From her vantage point just within the greenhouse, Poison Ivy observes her creature for several moments. But with especially when she senses the arrival of men and more large vehicles, she knows that she's probably cutting things close. Still, it's man against nature - survival of the fittest. And who is the fittest here?
The GCPD no doubt have a file on her. And no doubt the FBI have a similar one. She's yet to do much that would attract more than a little bit of international attention, but she's been a menace in Gotham and a problem to the entire region. Yet among all those records, what do they have to say about her physical abilities? Not very much, most likely - whoever wrote the document in the first place wouldn't have much to say. Thanks to Nightwing her sensitivity to cold and perhaps other weaknesses may have been noted, but she is not known for her physical prowess. In fact, it's more likely that the records would clearly state that she's not one to put up a fight herself - she lets her plants and her poisons do the work for her. Which is understandable, given their sophistication - which was known before this incident even if the particular example of it that they're now firing upon is probably the best yet that they've seen - and from every incident she's proved to be not much better than your average woman at a physical altercation. Perhaps even less than many - she considers herself to be too sophisticated for that sort of thing.
And she still does. Still, those records are now horribly, horribly out of date.
There are a number of strong women in Gotham city. Poison Ivy is not the strongest. There are a number of women in Gotham who are agile and fast. She is not the best in either of those categories either. However, after a bit of recent self-experimentation, the only reason why she's not the strongest, agilest, and fastest woman in the city is because that bar happens to be incredibly high. She's certainly among the best in all three categories now. Not to the degree that one could call her superhuman for those traits alone, but extraordinary individuals with no super powers can become far beyond the average person on skill alone. Poison Ivy simply found a way to get the same result without all the exercise and self-discipline.
Suddenly she sprints out of the greenhouse, in seeming silence. What small sounds she's making as she heads for the break in the fence are hardly audible above the battle with her creation. She doesn't attempt to conceal herself, but she does nothing much to draw attention to herself. The monstrosity, on the other hand, chooses this moment to perform a kamikaze style attack on the newly arrived National Guard unit - and it truly is a poor course of action if its goal was its own survival - their equipment is sufficient to literally cut it off at the knees. But not at the first bullet. Which is why this attack, while futile, are still rather messy.
And distracting, which is much of the point. If Poison Ivy is lucky, everyone is so occupied by the creature that they've forgotten little ol' her, and she'll be able to make it into the trees of Robinson Park before they realize she's doing so. If she's unlucky someone will notice and attempt to stop her with bullets. But that's why she opted to increase her agility. She's nearly as evasive as both Catwoman and Harley now.
The monstrosity will not stop until it's literally fallen apart. At that point the female officer can be retrieved - battered, bruised, even grazed by a bullet or two, and unconscious for the several hours it will take for the chemicals in her system to dissipate, but aside from a few scars she'll make a full recovery.
