Perhaps when they raised the walls of Arkham City the masters of Gotham thought it would be an end to crime on the outside, that all the bad guys would be locked up and they would have nothing more to worry about. Naturally of course that was not the case. They took the slums so the rats left their sinking ship and made their home in a new one. They tried to surround the street gangs but there were always some who were willing to claim another street. They took the docks so the smugglers moved to the warehouses on the outskirts.
If they thought that they were fools. The best criminals are the most adaptable and Oswald Cobblepot was an excellent criminal. Oswald however also hadn't been seen since the Arkham city walls were finished, rumour was he decided to go down with his beloved Iceburg Lounge when it was shut inside the walls, it was a rumour he wasn't inclined to disprove right away but while the Penguin remained quiet his men still seemed to be as active as normal, with how much time there had been to plan the change barely seemed to slow the flow of smugglers and back room deals, if anything they increased despite a certain chunk of his staff being trapped inside the walls.
It was the middle of the night when three trucks travelled in to the city, each following different routes and being followed at a distance by car. Despite their different paths all ended up at the same warehouse on the outskirts of town, arriving one by one over the course of an hour, someone inside opening the doors for the trucks to park inside while the cars went for a drive around the neighbouring streets.
Inside a small gang was waiting, six men who looked like the typical gang members, all armed and all tired of waiting. Three men in suits waited with them, two joining in a game of cards that a couple of the gang members while the other one was a little more vigilant and patrolled around the area under the trucks arrived. Add in the three truck drivers and their armed passengers and that's fifteen men in total, not including those in the cars travelling around the area. It's lot of men for an apparently innocent delivery.
As the last of the three trucks arrived it was time to get down to business and the three men in suits headed for the trucks to check the cargo, pulling out one of the crates from inside to open it up. Inside appeared to be a dozen individually packaged vials of some chemical. One of many crates in just that truck, if they all contained the same thing then there was hundreds of those vials.
