The switch between personalities is a rather simple thing, at least from VerMillion's perspective. It only takes a moment of concentration and the desire for it to happen. Heather, on the other hand, finds the whole trick completely impossible even though VerMillion has described exactly what she does several times - she can't even get a sense of where her alter ego is in her head, let alone push her around.
Of course, at the moment her head is too full of other things to ponder that. As she watches Jon come closer a large part of her wants to turn and run, but she feels rooted in place as if this is all a part of a dream instead of reality. She can't run from Jon, she's never been able to and she certainly can't mysteriously gain the ability to do so now. And when he takes her by the chin that seals it even further - no, whatever happens she's not going anywhere.
But she is very quick to avoid looking straight into his eyes - her gaze drops as far as she can with only the movement of her eyes, and she doesn't notice that she's stopped breathing. What will he say now? What will he do to her? No doubt he can feel her trembling before he speaks. Though when he does the shaking stops and a look of confusion crosses her face. What is he talking about? The mention of his business and the other rogues seems so abstract to her at the moment.
But it isn't so much what he saying or doing that explains her reaction to his words but what he's not saying or doing. With a sudden, deep gasp she quite abruptly has tears streaming down her face as if the proverbial dam has burst. It takes a moment for her to do anything more, the flood of emotion making it quite impossible for her to either think or talk very well, but then she's suddenly clinging to the front of him and saying, "I'll do anything... anything..." Yes, it doesn't matter what he wants, she'll do it. He wants her to talk to people for him? No problem! She'd kill for him! Nevermind that she's an emotional wreck who has hardly managed to do anything at all for weeks - for him, she'd figure it out.
Suddenly she realizes what she's doing and hastily lets go of him - she knows how he feels about being touched, and the tears probably makes it worse. "Sorry..." she quickly apologizes, "I just... um, didn't know if I'd, um, see the real you again... Until you came..." She starts to shake again and shudders as she tries to rid herself of horrible thoughts, but they come back to her again so easily.

He should have expected her to act this way. It had been so long since they actually spoke. He should have expected it, because he knew what her fears were, but he expected her to have more control by now. The split affected her in more ways than one and he had still had so little time to study it. He wanted so much more for her. She looked at him like they hadn’t seen each other in an age, yet they had. It was only because she could see through someone else’s eyes. It must have been frightening for her and he soaked in every moment of it in her eyes.
Her arms went around him and tears streamed down her face. Was this really all she had wanted? Him? She actually wanted him? Was this genuine? When she agreed and pulled back he could see the tears more clearly in her eyes. She would do anything for him wouldn’t she? But right now he needed her to do this and she could manage this. The other thought he would keep in mind.
“Hush” He tried to get her to stop sobbing. It wasn’t doing anything for her but trying to cover up her fears, which she looked far better the other way. His fingers went to her chin and lifted it again. He got to look deep into her eyes. ”Good, I’m going to need you to start right away, beginning with the person you just left.” He dropped the bomb on her.
It was never that he enjoyed the thought of opening relations back in with the Penguin, but he was a major source of supplies in the Gotham area. In fact if there was a shipment of something Penguins hands were usually all over it. He did need to open something with him, at least a line of communication, it was just street smarts.

Unfortunately, when VerMillion separated from Heather, she took a lot of Heather's courage with her. Not all of it, but it's a step back. Especially given what she'd had to go through during and after that. It may not have been that long since they've seen each other, but given what happened while they were apart it might as well have been. Far, far too long without Jon.
At his touch and his word, she immediately complies. Or at least, as much as she can - she becomes steadier again and the sobbing stops, but the tears slow without weakening completely. And though he manages to catch her eyes for an instant, they're very quick to shift away as far as they can without her moving her head. She's simply too timid to look back into his eyes because... well, it's Jon. What if she does or says or thinks the wrong thing around him?
Though what he says next causes such minor fears to be the least of her worries - she reacts to his statement with a shudder even his hand on her chin can't suppress. "P-Penguin?" she stutters out the question. He wants her to talk to that terrible monster of a man? Right away? He scares her - true, many other things scare her even more - but he's not so far down the list at the moment.
Still, after some hesitation she says, "Okay. I can... I can do it. VerMillion can help." Though certainly not without VerMillion's help. Not for a very, very long time, anyway. Perhaps never. But VerMillion can stand to face that man again, even if she can't. Actually, VerMillion wouldn't mind walking right up to the man and honking that ugly, beak-like nose of his. ...Heather should definitely be the one in charge, though - for that very reason. But if VerMillion does the talking and does what Heather says... yeah, that should work. As long as the man's willing to talk instead of just shooting her or trying to lock her up again. ...That thought prompts another shudder.

There was still a lot about what had happened that night that he didn’t understand. Much like the Scarebeast losing control was a mystery so was this. Since the happening with the Penguin he hardle had time to understand it or study it. Even before he had taken her he only had the means to study her for a short amound of time and this kind of research would take years. One thing he did see about her though was that this experience frightened her and he soaked every moment of that.
Dr. Crane had always had a problem with people refusing to look him in the eye. It made them unworthy to speak to him. But no everyone was willing to face their fears. That is why it was all out of place for her, even if she had another handle it. Which is why he held her head so and refused to let her move much further after he had it. ”Use her to look at me..Don’t turn from your fear, take this experience and embrace it.” he advised her and then let his hand finally drop from her.
She had already agreed to do what she had to, so now they needed to get to work.”Rest for now, work on what you will say and I’ll work out the finer details. We talk to Penguin in three days.” He told her as if it wasn’t up for debate.
And it wasn’t.
Dr. Crane turned from her at that moment and went back to his work. They had a lot to plan for and he still planned to find time to set up experiments to test her. There was so much to do, but right now in the space that they were in things were difficult. Talking to Penguin was going to be the first step in getting out of a place like this, getting rid of Starfire was the next step….But that was another matter entirely that he was going to have to deal with. But they would talk about that later.

At his words, Heather tries to comply, but her eyes only shift far enough for her to look at his cheekbones before they fall again. "It doesn't really work like that..." she explains. She can't borrow VerMillion's strength while she's on the surface any more than VerMillion can borrow her fear. "But I, um, can see what she looks at," she adds, hoping that's good enough. Because VerMillion looks Jon in the eye almost constantly, and Heather can see through VerMillion's eyes - it's just that it isn't her who is doing the actual looking.
The rest of his words simply get a short series of nods. Three days isn't a lot of time for her to try to recover from all that's happened, work out what to say to the Penguin, and make sure that she'll be able to work well with VerMillion as she'd need to, but then again if Jon's going to spend most of that time working then she'll not have many other demands on her thoughts and time.
So as Jon turns back to his work, she backs away to be well out of his way but lingers nearby, simply standing and thinking to herself. He told her to rest, but it's not physical rest that she needs - it's mental. Especially since she's not used to being 'out' anymore - it's so much work! Still, she gains a lot of strength simply knowing that she's safe here and that Jon is immediately at hand if that changes. She's already well past her previous record of not needing VerMillion to intervene ever since her other half appeared, so that's good.
She occupies her mind by starting to mull over what it would take to have a civil conversation with the Penguin at this point. He can't be happy with her at this point, and even without knowing what's happened between him and Jon while she's been in that prison it's not a hard guess that it wasn't things that would foster good relations. So any conversation there would be a rather delicate thing, regardless of anything else. She'll have to talk to Jon at some point beforehand and find out where things currently stand between the two, what the goals for the conversation will be, and stuff like that. But that can wait until later - for now it's about as much as she can handle to get used to the idea that in three days she'll have to face that horrible man again. Even if it's vicariously through VerMillion, that's a troubling thought - in fact, getting VerMillion involved probably only makes things trickier as VerMillion doesn't like the man any more than she does and even now doesn't have the good sense to be afraid of him.
