He was happy to see the ADA go. She had no business there. He listened to Gordon's statements. The man was a good man, and Tiffany knew he could have faith in his ability to help the FBI. If the arguments were to occur continuously then Tiffany would unfortunately have to let him go, but for now the man could stay in his position.
"I understand," Tiffany stated in agreement to the man's words. "Your concerns will be taken into consideration, but I cannot promise they will always be followed."
He stared at the older man. The GCPD would have to be watched. Luckily, he had acquired an agent with personal experience with the department. They would clean it up in no time. There was one other issue with the GCPD that he would have to correct. "Gordon, I also must state that the Batman is no longer an ally. He breaks the laws and therefore is a criminal. He will be treated as such."

If hadn't known better he'd have reacted hotly to those last words of Agent Tiff's. He, however, knew how Batman would advise the situation to be handled and instead he cleared his throat gruffly. Batman didn't need him to stand up for him, and with him still in his position more good could be done. He gave the man a nod.
"Many also think the same thing. If you wish to treat him as such, then do so. I will simply take myself out of that, however. You wish to capture Batman, I'll not stop you, but I won't aid you either. Anything else I can do, however, I will be happy to. I think it's best I don't involve himself between you and Batman; it's a conflict of interest."
He spoke calmly, not disrespectfully, making sure that it was clear that his words were far from meant in petulance or rudeness.

It wasn't what Tiffany had wanted to hear. He now understood why the GCPD was so sympathetic with the man who decided to dress up as a Bat and it was because of Gordon. There would be time in the future to handle that issue. The vigilantes were not his first priorities. He would handle them after he handled the rogue gallery. While vigilantes broke the law and they definitely increased the number of criminals by continuing the cycle of dramatics they were not killing innocent people.
"Understood," Tiffany stated, "I am pleased to have you on my team." He didn't state the fact with any enthusiasm, but it was an honest fact. He would prefer having Gordon work with him then not at all.
"I do not need the GCPD help setting up the sanction. The FBI will handle that, but in two weeks time we will be raiding the Iceberg lounge and taking Oswald Cobblepot into custody. I would prefer to have the GCPD join me on this mission to prevent any escapes."

"I'll make the announcement. The Gotham Police would be honored to help your raid of the Iceberg Lounge.". Gordon nodded, taking a pen from its holder and scribbling a note to himself on a pale, blue sticky note to remind him.
He was aware his siding with Batman wasn't appreciated, but if Tiff had lived here, then maybe he'd have understood. Gordon bit into the grain of his pipe. No, actually, he probably wouldn't have understood still. He pulled the pipe from his mouth and doused the burning tobacco before turning it over into the trashcan beside his desk.
"And I wish you luck. You really are going to need it."
He was a senior in the force. He knew the feeling that a plan wasn't going to work, and now he felt his actual job was to make sure the damage was as minimal as possible because P.R.O.T.E.C.T. could very well be the death sentence passed on Gotham.

Doubt. Tiffany despised doubt, possibly because he used to be his own worst enemy when it came to it. He had constant doubt in who he was, his family, and the chances of him going somewhere. Doubt followed him like a shadow on a long summer day, but that was before he found the Lord. The Lord took his fears and doubts and let their weight rest on his shoulders, allowing Tiffany to succeed.
Tiffany would not doubt anymore, and he would not let the older man's fears stop the governments goals. To the last statement, Tiffany only nodded.
He hoped the Iceberg Lounge raid went successfully, but he also knew that leaks within the GCPD could create a mess. Either way he would capture criminals, either rogues or bad cops. "I will keep you inform on what you need to know," Tiffany stated. Gordon would be on his side, but still a man to be watchful of.
"Good day," he finished, then turned and walked out of the office door. He would look over the GCPD files this afternoon.
