Before I begin, let me state that none of the following is new. All of it has be GCRPG policy from the very beginning of the site and, while some of it has been officially declared in the rules, some of it simply hasn't been written down yet.
Definitions:
A Right is something that you inherently deserve regardless of anything else. Even someone who has been banned still deserves something that is a right.
A Privilege is something that is deserved only under certain conditions. Some privileges must be earned, while others are granted to everyone as new members but can be later lost.
A Responsibility is a duty that must be performed. Failure to do so results in a loss of privileges or an inability for you to exercise your rights, depending on which responsibility you have failed to do. Anything listed here as a responsibility is fully your own personal responsibility - none of it is even partially the responsibility of any other player or staff member but yours alone.
Rights:
- You have the right to a safe roleplaying environment, free from abuse of any kind.
- You have the right to communication with the head administrator on any subject of your choosing, though the head administrator may impose limitations on the method and timing of the communication depending on the specific circumstances.
- You have the right to speak freely in any private conversation with the head administrator without fear of punishment for what you say. (What you do is another matter entirely...)
- You have the right to appeal any decision a moderator makes to an administrator.
- You have the right to appeal any decision an administrator makes to the head administrator.
- You have the right to appeal any decision made by the head administrator to the whole staff. (However, they do not vote to determine the outcome, as that's still up to the head administrator. But that does mean the people most capable of convincing the head administrator to change their mind will discuss the issue.)
- You have the right to appeal any decision made by the whole staff to the whole staff, essentially asking them to think it over again, unless they have officially declared a matter closed.
- You have the right to know the reason why you were punished by a staff member.
- You have the right to not reveal which characters you play to the general members of the forum (though the staff are required to know in order to perform their duties), subject to your ability to keep it a secret.
Privileges:
- Having full access to the forum is a privilege that is granted to all new members but can be lost by either behavior that is too obviously unacceptable for it to have been ignorance (e.g. posting pornographic pictures) or by repeatedly disregarding the staff when they have asked you to cease an especially serious behavior.
- The ability to freely apply for new characters (in accordance with the rules explained elsewhere regarding the number and type of character) is a privilege that is granted to all new members but can be lost by the failure to live up to your previous responsibilities with a character. The privilege is never revoked either completely or permanently (unless you've been banned), but temporary limitations may be imposed at the discretion of the head administrator.
- The ability to continue to play a particular character is a privilege granted to a player upon the approval of their application but can be lost by the failure to live up to the associated responsibilities.
Responsibilities:
- It is your responsibility to bring any problem you want addressed to the attention of a staff member. Failure to do so may result in that problem remaining unaddressed as it's often impossible for a staff member to pay close enough attention to everything that's happening at any given moment to be aware that there's a problem, even if it seems to be happening right in front of them. Please note that as the staff members are often in the position of having members mention problems that don't need to be addressed (i.e. just to blow off steam), it is extremely important to make sure that the staff member is aware that you are officially requesting for it to be addressed. Also note that the staff member may decide that your problem does not require an official response - if you disagree then you may follow the previously described appeal process.
- It is your responsibility to ensure that the staff are aware of the reasons why you are having trouble with your other responsibilities, as that allows them to assist you. It is, however, still ultimately up to you to meet your responsibilities.
- It is your responsibility to ensure that any characters you play are active according to the site's established activity rules. Failure to remain active will result in the deletion of your character if other arrangements aren't made.
- It is your responsibility to keep track of which threads your characters are in, when it's your turn to post, and how recently you have posted with each of your characters, etc. Yes, there are things in place to help you with that, but that doesn't mean that it's not on you. Yes, you can ask your friends to pretty please poke you, but it's considered rude to expect it and neglect a thread because you 'forgot'. When you don't keep track of your things they have a tendency to slip away from you, whether that's a thread, a character, or a player who no longer wants to write with you because you neglect them.
- It is your responsibility to solve any plot snags you get yourself into that make it difficult to remain active, whether that's because your options for threads are limited or because you have to wait for a particular person to reply and they're taking a long time. The staff is often able to help you with ideas, but it's your responsibility to ask them for that help. Failure to be proactive in these situations will result in being treated exactly like any other inactive player.
- It is your responsibility to keep in touch with the staff if your ability to be active may be a problem, and it's also your responsibility to respond staff members who want to talk to you about your activity. A posted player notice is only sufficient for relatively temporary situations, like a vacation, and is mainly useful for keeping other players aware of your situation. It's not a substitute for talking with the staff and ensuring that they're satisfied with your activity or will allow a more extended leave of absence, and even if that's granted you're expected to keep them updated on your situation and when you expect to be able to return to full activity. Failure to do so will be taken as you not caring. These situations are handled on a case by case basis, and the staff reserves the right to refuse your request if it would be overly burdensome to the site.

Once again, the staff are available to assist you. Failure to have fun results in there being no point for you to be here.
