In this modern age where money is so often handled electronically, one might think that someone with Victor's resources would prefer to hack into some computer to get the funding that he needs to continue his research. However, as expert as he is in so many things, that sort of thing is not his forte. He could hire someone else to do it for him, but he does prefer to do these sorts of things himself. The moment he begins to depend on a particular person instead of interchangeable men is the moment that he can once again find his work under the thumb of someone else.
And while robbing a modern bank with all of its high end security systems is a daunting things to many groups who still do it, it's really not that difficult of a thing for Victor. His suit both protects him from pretty much anything that might harm him and makes short work of anything that gets in his way. The only complication is if one of the vigilantes shows up, which is a continuing problem. He does what he can about that problem though, always attempting to make his suit as proof against them as possible, moving as quickly as possible so that they don't have much time to reach him before he's gone, and if possible waiting for the news to report upon some happening on the other side of town that would presumably have their attention already. But in the end it tends to boil down to luck.
Well, not entirely. One factor that he can make sure isn't so much up to chance is knowing exactly when to rob which bank as far as when they'll have an actually significant amount of money on hand. He has good sources for that kind of information, and it's very useful because it ensures that his robberies are worth it. Today the bank ripe for the plucking is in the southern part of Gotham, where they're quietly hording what's supposed to be quite the considerable sum.
But not for very much longer - the large, mostly windowless white van holds those who intend to take it from them. Much of the space in the back is taken up by Freeze - he's not a small man, and his suit makes him much bigger - but there's still room for others. The moment the van arrives, he as well as six others climb out of the van and head inside. The driver and the other man who sat in front also leave the car, but they don't go inside. Instead they're on the alert, both protecting the get-away vehicle and keeping a lookout for the police. Both of them are armed with semi-automatic shotguns, fully prepared to kill someone if it means that they get paid.
The six with Freeze are also heavily armed, but they stay behind Freeze and act only as backup when he walks into the bank. "This is a robbery," he announces the moment that he's inside. Which, of course, prompts panic from everyone inside, but between the imposing-looking suit and the six men behind him holding guns most people are quick to decide that their best bet for survival is to quietly comply. Which is completely true - Victor is quick to use his cold gun on a man, presumably some sort of a security man, who attempts to resist. That especially makes everyone in the bank more compliant.
"Three of you gather everyone over there and gather their valuables," he instructs his men, "Two of you have one of the tellers help you gather the money from the registers, then return to me when you're finished." As they follow his orders, Victor and the sixth man observe them for just a few moments to make sure that nobody is causing his men any trouble. But once he's certain that the situation is under control and that he's not going to have to make an example out of any more of them, he turns toward his final henchman and says, "You will assist me while I break into the vault." A task that he's sure that he'll make short work of. As advanced as modern security technology has become, it's still no match for him. Wasting no more time, he heads toward the back of the building.

Not exactly the time of day for the Bat-family, but Nightwing was in town down in the Outsiders bunker. Light work as usual. And on the side, listening to the police radio. When didn't he have that thing going.
Dick had told Roy to get some rest after that last mission they took on. He could handle the stress of a long day shift. He was used to it. As for Roy, he had taken on a two day...almost three day shift on the last mission. Someone who was overdue for a good sleep.
There wasn't much left for Nightwing to worry about on the case files and weapons listings. It was then he heard a call for a robbery at one of Gotham's banks. There wasn't much detail since the police only got the notice from an alarm system being set off in the bank.
Dick didn't wait another moment. He was up and still suited as Nightwing. This would be easier access compared to his commute from Bludhaven for the day.
Nightwing booked it for the bike. The bike roared to life as the tires squealed against the pavement in the underground bunker.
Nightwing out on the street follows the coordinates of the robbery. The motorcycle raced through the streets weaving around other vehicles in the street.
It wasn't long before he was within range of the bank. And a large vehicle was parked outside of the bank. No doubt the crooks. All the while he had been driving, the police scanner was picking up more talk from the police. Someone had tried to make a call from the bank, but did not respond after a quick detail to the police calling for help. Just saying a large suited man and armed thugs.
Nightwing had a slight hunch, but he'd find out soon enough. Ditching his bike, leaving it in auto mode to park itself while he took off. Nightwing took to the side of the building.
His gear was equipment enough to surpass the system of the banks. A map was taken up on his eye mask screen of the blue prints of the bank. The front door was out. He didn't want to be seen by the public yet. So he took to the rooftops. Finding a vent system sealed off. Easy enough for him to work with. It was a matter of second before he had it broken open and he started in. He worked his way quickly to the main hall off to the right of the main waiting quarters of the bank.
There was no way back to the vault other than the halls for security reasons. Nightwing saw the first few goons. And threw several wingdings to knock their guns out of their hands.

Robbing a bank in Gotham is just asking for a vigilante to crash the party, though Victor tries to give himself better odds by proceeding as quickly as possible. It's a good tactic, but even if he does everything he can to pick a time when it's more likely that the vigilantes are busy elsewhere it's a strategy that relies very much on luck - sometimes they happen to be patrolling just a few blocks away. Which vigilante specifically is also a factor he has no control over. If he's lucky, it's one of the newer ones that don't have the slightest idea what they're doing. If he's unlucky, it's Batman. Nightwing is someone he would count as an unlucky person to attract - not as much as Batman, but not that far off. But in that opinion he can only go by reputation - he's never had the misfortune of running into him before. Or at least, as far as he knows he hasn't - the truth is that they've met before, but that was long enough ago that it was Robin that he'd fought. Victor is certainly observant enough to have noted that the Robin back then is not the same person as the Robin now, but he doesn't know - mostly because he doesn't care to know - that Nightwing was once that Robin. All that he cares to know about Nightwing is that he's more often in Blüdhaven and apparently not as incompetent as most vigilantes that have been around for as relatively brief of a time as him. An important thing to know because it takes most vigilantes years of experience to be a real thorn in his side, but it would be foolish of him to become overconfident about someone who apparently has either has previous experience or has simply learned his trade much faster than most. Of course in the first moments Victor isn't at all aware who it is that has arrived. He does know that someone has arrived nearly instantly though. While the three that were watching over the gathered civilians are caught off guard and easily disarmed, the two at the registers have more warning and quickly duck down - hoping that the elaborate wooden counter that normally separates teller from patron will make it more difficult for them to be targeted. One of them grabs the teller who had been assisting them and points his gun at her head, point blank, in hopes that it will dissuade the hidden vigilante from attacking him. The frightened young woman lets out a small scream at this treatment, but quickly suppresses it - frightened into silence. The henchman with him, meanwhile, raises his gun, ready to fire upon their unseen enemy if he shows himself to them, though he allows himself a moment of distraction to push a button on his radio. Given the nature of their work, Victor thought it would be handy to install a button on their radios expressly for the purpose of alerting everyone when a vigilante has turned up. It's a warning that comes too late for the three who have just been disarmed. Two of them instantly respond by attempting to retrieve their guns from the floor, but one of them finds that the civilians he'd been threatening out of their their jewelry aren't very keen on the idea of letting him have his gun back. In fact, a couple of the bolder civilians see an opening and tackle him from behind, which prompts everyone in the entire group that are close enough to assist them to do so - Nightwing won't have to worry about him anymore. The other henchman who reaches for his gun is more successful, as he hadn't been literally among the civilians when he was attacked. But the third disarmed henchman proves to be the coward in the group - he doesn't even try to get his fallen gun, but instead responds to the loss of it by turning tail and running toward the entrance of the bank in a clear attempt to get the hell out of here. Meanwhile, the two henchman in the getaway vehicle jump in alarm when they get the signal that there's a vigilante. Where?!? They didn't see anything! But they know that their job is to keep the van secure until the boss tells them it's time to leave, so their response beyond becoming more alert is minimal - the man in the passenger seat rolls down his window and leans out of it with his semiautomatic - ready for trouble. Also getting the signal, but seeming to ignore it, is Victor himself. Not knowing who it is, he simply takes that as a sign that he should hurry, but since he already was in a hurry that's not really a change. The vault is not hard to find, as it's been placed in the middle of the back area where it's convenient for those who need access to it. Undaunted by the sight of the strongly secured door, Victor prepares to break it. Current Stats:

Nightwing observed for several seconds as his wingdings successfully hit their marks. He wouldn't stay in the same location for too long. And just as the gunmen were disarmed, Nightwing was on the move.
Observations and close attention to detail was key in making this next move. Nigthtwing knew the direction the weapons would fall at the angle he had aimed for. And that would be his chance to change position. And with that he did.
He saw the one henchman scurry out of the bank, and then some bold civilians took charge of another one. So one remained disarmed, though he saw the last one manage to get a hold of the weapon again.
Little would the henchman know that the vigilante had been watching his movement. And with that, Nightwing would strike. Quick and strategically. As he had made it back toward the counters, another wingding was thrown at the man this time aimed to injury the man's hand. Following in stride was a bolas to wrap up the gunman.
This time as the gun was knocked out of hand. Nightwing charged out and jumped forward to grab the gun before it would hit the ground.
As he did this he landed with a roll and to his feet again. At the same time the round from the chamber could be heard being emptied and dropping to the floor. Nightwing kicked the round to the side and threw the gun back towards the counters. No one was going to be rearmed with that weapon.
The henchman was now detained. And it seemed the civilians had the other man already restrained.
And with that Nightwing made the next move. Heading for the brains of the operation.

Finding his escape unimpeded, the cowardly henchman heads out the bank's doors and directly into a dilemma. The getaway vehicle is there, and the two men inside immediately call out to him with questions about exactly what's going on, and where everyone else is. He could join them in the van, or he could keep running and hope that his getaway will be complete if he abandons everyone entirely. However, after a moment of hesitation, he realizes that it's actually a very easy decision - he climbs into the van. Mr. Freeze's vengeance is legendary - if he abandons them then sooner or later he'll be killed. If he hides in the van, he may get caught arrested or he may get fired for being a coward, but either way he'll be alive. He hastily reports to his comrades what happened in the bank - skipping any explanations of why, exactly, he left the bank and joined them. The other two aren't fooled by the omission, but they'll let the boss figure out what to do with him. The driver picks up his radio and passes along the most important bits of information. " Nightwing in the lobby, no other sightings there or in front," he reports, keeping it brief as he knows that everyone listening doesn't need any more information to know what to do. Or at least, those who have any choice in what they're doing at all. The man scrambling for his gun no sooner has it back in his hands than it's been knocked out of them again, and not only that but his hand is hurt and then he's wrapped up with something. He's a determined one, though, and can be seen attempting to find some way out of the bola's cords, but then he hears the sound of his gun being unloaded and he knows that the fat lady has sung for him. The sounds of struggle do nothing for the men now hiding behind the registers but make them even more tense - not to mention the teller, who is somehow managing to stop just short of blind panic. The information from the men out front doesn't make it to them in time, but that doesn't matter. As Nightwing attempts to head further into the bank, he has to pass the registers, and the moment the one looking for him sees him, he opens fire - being quite liberal with his bullets as he attempts to get one of them into the dark figure, or at least get him to stay away. Meanwhile, his companion waits for a lull in the sound of gunfire to announce, " Anyone comes back here, and this bitch is dead!" And the woman in his grasp believes that threat enough to make a frightened whimper. Meanwhile, Victor is treating the seams of the vault's door with a special compound that he likes to use on doors like this. It expands when it freezes, but so much more than water would - usually with enough pressure to break even the strong metal locks of a vault, or at least compromise them severely enough for him to be able to do the rest with his suit. He's just finishing when the call on the radio informs him of exactly who has arrived. Nightwing? But alone, or at least as far as they know thus far. Wait, how do the men out front know what's happening in the lobby? A mystery he can solve later. From the sound of gunfire, the men actually in the lobby are too busy to report themselves. If he weren't so close to collecting the money, the name 'Nightwing' might have been enough to convince him to beat a strategic retreat, but he's literally moments away from it now - it's too late to stop now. He finds himself already assuming that a confrontation with the vigilante will be inevitable either way if the man is plowing through the henchmen in the lobby right now. His men are only good enough to delay a vigilante of that caliber, not stop him, and he knows this, so sooner or later he will have to deal with that problem personally. But he'd rather do it with the money already in hand, so to speak, so he doesn't delay to use his cold gun to freeze and expand the compound. With it in place, it's only a matter of seconds before the sound of failing metal announces the vault's failure to keep closed at this assault. Current Stats:

There was never such a thing as being in the clear when it came to working against a gang. And this one was quite organized....they actually had brains. They were trying work out strategize him. Nightwing didn't show any sign of notice to their abilities. It was just another challenge for him to outwit these goons.
Nightwing was almost stopped in his charge for the hall to the vault. There was gun fire now. Not good. Nightwing made sure to stay out of range of where the civilians were. He couldn't risk anyone getting hurt as he charged head first toward the registers a little ways from the gunman at first.
Ok, that will take care of the gunman's aim away from those standing by. The police would be on their way soon enough. Nightwing pulled out a wingding aimed to knock the gun out of the hands of the one firing at him.
And now it turned into a hostage situation. Nightwing had to act fast. He couldn't risk throwing something in their direction like a wingding. The goon might use the hostage as a shield.
Nightwing changed gears right away and pulled up some smoke bomb pellets in his direction. Not being too far off, he knew the goon would hesitate for a moment and he would only have that one moment to pull this off.
With that his mask kicked in with a scanner to keep track of body heat in the smoke screen. And Nightwing made the move to get in close to knock the gun out of the goon's hand and using an escrima stick on shock mode to hit the goon in the back.
The shock would be enough to stun the man and loosen his grip on the woman. And during this time Nightwing would pull the bank teller from the goon's hands and get her away from the situation.
He picked her up to jump over the counter tops before the other goon could get his gun back and start to fire.
"Get out of here fast. Warn the others to go as well that are near the entrance," Nightwing said.
After releasing the woman, he turned his attention back to the goons. Charging back into the now thinning smoke ready to take down the thugs. They were in for a beating because now they were just in his way.
Nightwing took out his escrima sticks ready to strike the first goon if he had gotten his gun gain.

Expecting the vigilante to try to pull something, the men behind the registers are extremely on edge as they wait. And their expectations prove to be true, but the vigilante is just too fast for them. First one curses in pain at getting his gun knocked out of his hand, and then suddenly the air is full of smoke. Unable to see through it, both men do their best, but without any sort of equipment to help them they're limited to coughing and floundering around as best they can. And in the case of the man holding the bank teller, unable to determine what to do since the smoke is obscuring his vision, he's easy prey for the vigilante. When the gun is knocked out of his hand and he's shocked, he doesn't even see the guy coming, so it's easy enough to rescue the teller. She screams when she's grabbed, but immediately calms when she realizes that she's being rescued and quickly nods to his instructions when he puts her back down, running immediately to go join the others in the lobby. Meanwhile, the thinning smoke means that both of the men behind the registers are now able to see well enough to actually use their eyes, and that makes a huge difference. The first manages to locate his gun and turns it on the vigilante. The second is a bit more worse for wear, but he's getting to his feet when Nightwing charges toward him, figures that he doesn't have time to get his gun, and decides to see what he can do with his fists. Perhaps not the smartest move, but he did just get shocked a moment ago. Fortunately for him, he's not the one attacked first. Victor is very selective about his men. He finds that the most skilled ones are a waste of money, but then again so are the cheap ones - they may cost less, but they're worthless. No, the men for him are those somewhere between those two: not so raw that they're incompetent, but not so experienced that they expect more than what he gives them. So they're not fancy martial artists, but in a straight-on fight they don't usually go down immediately. But they do go down - they're mostly canon fodder for Victor, but that's their job. In this case, the one with the gun - whose hand is already hurting - doesn't manage to either line up a shot before the vigilante is on top of him, or hang onto the gun for more than an instant longer than that. He backs away from the blows sent in his direction, though, trying to avoid the sticks. Meanwhile the other is smart enough to realize that they have a better shot if they team up, so he's quick to try to grab the vigilante from behind. Meanwhile, Victor has moved the very large and heavy door of the vault to the side, granting access to what's stored inside. His eyes glance over it, but do no linger - he may be doing this for the money, but the money itself is merely a step toward a goal and not something he craves. Turning to the man who came with him, he says, " You will fill the bag. If I do not return before you finish, return to the van and wait for me there." Because he's doubtful that the men he left in the lobby and by the registers are coming out of this unscathed, so if he waits then the fight will be here soon. Better to purposely get into it himself if he can - that's to his advantage. So he turns to walk down the hallway toward the lobby, not sure if he'll find the vigilante on the way or when he gets there. When the rescued teller reaches the others, she does have the presence of mind to pass along to the others that perhaps it would be best for them to leave the building, since it looks like Nightwing has taken out all the men who stand between them and freedom. However, they quickly find this assumption to be mistaken. The moment that the man in the front passenger seat of the getaway vehicle sees the people heading out the door, he fires in the air to get their attention. " Nobody leaves!" he announces, before turning his gun towards the people trying to leave. And not surprisingly, the people trying to leave take him seriously and are quick to get themselves fully back in the building. Maybe it's not as safe to leave as they thought... The man in the van has no idea what's going on there, though he can guess that a number of his companions must no longer be available to keep the people in there contained. But he also knows its to the advantage of their group of the people stay inside no matter what is happening in there - keeps the pressure on this Nightwing guy. Though now he's waiting anxiously to see if the boss will appear next to take off with them, or if it will be this vigilante to stop them - he's pretty sure that either one or the other will happen before the distant sirens can arrive. At this point Nightwing was in full attack mode. This attention focused on every bit of his surrounding, his mind calculating every move of the goons. How slow they moved would be his strong points for his attack, since his agility was as quick if not quicker than your average olympic athlete. This being said, he is faster than Batman just by a bit, granted he was trained in acrobatics, one of the advantages he had over his replacements.
Still everyone had their down falls and weak points, the key being to not show them. And goons were not a problem. They always thought they could outsmart the vigilante. What a laugh when one tries to come up behind you in a two man fight.
Nightwing was not about to let that happen.
Being successful in his first assault, he continues to strike with the escrima sticks, then proceeds into a spin kick to take the guy by surprise, which would bring him to face the thug that thought sneaking up on the vigilante was a good idea. Wrong.
Nightwing at the same time swung his arms out to strike with the escrima sticks at the thug trying to come up being him. This would at least push him back again as he would catch the goon he had been fighting again by surprise with a backwards blow with his elbow driving into the goon's gut.
Quickly Nightwing would grab for the falling man's wrist and twist slightly to get him to drop the gun, then to kick it out of the danger zone.
His attention is then altered to the fact that the people were returning to the building after gunfire rang out. That could only mean more goons outside. Great.
The struggle would be to get the time to either fight the head of the operation risking the fight flowing into the lobby and possible injury to the surround civilians or to take out the goons squad outside to get the people out and then stop the head squad coming out risking a chance of them buying ground space on their flee out of the banks.

Though Nightwing may find the efforts of his men to be laughable, but they serve Victor's purposes quite nicely. Why does he need men who can stop a vigilante when he can do that himself? No, he only needs them to delay the vigilante so that he can take care of that problem at his convenience. So though both men attempting to fight the vigilante fall fairly easily, they know that they've done their job when they hear the mechanics of their boss's suit headed in their direction. Badly beaten and shocked, they only fight until they see him coming around the corner - and then they immediately back away. They know what happens next, and their boss isn't known to be careful about what else he may accidentally hit besides what he's aiming at. As far as Victor's concerned, if you don't keep out of the way then you deserve it. In fact, that's exactly what he does when he comes around the corner - no sooner is Nightwing spotted than he's firing his cold gun at the vigilante. While he's not sure what to expect from this one, if he's anything like Batman he'll manage to keep ahead of the instantly forming ice, but that's where other tactics come into play. If not, well, this will be a very short fight indeed. It doesn't escape his attention that the people are still in the lobby area, but for now this is simply noted. He doesn't have any particular reason to harm them, but if that happens to become a good strategy he won't hesitate to use it. It greatly depends upon just how much trouble this vigilante turns out to be. Meanwhile, the arrival of Mr. Freeze hasn't gone unnoticed by the people in the lobby. Some of the more easily frightened can't help but scream, though they're lucky that the first moments of the rogue's attack upon the vigilante don't have his gun pointing quite in their direction. Some of them are no doubt contemplating whether the cold gun in here is better or worse than the thug with the more conventional weapon outside. But for the moment the group of people's first reaction is to gather in the far side of the room, where they're at least less likely to get hit on accident. Current Stats:

Ok, that was too easy it seemed. Taking them down was little to no challenge besides them trying to use human shields. Nightwing had managed to bypass their strategy in this.
Now they were backing away, that couldn't be good. Taking the hint that they had served their purpose, Nightwing was quick to turn and figure out the plans.
Turning around the corner was the snowman himself, Mr. Freeze. It had been some time since he had faced off against the the walking snow globe. Facing him could be a challenge is any of the ice was to hit you.
The goal was to stay light on his feet and at flight. Getting hits in was the top goal to stopping the snowman.
Nightwing did just that as the gun was pointed in his direction. Nightwing was on his toes and on the move.
"Striking banks again," Nightwing commented. This was not an uncommon pattern when it came to Freeze needing money.
Science labs seemed to be the main target in the early days. So what was Freeze funding this time?

Diamonds aren't that practical of a fuel source by many measures. They're very expensive for their weight, and that's the primary problem. But for Victor there's something much, much more important than how much his fuel source costs: how much energy they can provide in as little weight as possible. His suit, merely to function, uses a lot of energy and firing his gun uses even more. Any other portable energy source that could supply his needs would be either be ponderously large or would give him a very short amount of functional time before he'd run out of energy. But with the relatively small amount that he has with him, he could be at this for a few days. Now whether he'll burn through enough diamonds as to make this bank robbery not worth it financially even if he gets away - well, that's a different question. But anything like this is always a gamble, and he'd figured that the odds were in his favor of not being disturbed. He's simply picked the short straw this time. Of course the tricky thing with facing his cold gun is that one generally can't afford to be so much as grazed by the blast - having a small piece of you coated in ice generally slows one down, and if you slow down then it's much easier to hit you with more. Fortunately, Victor rarely attempts to kill a vigilante on purpose - that only happens when he's in a rage. But right now he'd be quite content to simply disable the man so that he can leave without his interference. This being the first time he's faced this particular vigilante - at least that the knows of, since he doesn't bother trying to figure out costume changes - he moves his gun in a very controlled manner, testing the man's speed and agility. The trick is to aim not where someone is, but where they're going to be, but if he anticipates too much then they can dodge it by quickly changing direction. But he's played this game enough times to be quite good at it, so for now he's content to simply hope that the vigilante makes the one mistake it would take for him to get in a hit. Though the police are no doubt on their way, he does have a little time to take his time and finish this right, after all, and as long as the vigilante is on the run he probably won't have to worry very much about a counter-attack. And, not being one for wasting his words, he doesn't bother to respond to the comment about the bank robbery - clearly that's what he's doing. It used to be that he'd target science labs more often - and he still does sometimes - but the more time passes, the less conventional his methods have had to become. His research has led him in directions that nobody else has explored, so the equipment and other supplies of other scientists wouldn't help him with his work - he's had to start building his own equipment from scratch. Nightwing knew he'd have to stay on guard to the shows from the freeze ray. It would only take one hit to stop him in motion.
Judging by the position of everyone within the room, most civilians were making good on staying out of the way. That was not enough to confirm Nightwing of their safety. He'd have to keep on the move and away from the civilians within the bank. He wasn't going to allow any more injuries on his watch.
Remembering past fights against Mr. Freeze, he knew that this guy was good. He didn't waste time on trying to hit the moving target. Most thugs would try to, thinking it would stop the vigilante. Usually it was a lucky shot.
But Freeze....he was precious on his aim. And this was the problem. Nightwing was going to have to be quicker on his landings to take off. Or he was going to have try and throw Freeze off with movement.
And so far, it was proving to be a slight challenge. Nightwing would try and act like he was going left when he was going right. This was going to be harder. So he would take to aerial moves before he landed. He would do a front tuck of back tuck to try and avoid the blasts that would be sent out.

A veteran of many fights with vigilantes, though Victor has never studied martial arts and similar subjects he has a keen eye for detail and it doesn't take him very long to have a good sense of who he's up against. Nightwing certainly has speed and agility in his favor - he doesn't often meet someone who is able to misdirect him with such finesse. Perhaps he's even better at that than Batman. But, then again, Batman has other strengths - the ones that actually make him worry about getting into a fight with him. So far Nightwing doesn't seem to have any of those traits, so he's not really worried right now. He does note, however, that they're at a bit of a stalemate - Nightwing is being kept on the run and isn't attacking him, but he probably would if Victor stopped his attack, and he has to stop his attack so that he can leave at some point. Preferably before the police arrive. Not that he has any real fear of the police, but that would make this entire situation a lot more problematic and make it less likely that he'd leave with the money. So he needs to break that stalemate somehow. So the next time their movements give him a convenient moment, he fires a single blast from his cold gun straight at the crowd. Current Stats:

Nightwing kept on the move. He would not tire anytime soon, though he knew time was a factor for Mr. Freeze. The silent alarm would have been sounded by now. Though in Gotham it was a matter of timing and knowing the city.
The traffic would play a factor in the police taking a bit of time to actually get to the bank. Not only that the time of day Mr. Freeze had stuck seemed to be settled between a time that the police might have their hands full with a few other problems through out the city.
There was always a pattern to the city and it's crime waves.
This avoidance of the blasts was proving to be useless. Well at least it was buying Nightwing time. He had a good look around at this place as he kept on the move. The layout of the place and the people around him. The timing he had before a blast would hit. And most of all he was alert as to how Mr. Freeze positioned his weapon and then his aim. This alone allowed for Nightwing to predict where the next shot was headed. Not an easy task to pick up on while trying not to be turned into a ice sculpture.
It was then that he saw the movement and figured out Freeze's next target, there being only one reason to do so...to end this game.
Nightwing was quicker on reaction time to counter this blast. Pulling out two wingdings, letting them fly in two different directions, Nightwing aimed one at Freeze. And the first one throw from his right hand was moving at a much faster speed due to the snap and force he put into that arm to give it more momentum.
The first was aimed at a pendent light hanging from the ceiling in the lobby. His timing had to be precious. And the momentum to the wingding and the arrow dynamics of the weapon allowed for it to move quickly through the air and cut the line of the light. This dropped it right in the path of the freeze ray, preventing it from hitting the target it had been intended for.
The second wingding had been aimed at Freeze's line that was allowing for his weapons to deposit it's charge of energy.
Nightwing recovered his movement with a one handed back hand spring to catch himself, ready to make the next move.

As he's standing just within the front lobby, while there isn't any furniture immediately beside Victor there are registers housed in heavy wooden desks within several yards of him on both sides. There are a few other desks and chairs further into the lobby, but the space is mostly wide open otherwise - no doubt an attempt on the bank's part to give their customers the impression that they're doing quite well if they can afford such an open space. And except for the two of Victor's men who are carefully trying to make their way to the exit so that they can be out of the way of this fight between vigilante and villain, everyone else in the room is taking advantage of this space to cluster on the opposite side of the lobby, not far from the front doors. And it's all too easy for him to aim his gun at them and be sure that he'll hit them. He's had a lot of practice with his cold gun, after all. And it's operation is remarkably simple: with a pull of a trigger the cold, ice-filled blast begins and only ends when he releases it again. He can let it out as a continuous blast by simply holding down the trigger, or as he did now he can tap it to produce a single shot. But it seems like at the very moment he releases the shot, something comes flying at him. Which is not an unfamiliar thing to happen, and though his instinct is to avoid it that proves to be pointless - he's not quick enough to evade the wingding, but it simply bounces ineffectively against the line connecting the gun to his suit - the source of both its power and the fluid it converts into the cold blasts. Attempting to sever any exposed tubing is an old trick of Batman's - he's lost a number of fights because of them. He compensates for his enemy's tactics by keeping as many such things internal to the suit so that they're protected by the plating. Those that can't, such as the one that supplies the gun, he reinforces. So, seeing himself unharmed, he's quick to look to see what became of his shot. Though he didn't see the pendant intercept his blast, it's not difficult to guess that's what happened as it's now frozen on the floor and the people are unharmed. Okay, that was pretty impressive. Still, he immediately notes that while he's quite capable of firing again, it's not like the vigilante has an infinite supply of ceiling pendants to work with, so he simply fires at the crowd again. One thing he did learn from the first shot is that this vigilante seems to care about the innocent bystanders - as do most, but there are a few who don't so that's a good thing to know before he relies too much on that as a part of his tactics.
