He looked over his shoulder when she started up the ramp. Canary could handle the Thugs, Vic had other Ideas. what a better way to keep drugs off the street then to destroy them at the source. He silently walked the length of the dock strip looking for something useful, a fueling line. Something...Flammable.
He found nothing, Though the Fuel line of the ship would be just fine. while she was making her way up the ramp. Question Set his hat on the ground an took off his coat, sliding himself into the cool bay water silently.
Canary would be enough of a distraction one she got on the barge from him to pull the fuel line from one of the motors.

Canary moved swiftly across the cargo ship, sneaking up behind two thugs before pulling one into a chokehold after slamming the other’s head into a metal crate. He wasn’t unconscious, just stunned, which would give her plenty of time to deal with his buddy. With one swiftly delivered knee to his spine, she was able to send him to the ground without a fuss before delivering a final punch under the chin, rendering him unconscious. She smiled to herself. That felt good.
Turning her attention the second thug, she had barely enough time to block a metal pipe headed her direction. This only made things more interesting for her. ”Oh, you want a fight?” She threw a sweeping kick in his direction, which he blocked shakily. She followed this up with a powerful punch to his nose, breaking it cleanly before delivering a kick to his abdomen, sending him crashing into the water below. She waited to make sure he surfaced before bounding off towards the other thugs.
She looked back to try to figure out where exactly Question had disappeared to, but when she was unable to find him, she forced herself to push forward. That’s when she stumbled upon three more guards much to her own personal pleasure. This was going to be fun. She ran in head first, chopping one man in the side of the neck hard enough to send him to the floor. The other two spun around with guns, ready to shoot. This only stopped her for a moment; just long enough to breathe in. Exhaling rapidly, the room was filled with an ear piercing cry; the Canary Cry. Two guns clattered on the floor as the men brought their now empty hands up to their ears.
She watched them fall to the ground unconscious with a smile on her face and her arms folded across her chest. It was then that she decided she’d look for Question. Lord only knew what he was planning. She headed back out towards the deck silently, not wanting to draw attention to herself.

Question silently pushed himself through the water before submerging himself completely, swimming down to the outboard motor. Pulling one of the fuel lines to the motor off an made a quick attempt to stop the flow of gas into the water. It was only a few seconds before he reemerged from below the water, the line being tossed over the edge, fuel probably spraying forth onto the deck now.
He cringed as he heard a ear splitting shriek, an slunk back under the depths for the oil line. If anything the drugs were going to be burnt or covered in oil. Unsellable, unusable.
After he pulled it up over the deck, Question pulled himself up over the edge an Looked up at the figure of Canary coming from the back. "don't happen to have a light do you?"

Canary watched the fuel spill over on the deck curiously as Question began to pull himself out of the water. She stepped towards him, grabbing his arm and helping him up. It was a gesture of camaraderie, not an insinuation that he couldn’t do it himself. She wanted to be seen as an ally to any vigilante in this town, not some stuck up snob who only worked on her own. She liked teaming up with people.
His question put a small smile on her face as she reached into the left pocket of her biker jacket. ”I’ve been known to smoke the occasional cigar every now and then.” She flickered the flame briefly before extinguishing it and tossing the lighter over to him. It was his plan, he should have the honors.
She took several steps backwards as she didn’t want to be near the blast when it went off. Canary surveyed the drugs and calculated just how much damage this would do to whatever organization was running them. It would be catastrophic. Not only would they be destroying a massive supply, but they would also be destroying one of their ships and revealing one of their ports, and in Gotham there weren’t an abundance of ports to choose from that hadn’t already been claimed by another gang. She liked this.

He wasn't offended by the helping hand, if they would not work together then how can they be expected to help others. He stepped back from her an shook his head, flinging water from his black hair. He caught the lighter before tossing it back, "dripping wet, I'd put it out before it would even get lit." Question said, "besides, you did all the grunt work. "
Vic was more than aware of all the damage it would ripple through the underworld. It would make them desperate, go to other gangs for support an supplies. Another nail in the coffin. The sealing deal would be the people who rented the dock would likely become arrested for several reasons.

Dinah caught the lighter with a smile on her face. It would be extremely sweet to burn this down, but, before she did, she grabbed a single pack of the drugs and carried it with her. "It's not for me. If we burn it all, the cops wont have any hard evidence to nail them with."
She flicked the metal wheel on the lighter once, smiling at the flame danced on top of it. Not wanting to let the lighter go, she let the flames lick the spilled gasoline before darting off. The fire consumed the gasoline like a hungry child as it engulfed the drugs entirely.
Success felt good. She looked over at Question proudly and socked him in the shoulder. "That was pretty brilliant. Thanks."

"Good thinking," Sometimes he was so focused he forgot the evidence needed to drag someone down. the material of his mask pulled tight as Question smirked under his mask. He nodded to her an started to walk down the plank back to land to retrieve his hat an coat. The air coming from the water was starting to chill him to the bone. Or that was his excuse, he wasn't one for recognition for his deeds. As far as Charlie was concerned Canary did the work. She deserved the praise.
