Wulfen kept watching this girl. He didn't want to leave her but he had to go turn in those pictures he took. He stood up to get ready to go then he stopped in mid step. 'Forget it.' He thought. 'I don't like that guy at the paper anyway.' He thought then he turned to follow the girl again.
He wanted to talk to her. But he didn't quite want everyone to see Wulfen. He wasn't quite ready for that yet. So he figured that he would follow her until the opportunity presented itself to talk to her. And he hoped that she wouldn't do to him what she did to those boys.

It isn't too much further until Phoebe starts to realize just how tired her legs are. She was in decent shape when she left the FBI, but she wasn't walking all day and had plenty to eat. Looking around for somewhere to sit for awhile, she decides to avoid picking some stranger's front steps - people around these parts can get cranky about that sort of thing. But she spots an overturned box in the alleyway she's passing that looks to be a good size - that will do.
Alleyways, especially in this part of Gotham, can be creepy places. But she does a quick mental scan before she goes in it and, finding no signs of other minds lurking among the various debris, she figures that it's safe enough. If nobody is in there that could sneak up on her and she keeps her eye on the entrance then she should be fine. Of course, that's forgetting that someone could climb down the fire escape from the roof, but what are the odds that someone would be up there in the first place?

“Interesting surprise to see you still in Gotham, Agent Force.”
Came a dark growl of a distinctly familiar and authoritative voice. A long, inky black shadow swept over Agent Force’s small cardboard box which remained otherwise untouched and unnoticeable in the gritty alleyway of Park Row. The Batman had silently arrived, making himself no more known than a simple gust of wind. His tall, sharp, black, armor clad, muscular form knelt down to bring himself eye level to the young girl in the abandoned box before him. His specialized, spear-tipped cape pooled out about his crouching gargoyle form, acting like a second shadow—giving him a mythic sort of look.
“Somehow I suspected that out of all the Federal Agents, you would choose to stay behind.”
His tone wasn’t angry or cruel; it was simply factual and slightly curious. His stoic expression mingled with the etched scowl on his bat-mask made him come off as much more grim than he actually intended—not that he was about to apologize for his gritty demeanor.
“I heard about Agent Tiffany... I’m sorry for your loss. Is that why you’re still here in Gotham?”

Wulfen had climbed out onto a fire escape and was getting ready to climb down when he noticed a strange black figure. He wasn't sure who it was but he didn't want anything to happen to this little girl.
He silently climbed down the fire escape and noticed that this strange figure was Batman. At least that's who he thought it was. He felt a knot form in his gut. He leaned over the railing on the fire esacpe.
'Oh boy.' He though. He never thought he would ever see Batman. So he didn't know what he was going to do.
'You can either go say hi or simply stay right here.' Lupin commented.
Wulfen decided to stay where he was and listen.He hoped that if he was seen then Batman or the little girl would ask first before attacking.

Like anyone who is used to fighting, Phoebe has a rather significant startle reflex. In less than a second, she's back on her feet, she's strengthened the mental shield around herself, and she's reaching out with her mind to catch the thoughts of the man standing before her. Of course, only the physical movement is actually noticeable - her mental shields are invisible unless something else reveals them by being unable to cross them, and her mental touch isn't strong enough to be felt unless she does more than listen.
She recognizes Batman immediately. After all, he was repeatedly talked and thought about while she was working for the FBI. Many, many differing opinions, from the FBI, the criminals, and the innocent people whose thoughts she's read. Everything from people thinking of him as some sort of savior to some sort of devil. How is she to know what to which of those opinions are right? She has noted that the good and innocent people are more likely to think of him favorably, but then again Agent Stevens always thought of him as the worst vigilante. And though Agent Stevens was wrong about Agent Tiff, Phoebe knows for a fact that the vast majority of anything Agent Stevens said has been right. Just because she left the FBI doesn't mean that she's about to jump right into the idea of trusting any vigilantes.
On the other hand, having left the FBI means that she's free to make her own decisions - catching whomever she's told is a bad guy is not her job anymore. So her reactions reflect nothing but her personal feelings: she's immediately defensive. Though she's stands in place, there's a readiness to her - to move, respond with her mind, to stop any hint of a threat the moment it appears using whatever method she has to. There's a great deal of distrust in her eyes, perhaps even a bit of fear. Yet she does nothing to attack, not so frightened or intimidated to forget her own power. She can stand with much more self-assurance than your average ten year-old - one might argue a little too much.
But his words are responded to with nothing more than an uncertain frown. She doesn't know what, if anything, she should say and therefore she keeps her mouth shut. For the moment, her thoughts are every bit as guarded as her body.
