Real Identity Known By Their Enemies? Yes, by default
Real Identity Known By The General Public? Not really
Abilities/Skills:
Athleticism - She's a regular at the gym, focusing most of her attention on strength training and kickboxing. She can hold her own in hand-to-hand combat, at least against anyone without extensive training, taking advantage of her speed and flexibility when faced with what is usually a stronger male opponent.
Intimidation - Between her ability to handle herself physically and her bold personality, she's able to present herself as a powerful, unyielding woman who shouldn't be messed with. It's not to the degree that criminals cower before her, but it does encourage them to treat her seriously and with respect in spite of the fact that many of them aren't used to treating women as a potential threat. And this naturally also improves her skill at her side job.
Standard Police Skills - Though she may not do her police work by the book, that doesn't mean that she didn't receive the proper training and learn well what she's supposed to know - she just doesn't apply it all the time. She knows how to use a gun, is a decent shot, and keeps herself in practice for example. Though there's a reason why she's a patrol officer and not a detective: her police skills are heavy on the side of knowing how to deal with people but not as good on figuring out physical evidence - this is actually somewhat of a sore point to her.
People Skills - Her failings as a police officer don't mean that she's stupid. In fact, the fact that she still has her job in spite of Commissioner Gordon's crack down on corruption in his department is proof that she's no idiot when it comes to people. She knows when she can afford to bend or break the rules and where she can't because the risk is too great. Not completely flawlessly - a mistake here and there has given her the reputation of being one that occasionally strays just a little bit across the line from time to time, but she has her superiors convinced that her transgressions are minor and that she's giving an honest effort to reform herself. Nothing could be further from the truth! But to keep up that facade, she needs to be a good judge of people and situations, and she is.
Attractive - While she doesn't care very much about her appearance except to make attempts to ensure that she presents herself as feminine and tough, the fact of the matter is that she's aesthetically pleasing and this is beneficial to her. This actually annoys her greatly, but fine, she'll put up with that. It certainly helps her find clients for her side job.
Weaknesses:
Arrogant - Having been raised by parents who failed to impress upon her the idea that she can do wrong, that's still a bit of an abstract concept to her. Under the impression that she deserves absolutely everything that she wants, life is a series of disappointments and frustrations for her because everyone seems to always fail to recognize just how skilled and capable she is.
Corrupt - Not only does she give in to temptation when a criminal wants to make a deal, she actively encourages them to come to her with them. Sometimes this actually helps her in her police work when one criminal wants to sell out another, but it makes her dealings extremely hazardous - at any point one of her colleagues who actually has a problem with what she does may find out and obtain solid evidence, and that could ruin her. She's been playing this game well enough for long enough for that to seem like a relatively remote possibility, but it's always there.
Tactless - As good as she is with understanding people and situations, she's not exactly good at winning people over with calm, well thought-out words. No, people willing to work with her do so because the benefits are obvious or because she made the disadvantages of not working with her extremely clear. Put her around sensitive people and it's like putting a bull in a china shop.
Cruel - It's not merely that she has the type of personality that tends to hurt other people, at least if they're not someone she actually cares about, it's that she actually enjoys it and even craves it. It's not so much seeing someone in pain that pleases her, but when they cower and beg her for relief. She's not usually inclined to give it to them. This desire is somewhat satisfied by her side job, but it's so much more satisfying when it happens outside of the safe confines of that context.
Human - With no super powers of any kind, she's just as vulnerable to harm and injury as the next person aside from the limited amount of equipment and training she has to help her. This puts her at a tremendous disadvantage against anyone who can say otherwise, and also anyone who happens to have better equipment and training than she does. She can hold her own in a fight with random thugs, but the list of people in Gotham better than her is a lengthy one.
Appearance:
Standing at a fairly average five foot four, her figure is both muscular and curvy. Her generally medium length hair is naturally brunette but she dyes it blonde most of the time. Her eyes are a shade of green that looks blue or gray in certain light or depending on what she's wearing.
Personality:
At her core, she is someone who believes that she deserves whatever it is that she wants - not that she has the ability to earn it someday, but that she already deserves to have it right now. And based on the fact that she doesn't have everything she wants right now, she lives in a cold, cruel world that constantly treats her poorly. So she treats it poorly right back! It's only fair, isn't it? And why should she be concerned with helping other people get what they want when she can't have what she wants anyway?
Of course, that's just people in general. Specific individuals are different. If what she wants is for them to be pleased with her, then giving them what they want suddenly becomes very important to her. And if they are pleased with her, she's on cloud nine until something else she wants but doesn't have distracts her. But if they remain displeased with her, she sulks and broods until she figures out a way to take it out on them or she somehow manages to find something else to think about. But that's just the people that she chooses to care anything at all about - most people she'd rather see groveling at her feet just so that she can kick them in the face.
For someone who thinks that the world should just be handed to her, she has a surprisingly good work ethic. She'll whine and complain to herself if not to others about how she shouldn't have to work so hard for all the things that she deserves, but she'd rather earn it with elbow grease instead of not getting them if those are the only options. Her ethics only apply to just how hard she's willing to work, however - if anything, it's the established order of things that is most to blame for the fact that she doesn't have what she deserves, so of course she's not going to follow anyone's rules about anything. Well, at least not if she knows that she won't get caught - that's just stupid. But so is not taking full advantage of every good opportunity, legal or not.
Background:
Evangelina grew up as the youngest of four children - and the only girl - in an upper middle class family in Blüdhaven. As the baby of the family she was quite spoiled while growing up - her family was well established by the time she came along and the times when her parents had to refuse what she wanted were relatively few. Though with so many older brothers influencing her she grew up being more than a little bit of a tomboy. This encouraged her to be athletic and tough, demanding and stubborn, and more than a little bit aggressive. Her social life was therefore rocky at best, and she always got along a bit better with the boys.
When she became old enough to realize that the gravy train that was her parents wouldn't last forever, she started looking into careers she could pursue. Knowing her strengths, that meant something physical and eventually she realized that the idea of being a police officer was appealing. She never liked the idea because of caring about the law or trying to help people or anything like that - she liked the idea of being in a position of authority and having all the 'police toys' like a gun and a patrol vehicle. So right out of high school she started down that path, earning a degree in criminal justice and completing the required training program.
On the surface she appeared to be a model cop, but underneath that the corruption of Blüdhaven quickly got to her and she was soon not only accepting bribes but encouraging criminals to come to her for all of their less-than-legal needs. But she's always been very careful and subtle about it, knowing that even though the number of other officers in her department doing the same was quite high, that didn't mean that she could do her shady dealings with impunity - better to be the one who doesn't get caught if there's a crack down.
Meanwhile, her personal life has been very unstable. She doesn't consider herself to be the sort of person who doesn't want to settle down, but her life has gone that direction. In college especially it was one partner then another - though it was one of her boyfriends during that time that introduced her to BDSM. And she discovered that she really, really enjoyed certain aspects of being a Dominatrix that just don't happen often in ordinary life, and had more than a little bit of skill at it - so much so that she could actually find people willing to pay her to do it. And, being a college student who could very much use the extra money, she started doing that on the side - and continues to do so even now that she has a steady pay check simply because she enjoys it. Well, and it also makes for a good cover for the fact that she makes a lot more money doing her police work than she ought to...
She also finally found a romantic partner that she could continue with, or at least she thought so. She was with her last girlfriend, a fellow officer, for two years before they split. It was a hard breakup too - she ended up asking for a transfer to Gotham to get far enough away from her ex without making it hard to visit her family or impossible for her most loyal clients to still visit her for sessions, though it did mean that she had to find more and also rework her entire network of criminal contacts. Though in the latter case there were many fortunate occurrences of knowing someone who knew someone she would want to work with. And at the time, she also swore off getting into any serious relationships for awhile - still, all of that happened just over a year ago, so she's more or less settled into her life in Gotham now.

Though she'd never admit it, Evangelina can feel the goosebumps creeping across her skin as she walks from where she parked her squad car to the designated meeting place. While she's quite certain that in spite of the probably tense conversation ahead that she'll be going home safe and sound tonight, it's still disconcerting when she finds herself quickly flanked on both sides by two of Mar's bigger guys as she approaches. This is meant to intimidate her, she's sure. It works, a little. But that's not going to stop her from getting what she wants out of this meeting.
He's waiting for her when she arrives. "Mar," she greets him with a nod.
He responds with a grunt and immediately asks, "What do you want?" His impatience is easy to see, but that's understandable. He knows that whatever she has to say can't be good news.
So she doesn't keep him waiting any longer. "An... opportunity has come up," she starts, which causes him to immediately frown. He knows full well based on past history that what she means by 'opportunity' is 'an unfortunate situation which we can mitigate if we work together' rather than anything positive. Which is the case here. "First, though, I need to tell you that my colleagues have gotten ahold of some of your boss's bank records - specifically the ones involving the money from that weapons deal. As soon as they get the last few connecting threads in order, they'll have a warrant out that will put him away for a long time," she states.
Mar, naturally, is obviously displeased with that information. She finds herself reflecting upon how glad she is to know that none of the rage she can see bubbling to the surface in the form of clenched fists, angry shifts in his stance, and the hardened expressions on his features is directed at her. He thinks that, as much as he doesn't enjoy dealing with her, that she's on their side. And she is... at least as long as this relationship is to her benefit. "You said something about an opportunity?" he asks, knowing that she probably wouldn't have come to him if she didn't have some sort of a solution in mind.
"Oh yes," she quickly confirms, "The evidence to connect him to the alias that he's using on the account is still very weak. They can prove that it belongs to someone in your organization - someone higher up. But the evidence that it's him specifically is on the circumstantial side. If they got some hard evidence pointing to someone else now, your boss could easily shift the crosshairs onto someone else. All it would take is some sort of 'proof' that someone else owns the account - forged paperwork, faulty books... I'm not going to tell you how to do your business. But you are going to need to hand over someone. Someone important... though I can't imagine your boss is completely happy with everyone in his inner circle. This is a chance to clear someone out." She'll make some attempt to make this sound as positive as possible, in the hopes that it will help Mar in his own efforts to pass what is actually very bad news to his boss in the gentlest way possible. The man is known to occasionally shoot the messenger, after all.
As Mar nods slowly to that, it's easy for her to imagine that he's trying to comfort himself by telling himself that it could be much worse than it is. Maybe the boss actually does have someone he wants to see in prison. "I'll pass that along. I'm sure that it won't be difficult to take care of," he states, the shifting of his stance now indicating that he's wanting to immediately go do that.
"Now in exchange for that heads up..." she starts.
"Yes, yes, the standard payment?" he interrupts impatiently.
"Actually, I'm going to need something more this time," she responds. Noting the instantly suspicious frown that prompts, she's quick to continue, "A little something. I simply wish to be the one who 'finds' this new evidence. This is an important case to my department, and frankly if I make a breakthrough on it, it will help my standing. And give us the chance to spread a rumor that you have it out for that lady cop who got whoever thrown in prison - too many people still remember that incident with Gordy, so anything we can do to make it look like you guys wouldn't work with me, the better." As far as she's concerned, they might as well get as much out of this as possible.
Though Mar doesn't seem to be fully convinced. He's still frowning, but he grunts and comments, "I'll pass the idea along to the boss - no promises."
That prompts a frown of her own, but she simply says, "You do that. Let me know when you know what's been decided." Just because Mar is skeptical that doesn't mean that his boss will say no - she'll just have to wait and see. Though she can already feel a bit of annoyance working underneath the surface of her mood - he'd better not say no...
Sensing that the conversation is over now and eager to act upon what she said, Mar simply grunts in agreement before turning to leave. Fortunately the two men that had been watching her go with him, so she can rest easy as she heads back to her car.
Now she just has to wait to receive further word about this.
