again.
