The wind whipped across his face, but he felt numb to it. His eyes closed as he focused on his breathing.
He had failed.
The memories of Washington, DC replayed in his mind like a scratch DVD. The twenty congressmen that sat in the high wooden bench in front of him, the hateful looks, the accusatory tones, and the words the FBI Director said all stayed at the forefront of his mind.
“Even if I can get past the idea of killing a man on live television, that does not defeat that fact that you have had zero success rate with these high class criminals. The program is not working. We are in a deficit, and you have wasted the funds!” a conservative member scolded him.
“The program has not gone as plan,” the Director began.
Tiffany’s hand turned into a fist under the table. “It is not that the program has not gone as plan. We are in war,” Tiffany interrupted the Director. He knew he was out of place, but the Director had not been standing up for the program. He had watched as the Director continued and continued to not put faith in the program. He had lost faith in Tiffany, and…Tiffany felt as if his insides were turning. He couldn’t stay silent. The Lord wanted him to protect the United States citizens. He couldn’t do it if the program ended.
“I have been in this battle for months, and those we face are…they are evil,” he stated, “For victory to happen we must understand that sacrifices will happen. They must be made. We must not allow evil to triumph over good, or we will only continue to fall.”
“Agent Tiffany, you have trampled over the rights of thousands of Americans. You have seen hundreds die! Do you not believe what you are doing is evil itself!” a liberal member yelled from her post.
It hit him hard, and hearing the verbal attack from a superior was enough to cause his stomach to flip. “I…Sacrifice is necessary,” he repeated his statement.
“Sacrifice! This is far beyond sacrifice! You’re methods have trampled over the Constitution. To think the President has allowed this mess to continue! Our founding fathers would be ashamed!” the member continued.
“The President has already spoken with the FBI. We are changing the program,” the Director defended, “We also must remember that Congress passed this Bill to law.”
“We passed it to provide protection! Which is obviously not occurring under this Administration,” a conservative member accused.
Tiffany focused on the Director’s words. Changing the program. The Director had not informed him of this. He brought his focus back to the Congressmembers in front of him. “During our occupy of Gotham, the FBI has captured the Ventriloquist, the Penguin, Black Mask, the woman now known as Poison Ivy, Harley Quinn, and Killer Croc. Crime rate has fallen even if drastic terrorist attacks have increased. It is expected that these criminals when desperate will act out, but seeing their action proves that we have them trapped,” he justified their success.
“How many of those names have escaped, Agent?” the question was simple, and Tiffany cringed. He did not answer at first. His eyes fell to the desk in front of him. “Agent, I asked, how many of those criminals have escaped?”
“They all have sir,” he said quietly, feeling the dread of failure encompass him.
“Absolutely absurd! This program is a failure! It’s a failure and must end!”
The words replayed in his mind over and over again. The Senate congressional hearing went the same way. Tiffany had face three hours of questioning as they continued to repeat how he had failed the mission. He had failed…
The last point in his stability was when the FBI Director pulled him into his office and stated only five words. “We are ending the program.”
A tear slipped down Tiffany’s cheek, but it was quickly pushed away from the wind. He had put his full effort into this city. He had wanted to keep these people safe. He wanted to bring happiness and a sense of security that he had in Texas. He had wanted to help.
“I failed,” he said softly into the air where no one listened.
His throat felt dry, and his heart constricted in pain. His mind went over the many men and women who had died for this city. The men and women who made sacrifices that now would not be upheld. They had lost everything and gained nothing…all because he failed.
His hands shook on the metal bars he held himself on. His feet stayed at the edge. The Lord had entrusted him to carry this task, and he wasn’t able to meet it.
He would never be able to meet the Lord’s standards. Tiffany was less then a man. He had betrayed him by not being able to carry it out. He had lost everything because he was a failure.
“I am sorry,” he whispered to his family, the citizens of Gotham that would forever live in fear, his superiors who had entrusted him, and the Lord who had put his faith into him.
“I am sorry,” he said again.
He took a deep breath and stepped off the edge of the bridge.
[President Obama canceled the PROTECT program, followed by Congress repealing the funding for the Law. With no funding and the end of the program, the FBI and National Guard are taken out of the city. The sanction has been removed and traffic and trade will start normally. Arkham Asylum is reopened and those declared insane are moved from Blackgate back to Arkham. All arrest made under the FBI are being brought to court to see proper trial. Matthew Tiffany was reported missing by his wife two days after this incident. He is found watched up near the docks fours days later.]
