She's a very petite young woman, standing at only 5'2" and weighing about 110 lbs. Nevertheless, she has a strong personality and a loud voice that can take over a room if she wants to. Her most distinctive feature is her shoulder length hair, which is always dyed a bright color, usually reddish orange though she changes it up occasionally. The features of her face are 'pretty' but rounded, often making her appear to be a bit younger than she actually is - in fact she can pass for as young as fifteen in some people's eyes.
Her clothing tends to be the same, regardless of what she's doing. Most of the time she just throws on jeans and a graphic T. If she's trying to look good, she tries to pick out a nice version of the above. She hates wearing dresses or anything formal like that, but when she does she knows how to pick out something trendy and 'cool'.

Heather was born in Kansas - a fact that she doesn't readily admit. She grew up in a small town of about a thousand with a quite normal family, and a rather uninteresting childhood. She got out of there as quickly as she could. She was accepted as a student at Gotham State University, and happily adapted herself to city life - she's always felt that the big city is where she really belongs. While at the University, she pursued a bachelor's degree in communications and shortly after she started she took up an interest in the university's radio station. It didn't have a very big audience, but she soon discovered that she has a certain talent for being on the air - people like to listen to her. She also developed her ability to take dry news stories and give them her own 'spin', which is often controversial but also rather entertaining to her audience.
And because of that she had her big break - one of the big wigs of a local radio station tuned into her explaining a change in the university staff, tracked her down, and offered her a time slot. It wasn't a very good one and was only once a week, but she was still able to draw enough of an audience that she was offered a better time slot. They also offered her more days, but she declined as she wanted to finish her degree before diving into her career. That proved to be a good move, because just as she was finishing her last classes WGGZ offered her an even better deal: everyday from 9pm-10pm. And her new show proved to be very popular - perhaps in part because of the F.B.I's takeover of Gotham and the fact that her time slot was during the curfew hours so people with nothing better to do had a better chance of listening to the radio, but also because of her inherent charisma in dealing with her callers.
As far as she was concerned, her life was pretty much perfect at that point - she had a job that she loved, a healthy number of friends, a healthy number of miles between her and her family - what more could a young woman want? But it took an abrupt left turn the day her car was rear-ended by one Jonathan Crane. Recognizing the infamous Scarecrow, she was terrified, but though he allowed her to escape he later kidnapped her from her apartment. He took her to where he was hiding at the then closed Arkham Asylum, knowing that the F.B.I. would chase him there. He locked her in a cell and injected her with fear toxin, though she was rescued while he was busy grappling not only with them but Killer Croc and Batman.
Though she was badly shaken by the experience, she recovered remarkably well and was quick to return to her job in spite of frayed nerves and sleepless nights. And she was certain that her life would gradually return to normal, in time. However, a few weeks after escaping from Arkham Asylum, the Scarecrow revealed that he had other plans for her when he kidnapped her again - this time while she was on the air. Though this time it was more irritating than anything, since brave toxin was involved.
Taken back to his hideout, he kept her on the drug at first to keep her calm, but gradually weaned her off of it as she got used to living there with him. And the longer she stayed with him, the more fascinating he became to her, to the point where she started to have feelings for him. However, she found it very difficult to tell if any of her feelings were returned because he seemed to alternate between being kind, protective of her, rebuffing her attention, and being aloof in general. In a way, this made him even more fascinating.
But things took an abrupt turn for the worse when the Penguin learned of the location of the Scarecrow's hideout. As a part of his attack to punish the Scarecrow for an unpaid debt, he captured Heather and hid her away in his underground prison. However, while he was attempting to capture her she injected herself with brave toxin in the vain hope that it might help her escape, but it proved useful in making her resistant to the Penguin's attempts to interrogate her later. Frustrated and angered by her defiance, he decided to try injecting her with fear toxin in the hopes that it would counteract the brave toxin. Instead the combination of the drugs caused her mind to split so that she could cope with both drugs at once, creating the permanently fearless VerMillion.

As the man continues to look pleased with himself and talks more about the Riddler, Heather's smile fades somewhat. It's not that his words really bother her at all - she doesn't currently feel any reason to be concerned about however much attention Jon gives the Riddler, and she's gotten him to look up from his work a number of times anyway - it's that, since he seemed rather unbothered by her words, what he's saying in general doesn't seem very important to pay attention to compared to how much her leg hurts. If he's not going to freak out because she's hurting his delicate little feelings, then he's boring and the pain of being shot twice is enough to make her not want to put forth enough effort to do so again. Instead she's content to simply sit there with a slight smile still on her face - just in case that look will get to him after awhile.
Though when he leaves and the guards start moving around, she sighs when they restrain her to care for her leg. She doesn't resist as they grab her, though it's largely because they do a good job of restraining her and she doesn't see the point of struggling just to struggle. If they'd left her the option to kick someone, she definitely would have - never mind that they're attending to her wounds. She's not afraid of them going unattended, after all. If it didn't hurt so much she'd probably have been in the mood to curse at them the whole time, but instead she confines her epithets for the parts of the process that really hurt.
When the Penguin gets back, she's in a mixed mood. On the one hand she feels like she's had her entertainment for the day and would like to be left alone, but on the other hand the fact that they haven't yet seems to promise that there's more to come and she ticked off enough to want to triumph over whatever he chooses to dish out. Though when she sees the syringe, she recognizes the substance inside of it and that causes a reaction. But it's only to scowl at Oswald - not because of the drug itself, because in spite of her memory of just how bad the experience is she's unable to fear the repeat, but because it's Jon's and she doesn't like him having it. Though after that her eyes become distant as his man prepares the dose - where is Jon right now? She's been missing him a lot the past few days.
She doesn't try to fight being injected, recognizing yet another situation where struggling would be pointless. Though it only takes a few moments for the drug to take effect. It's hard to explain what happens in her mind at that moment - one powerful drug is forcing her to feel an emotion that another powerful drug is already is preventing her from feeling - they're mutually incompatible. She suddenly collapses, and for a few moments she twitches as if the fight between them is being played out in her movements.
But then relief from the problem comes in an unexpected way; even before she met Jon she tended to dissociate a lot. It was actually why such a normally mild mannered young woman could play the part of a somewhat obnoxious radio show host so easily. And her previous experiences with the brave toxin caused that part of her mind to distance itself from the rest of her even further. So by now it's really only a little step further for that part of her mind to break itself off from the rest of her completely. And when that happens, it's a simple thing to resolve the conflict between the two drugs by allowing the new piece to hold onto the brave toxin that it already has an affinity with, and that allows the fear toxin to play havoc with the rest of her as it normally would.
Her movements abruptly stop, and she blinks - her eyes focusing on something ahead of her that only she can see. "Jon?" she says weakly, in a small, scared voice. Which abruptly becomes a scream, "JON?! WHY?!"
Meanwhile, something else is happening in Heather's mind - the piece that broke off is coming to grips with the fact that it... exists now. Weird... And what is that screaming for? She doesn't see anything scary going on. But it's her screaming... No, that's not her, it's some other mind... Again, weird But what is she doing screaming like that? She shouldn't be screaming in front of the Penguin - he'll probably like that and she's angry at him right now. She shoves the other mind aside and takes over.
The scream abruptly cuts off, only to be replaced by her suddenly looking at her leg and saying, "Oh my God that hurts!" It's as if she's feeling the pain there for the first time. Which she is, but Oswald wouldn't know that.

- Public Speaking - In her job at the radio station, she had to be able to talk. And, almost as importantly, to never, ever stop talking. She also couldn't have an annoying voice: hers is high-pitched and energetic without being annoying. Heather has all of the above and then some, especially when she's really trying.
- Charisma - Contrary to what one might think, being charismatic does not necessarily mean that people have to agree with you. Actually, it sometimes means that people enjoy disagreeing with you. But either way, Heather doesn't seem to have a problem being interesting enough that other people want to listen to what she's saying. She ends up being highly likable to a large number of people when she's attempting to be friendly.
- Intelligence - Her casual manner often disguises the fact that she's really quite intelligent. But the proper application of snark, sarcasm, etc. requires a certain level of intelligence. She's also good at math and similar subjects, such as chemistry, but she doesn't enjoy these nearly as much as language-based subjects.
- Computer Skills - She knows her way around a computer: not so much into things like hacking, but she has all the basics down. And she's also much better than average at quickly finding obscure information online, as long as it's public.
- VerMillion - Her other half has skills very similar to hers, but is also instrumental in giving her an extra dose of courage when she needs it. Though sometimes Heather needs so much extra courage that VerMillion basically has no choice but to take over completely.
- Immunities - She's completely immune to brave toxin, as any exposure to that drug only affects VerMillion and causes no change because she's already unable to fear. She's also in a way immune to fear toxin because, though it affects Heather, it does nothing to VerMillion and she's able to take over in that situation.

- Fragile - Heather is an ordinary human with no super powers, and thus can get hurt or killed quite easily. In fact, being much smaller and lighter than most adults, she can't take as much punishment as most people.
- Fighting - She's had some training, but she's very brand new to it and mostly succeeds against opponents that she has some other advantage over, such as if she takes them by surprise or has help from someone else. Any skilled opponent can beat her easily, normally.
- Equipment - She's not is not in the habit of carrying around useful equipment unless she knows that she's going into a dangerous situation, and even then she's not very good at it.
- VerMillion - Her alter-ego is stronger than she is and does as she pleases: sometimes she listens to Heather, and sometimes she doesn't. - The Joker - She's never met him properly, but finds him utterly terrifying.

- Jeremiah Arkham - They met on what was and what became a very bad day for both of them - she charitably doesn't blame him for anything that happened.
