He pulled off at the curb nearby. He lowered the cap even more over his eyes and adjusted his phony repairman ID. In the floorboard was a toolbox which he grabbed and beside him was his gun which he grabbed and tucked away. As he opened the door he spat out the gum he was chewing on and walked into the building beside the Gotham Police HQ. He walked up to the receptionist.
"Uh hey there, I'm s'posed ta be werkin' on the vent on th' roof? My bossman just sent me on down. He sez, "Tony git yer rear (he didn't say 'rear' but yer a mighty nice lookin lady 'n I don't wanna go offendin' ya) yer rear down to...."
He pulled out a piece of paper and looked at it.
"....down to 5416 O'Neil Blvd n' git that vent fixed!!" This here's uh 5416 ain't it?"
He popped in another piece of chewing gum and smiled at the woman who was a bit too stunned to answer then woke up.
"Yes, yes it is, but....."
"Well, that's all good n' all. I'll need th' access key if ya don't mind ma'am."
"Well who called your comp....."
"Look, uh, ma'am, but I ain't got time ta go through all yer fancy red tape n' all that. I was sent here ta do a job, now with or without th' key I'm gonna go do it. That's cuz we make sure we do our job right. That's our slogan. We do it right."
She blinked totally freaked out by this guy in front of her,
"Well, I guess I can get a guard to escort you up..."
"Perfect! That'd jest be so awesome & you'd have you a witness, to testify that our slogan holds true. Call that sucker up. I'll meet him at th' access door. Bye now."
He tipped his ballcap to her slightly and made his way to the access door greeting everyone in a friendly manner on his way up. Soon he was at teh door and a gurad a huge burly manwith a look of doubt on his face was waiting.
"You get lost?"
"Naw naw had t' hit the outhouse if y'know what I mean. Wow yer a biggun' you been like ever play that football tackle?"
The guard smirked and began to unlock the door.
"Heh, no I just --erk!"
The Joker had slapped him on the back with one of his toxic needles and the guy started laughing. The Joker quickly unlocked the door and nudged the guy on the roof.
"Get out there! I don't want to have to drag your carcass anywhere! You may give me a hernia!"
He shut the door and reached into his toolbox pulling out a can and sprayed the seam between the door & frame with a foam that quickly hardened to a cement like quality. He then looked over to the Police HQ and grinned. Humming he pulled out his phone and tapped on it quickly and slid it out over the rooftop a ping then a boomf as a EMP was released which would take out the building he was on and a perimeter which would cover any 2 buildings from the center of the EMP. He chuckled to himself pleased and quickly pulled out a 10 inch rod. he tapped a button and it extended quickly to resemble a pogo stick. Securing his tool box to the stick he hopped on and gave it a few bounces then hit another button in which a burst from an engine propelle dhim over to the GCPD rooftop. He quickly ran over and sealed the access door to this roof as well.

Summer couldn’t help but scoff. “That’s only encouraging him! Either way, he isn’t going to stop. You think that even if I don’t ramble on about every little detail in regards to the disaster, focus on those on our side who have fallen and mention him very briefly in the end that it’s not going to stop whatever he is up to? I highly doubt that giving him an hour of publicity is going to do anything but give him what he wants. I revolved a good portion of my career on the Joker and he’s not getting my show tonight. “ The redhead argued passionately, sitting up straight in her chair as her pleasant expression instantly transformed into an irritated one. While it was her job to report the facts, from what Harvey was saying it was not totally confirmed that the Joker was behind this. However, anyone reasonable person would only assume, even she knew it was his work, but publicity was not something she was willing to waste on him. The reporter rolled her eyes. Clearly she wasn’t a child; no child was capable of such destruction. However, Summer took a mental note of what he was saying, as well as a recorded one. Though she had informed him this interview would be off the record, her smartphone was recording every word they spoke from inside the cleverly concealed pockets of her dress. She could tell he was getting irritated, but Summer didn’t care. Obviously it was not the first time that she had managed to get under his skin in one form or another but she was determined to get all the facts and air them on her show this evening. The discovery that the explosion had merely been a trap lead Summer to feel as though it was simply a distraction from what the Joker was really up too. So far, it was safe to say that he was winning based on the number of lost officers as well as the condition of Harvey. Summer was only relieved that she had been safe in the comfort of her studies to cover the events.
Summer was typically calm, but Harvey managed to get the best out of her. The redhead stood up, obviously irritated and ripped the manila folder from his grasp. “Kill you? Trust me it’s done-“ Her sentence was cut short when something unexpected seemed to stop when everything went dark. Summer took several steps back and nearly tripped over her chair. “What’s going on?” She asked into the darkness, pulling out her phone to check its status. It illuminated the screen for a matter of moments before going dark as well, causing her eyes to widen. The room was enveloped in blackness, causing the young reporter to be a bit on edge. “Harv? Where are you?” She asked, cloaking the fear in her voice with a false confidence. She took the darkness as an opportunity to fold the file into fourths and tuck it into her blouse for safe hiding.
Various shouts echoed from other areas of the building, alarming Summer significantly, followed by gunshots. Summer froze in her place, eyes finally beginning to adjust to the darkness.

Harvey's were getting a little red at her as she spouted off and he went to hist feet, halfway tempted to flip the table at her when the lights went out. Harvey could be heard sighing in the dark.
"God damn it."
A moment later he heard a scuffle down the way. The click of the holding cells opening was unmistakable. Harvey drew his gun out from under his bad arm. He stepped around the table and felt around for Summer. He found her at the waist. He put a hand on the small of her back.
"You alright, kiddo? I'm right here."
Harvey put his ear to the door, listening to everything out there. Gunshots. Harvey made a low grunt under his breath.
"I'd make you stay here, but you want. You must stick with me. Somethin's up and I can hear gun fire. This ain't good."
Harvey gave his eyes a moment more to adjust to the dark. There would be enough sunlight coming through the windows in the rest of the place to allow them light, the room they were in just happened to have no windows. He turned his head to her.
"Don't do anything stupid or I'll shoot ya myself, kiddo. Stay close."
Harvey took her by the crook of her arm, right above her elbow and opened the door quietly, pulling her into the hallway with him.

Joker walked over to the Batsignal and eyed it carefully. This wasn't GCPD tech it was his so he knew one thing he couldn't do and that was touch it. he looked down at the roof and stomped on it hard.
"Hmmmmm. That'll do pig."
He laid out a few bricks of C4 connecting blasting wire to them whistling to himself as he worked. he knew down below would be a bit crazy for a few before they realized what was going on. he estimated it would give him plenty of time to set up and detonate. Blasting around the signal would weaken the structure holding it up and gravity would do the rest. He wondered how many the heavy device would fall on as it crashed down? He made a mental note to watch the news later so he can add to his tally.
He reconnected the toolbox and detonation wire to the pogo stick and leaped back over to the roof to grab his phone and disable the EMP. He opened his tool box and pulled out something vinyl and a small box. he plugged it into the vinyl and it inflated into a clown punching bag children often played with. He laid the detonator before it and connected the wire to the C4.

The thin cardboard of the folder prodded at her ample chest uncomfortably underneath her blouse, though obtaining his files was sure to be the last thing on his mind with the recent black out. While she wasn’t afraid of the dark, the young redhead was certainly uncomfortable to be trapped in blackness while great deals of Gotham’s crime were located in the same building as she was. The fact that Harvey was swearing made her uneasy. She couldn’t help but gasp as she felt his hand on her lower back; it had been a good while since she had felt his touch in general. “Yes- I am okay. Harvey, this isn’t right. Please tell me you have an answer for this.” A series of gun shots caused a small squeal to fly from her lips. “What is going on?”
Her heart rate escalated significantly as she clung to her ex, doing her best to put on a brave face despite the fact that she was completely clueless as to what is going on. “Do you think it’s related to the explosion? What if this is his next target?” She said quietly, clearly concerned. Summer was eager to actually make it onto her show this evening rather than be on it. Releasing a noise of protest, she turned to wear she assumed he was, though followed obediently. “You would like that, wouldn’t you…” She muttered, “Ow! Can’t you be a little more considerate-“ She paused as he dragged her to the hallway. The chaos increased; screams, gunshot and a variety of other noises ricocheted around the darkness, leaving Summer speechless.
Suddenly, the lights flickered back on, as well as the harsh tone of the various telephones that occupied the police statements. A light was shown upon the unfortunate situation and even though they could see the madness continued. The cells had been unlocked, bringing the pair face to face with recently locked up criminals, wounded individuals and an absolute destruction of the headquarters. Summer felt dizzy, unsure if this was really happening or just a very vivid bad dream. The sound of a firearm thundered down the enclosed hallway, temporarily affecting her hearing as she smothered a scream.
Blinking to adjust her eyes to the newfound light, she turned to Harvey with her eyes wide. It was clear whose work this was, and adrenaline raced through the redhead’s body. He had to still be here, somewhere and she was racking her brain for answers. Pulling herself free from Harvey’s grasp, she foolishly started down the hallway independently. If the lights were back on, that meant her phone was working which also provided her with an inside scoop. Whipping out her phone, she adjusted it to the recording application, asking to run into trouble

Harvey was about to say something and then she took off. He looked to the criminals, then to her. He ran after her, catching up. He shot his hand roughly down into her coat and yanked the file back.
"You know stealing evidence, is a felony, Gleeson? HMM? I told you not to do anything stupid. You try shit like that again I will file charges."
Harvey didn't have any more time to argue as a pair of men came barreling after him. Harvey turned and kicked one, and pistol whipped the other. And internal affairs used to try to reprimand him for police brutality, yeesh. He could have shot them, but knocked them out cold instead. He turned to Summer.
"Get out, NOW!"
Harvey grabbed an officer by the collar trying to run past him.
"I need you to get the hell back in there and help me get this mess cleaned up. Get out your weapon, don't use lethal force if you don't have to."
Harvey headed past him, the youthful officer began to follow him. Once he got into the holding area it was chaos. Everyone was fighting, gunshots were being fired. Harvey didn't need to grab the bull horn off the wall beside him to project his voice.
"FIVE O, TAKE COVER AND DRIVE THESE BOYS BACK INTO THEIR CELLS."
Harvey began shooting at criminals now aiming weapons they had managed to find, shooting at wrists and hands to disarm them. Other officers began moving forward, cuffing anything that fell to the ground and didn't have a badge. Harvey adjusted his hat and continued with his fire, only taking cover behind a beam near the center of the room.
Whatever he was doing it was working, the police were gaining control back. Once it seemed things were in better shape Harvey began working his way up the floors to check on everything else and send officers down to assist in holding.
He was about to trot past roof access when he noticed something filling the gaps betweent eh door and its frame. Harvey tried to push it open but it wouldn't go. This did not sit well with Harvey at all.
He tried to break it down with his shoulder a few times but to no avail. Finally he backed from it and gave it a hard kick, weak spots in the frame d busted loose and the entire door, by the fframe, came off. As soon as Harvey saw the batsignal he picked up the police radio on his hip.
"ALL UNITS, EVACUATE NOW. EVACUATE NOW, THIS IS NOT A DRILL, THIS IS A DIRECT ORDER. Bullock out."
Harvey moved slowly toward the bat signal. Last time someone touched a Joker bomb they ended up in pieces, yet somehow put all the pieces back together. Harvey was not the kind who would be able to put himself back together.
I guess we could say his life began to flash before his eyes, but he'd nearly been killed so many times that it was continually looping in his vision.

Joker was about to push the detonator when he saw Bullock burst open the door. He smiled hugely and giggled waving across to Harvey.
"Yoohoo!!!! Why Detective Bullock it's so good to see you around and kicking. I guess I should improve my aim in the future! Maybe this time I'll take down the mighty Harvey Bullock!! One thing I know..... that Batsignal has GOT to be heavy! What do you think? Let's find out! HEEEEHAHAHAHAHAHAHAHHHHAAAAA!!!!"
He hit the detonator the C4 and cord erupted in a fiery blast. The rooftop directly under the signal creaked before giving way. The Batsignal dropped out of sight down into the building and not stopping for at least 4 floors down, any caught in the collapse surely would suffer a terrible fate. The rest of the roof shook clearly unstable but it held.
The Joker laughed uncontrollably and jumped on his pogo stick once more and hopped around on it in celebration and began to hop away.
"Joker: 2 and countless casualties! GCPD: GOOSE EGG! HAHAHAHAHAHAHAHAHAHAHA"

Scowling as her ex unceremoniously ripped the file from her clutches, she was able to catch something scribbled on the side of the envelope. Amusement Mile. The image burned in her mind, though there wasn’t time to dwell on it now. Despite how hard she was trying to be brave, she screamed as two men came charging toward Harvey. “Harvey! Watch out!” She shouted at the top of her lungs, backing away feeling helpless. What was she to do? Summer held her phone tightly in her hand, attempting to record at least some of the audio of the activities. Her hands shook, making it difficult to hold onto the device. The redhead was not trained in any type of combative, rendering her helpless.
“What? No!” Get out? Since when did she listen to Harvey? She insisted on staying in the cross fire, following his footsteps despite the difficulty. A large pair of hands grabbed her from behind and slammed her into the wall. Summer hit her head, but kicked her knee up as a reflex and mustering as much force as she could, pleased as it hit her target. The man’s grip loosened as she made her escape and ran down the hallway, dodging the chaos and following Harvey in top pursuit.
Shoving her phone into her coat pocket, Summer had gotten enough inside footage for now. It was starting to occur that her personal safety was at risk as she covered her ears in attempt to shield them from the deafening sounds of gunfire. Watching Harvey in the act was – well, undeniably a bit of a turn on, though she simply kept her eyes on him because wherever he was going, so was she despite his protests. The redhead dodged and avoided any type of contact she could as she trailed the detective. She knew he was thinking the same thing she was; the Joker was still about.
Climbing up the stairs to the roof after him, she was a great deal of distance behind but managed to climb onto the roof top. Panting, the redhead literally crawled onto the flat surface. The cool, winter air hit her as she attempted to catch her breath after the events. Eventually, she managed to get to her feet, wobbling slightly in her heels. “Harvey , wh-“ She froze as she looked up, her eyes locking on a character she had only seen in photographs. Unable to move, unable to speak, she watched helplessly as he activated whatever contraption was in his hands, causing Summer to tumble back to the ground with a scream as her body painfully slammed against the crumbling rooftop. Was it another explosive destined to destroy the entire building and her along with it? She should have listened to Harvey while she had the chance.

"PISS OFF YA FREAK!"
Harvey aimed and shot at Joker across the street on top of the other building but then BOOM and there the Detective went flying.
Thankfully the only part of the roof that caved was that which was around the bat signal. As the light, a glass and metal terror, tumbled down through four stories of the building Harvey was knocked backward by the blast. He had been close enough that the force would toss hims square onto his ass.
Once he hit the door, his head bounced off of it and he slid down it, leaning a little trail of blood from the back of his head. Somehow he managed to stay conscious, another concussion, another injury.
He coughed, the force of the blast knocking the wind out of him. He worked to find his breath again. Once he got enough air back in him to actually speak he coughed and looked over to Summer who was laying near and off to his left. He had one hell of a tired look in his eyes.
"You... Summerrr, you... alright?"
Harvey was still trying to catch his breath and get a grip on his brain. His whole head just hurt and his ears rung from the blast. Even if Summer spoke he'd have a hard time hearing her. Tennitus.

The bullet ricocheted off the pogo stick but tripped the thrusters cranking them on and up to max level which sent Joker skidding across the roof top laughing at the surprise Bullock unleashed. he had some good scrapes from road burn and managed to somewhat gain control of the "vehicle" as he rocketed away. His laugh echoing over the rooftops. The engine eventually sputtered running out of fuel and deposited Joker unceremoniously into Gotham Bay with a loud splash. He surfaced spitting out water and grimaced unhappily, his disguise makeup washing off his face.
He swam quickly to shore, commandeered a vehicle and sped off back to his hideout before GCPD tracked him down. Overall, he was pleased with the outcome and pondered what was next. They would want to know why he was doing this. They were always asking why. It felt as if they didn't know him yet. So this time he may have to tell them why. Should he jam the network signals again? no. they could be traced & he wasn't ready to go back to Arkham yet. he also debated on his next target. Bullock seemed to be popping up during all of his ploys lately. He smiled to himself and chuckled.
"Hmmmmmm."
Then he chuckled more and began to laugh and louder as he drove along. oh yes this new idea was wonderful.

Shrapnel flew in her direction, slicing various areas of her porcelain skin. Summer covered her face, her breathing escalating as she found it suddenly difficult to breath. Was she panicking? Though the response wasn’t unusual it certainly was in this degree. The redhead screamed in agony as glass shards from the destroyed bat-signal rained down on her. Thankfully, she was a good enough distance away to only get a mild portion of the sharp glass sent in her direction. Summer didn’t want to move, and was procrastinating when it came to looking up, terrified that a sliver of class might scar her pretty face. Her breathing was rapid, and once the noise had died down she forced herself onto her elbows. Wincing, she couldn’t help but release a small cry as she looked toward the direction where she had recently saw the Joker. He had been in her vision for only a split second, vanishing like a ghost before she could fully take in his image. Harvey’s voice distracted her thoughts and she crawled toward him, avoiding the broken glass that lay scattered on top of the partially destroyed rooftop.
“I-I think I am going to be okay.” She answered, crawling close to him. Her body ached and she knew she was bleeding. Her head throbbed and her ears rang from the series of loud noises throughout the past hour. The world spun around her, though before she allowed herself to collapse next to him, she pulled her phone out of her pocket which was still recording the audio. Making sure to save the file, she then dialed her camera man, who was sure to be getting the footage from below. “I need an ambulance….I’m on top of the Police Headquarters….It’s for Har-ugh Bollock, please hurry.”
Refusing to admit she was injured, she could tell just by the look of him that he was much worse off than she was, especially after the incident yesterday. Summer forced herself to her feet, her legs wobbling like a new-born fawn. She had a new lead that needed explored; there was little time to rest.

Harvey grunted again when she answered him. He watched her for a moment. She would be fine, she was probably suffering from shock and general confusion more than anything else. Harvey still didn't like her much anymore, but didn't mean he wanted to see her hurt. He was about to say something but his head slumped forward and he passed out, keeling over to his side.
The back of his head was fine. He hit the door hard enough to break skin and spatter off a bit of blood onto said door. Two head injuries in less than twenty four hours would definitely call for some brain scan mumbo jumbo. Harvey would not be happy. The fact that he had just passed out was not good, you're never supposed to fall asleep after a concussion.
Soon Harvey was retrieved by the fire department and eventually laid up on a gurney in the back of an ambulance with EMTs checking his vitals and eventually shipping him off to the hospital. Only two officers were lost in the explosion thanks to Harvey calling down the evacuation before the blast. As Harvey was wheeled toward the ambulance he would end up in a few officers took their hats off as he rolled by, unconscious with an oxygen mask on his face and his shirt cut off of him.
