Batman didn’t believe that he needed to explain the statement. He had little doubt that, if Scourge came to the forefront with the cat nearby, the entity would not be likely to show pity to the small animal. It was incentive for Jordan to maintain control. The boy, and even Phoebe, might think it was heartless, but the loss of a cat was preferable to that of a person, and as far as he knew, Scourge had never manifested near the cat. He attributed that to Jordan having some level of control over the change, whether he was aware of it or not. It would be up to Phoebe to determine how he managed to keep control in the face of the Beast. Or course, that would probably mean creating scenarios for the Beast to come out as well. She would need data from both situations in order to see a difference.
Batman moved to leave, to let the two become acquainted. Jordan would fear Phoebe, not because of what she could do, but because of how vulnerable she appeared. He would fear her, and he might even come to hate her. He believed the boy would surely come to hate Batman for this was all over, but if he managed to be able to help the boy, that would be a small price. After all, it didn’t matter how many people hated him. What mattered, and the only thing that mattered, was how many people he saved.
He stopped to watch Phoebe move the penny. His mind still fought against what he knew was a reality. He still instinctively tried to figure out how the penny was made so deem to float in the air. With anyone else, such a demonstration would have been a distraction; with Phoebe, it was just a demonstration. And, perhaps, a bit of showing off, though he didn’t think that was the case.
“It doesn’t matter how strong Scourge is, Jordan. Force could send him to the moon if she wanted to.”

Probably not her power, or at least not yet; she hadn’t done anything all that impressive if one looked beyond the numbers of laws of physics it seemed to violate. Moving a penny; it wouldn’t stop Scourge unless she used it as a projectile to riddle his body with. He would fear her because of his own weakness, and that was important as well. She was a potential victim. He would need to learn to not give into his fear if he was ever going to learn control.
“Force, try not to show off too much for our guest.” He added, without saying the words, that he was concerned she might distract herself from the danger he posed, and that he didn’t know if Scourge could read her thoughts or not. “If he needs another demonstration, lift him. If you two will be all right together, I have other things to attend to.” It didn’t need to be said that he’d be close at hand.
