Harvey looked at what she hand to offer and rolled his eyes at her insisting she would keep the cigarette so he couldn't use it for DNA evidence or identification.
"Fine, but let me have a drag or two of it."
He looked at whatever she placed in his gloved hand.
"What is it?"

The conversation that the Commissioner had with head day-shift CSI Ken Beavers was mostly just a normal conversation. Him and his team gathered anything that was left behind by 'Catwoman' unfortunately there wasn't much to go on. A few strands of fiber or some sort of material. There was also a hair picked up near where the painting once was on display. The last thing was residue taken from the wounds on the security guards that were un-lucky enough to go toe to toe with whoever this was. Copy-Cat Woman or perhaps the real Cat Woman herself. The evidence still had to be processed, that would take at least a day. Perhaps two if things aren't going so well.
Gordon smiled and shook his CSI's hand before he looked around for Bullock. "Turn my back for five-minutes and he's already gone. Why am I not surprised?" Gordon asked to himself and shook his head, still looking around for him. "Did anyone see where Bullock went?" He asked, waiting for a possible answer. One of the patrol officers that were canvasing the area pointed at the exit that lead outdoors. Lieutenant-Detective Bullock must have stepped outside for a smoke already. Again, he isn't exactly surprised. He made his way to the large double doors that lead outside.
He stepped outside and saw Bullock, that wasn't a surprise. However he saw someone else with Bullock, Catwoman herself.
Now that was a surprise.

Of course, Harvey was with the Cat! What else would he be doing? He's a good detective, after all.
"What is it?" Harvey asked again. He looked at it, the light was too low for him to see it all that good. He pulled a flashlight off his hip, and just before clicking it on he looked off to his right when he heard approaching footsteps. He clicked the light on and looked in that direction. He quickly clicked it back off once he saw that it was Gordon himself making the approach.
"Ah, uh, Commish..."

At the sound of footsteps, she snagged the item she had almost given him back, her grip on his tie loosening. Was he calling in someone else? Backup? She trusted Bullock, hell, he was her neighbor. But were his cop instincts pulling him more in that direction? She hadn't been in jail in years. Decades, almost and wasn't planning on going there now.
Fight and flight warred in her veins as she heard the other voice. Shit. Gordon. At this point, it didn't matter if she had proof to provide that she was not there. Hell, Bullock knew enough about Catwoman to discredit the copycat. Inching away slowly from Bullock, she hoped Gordon hadn't seen how close she had been. Part of her didn't care, part of her was thinking, and rather vividly, about how cold that cell had been. And they'd strip her mask off, and she'd be done. Inhaling once more, she held out the cigarette back to Bullock. Yes, it was evidence, right then and there. But he knew better to piss her off. He had proof to boast about what happened when Catwoman got pissed.

The Commissioner made a face. This was definitely a unique event. One of his finest detectives, and a newly appointed Lieutenant with one of the most notorious criminals Gotham City had to offer. That was, well it was strange. Even for someone like the Commissioner who lived his whole life with strange. Since he was the commissioner of the Gotham City Police department. It was simple to see that they knew each other. And that Catwoman wasn't who they were really after. That much could be figured out. Since she was visiting Harvey. Even when he was around so many other GCPD officers. She had nerve, the Commissioner could give her that much.
"Well. Lieutenant Bullock. You care to tell me what this was about? As the commissioner of the Gotham City Police Department, I can easily say I have seen my fair share. However this is new. I can't say I've seen something like this before. So, an explanation could be great. At least I can tell that she isn't who we're after for this. Though a detailed report for you, can help put the puzzle together." He paused for a moment. It was a wonderful day already. Seeing this kind of thing happen. A fan of Catwoman of sorts struck here. Someone that wanted to frame her. The Commissioner could understand someone like Catwoman could make a large amount of enemies. Tonight was still strange. He'd have to listen to Bullock. Get his opinion. Then maybe they could piece all of this together. Which could prove difficult since the one being implicated is a wanted criminal.
One of the most notorious Gotham criminals is now the victim. An occurrence that is not in the hand book. Or one ever mentioned in the academy.
That was what being a Police Officer was all about, though.
Expecting the unexpected.
