Phoebe walks along the sidewalk, lost in thought. She knew it would be hard being by herself, but she didn't quite realize just how hard it would be until she tried it. She's never been so hungry or tired in her life. But she's managing to get her needs met. A few days ago she ran into an old homeless woman named Cathy. It wasn't difficult for Phoebe to tell that the woman's mind wasn't completely okay, but though the thoughts are warped they are kind. When Phoebe said that she had nowhere to go, the woman instantly developed a soft spot and told Phoebe that she could share her little shelter. It's nothing more than a windbreak in an alleyway, but it's a safe place to sleep and it even helps Cathy since it's cold at night and having Phoebe there makes it warmer.
But Cathy can't take care of her - Cathy can barely take care of herself. So Phoebe's been spending her days quietly searching for someone who can. The fact that she can so easily tell who she can trust from who she can't is a huge help. But at best she's only been able to find someone able to help her with a more immediate need like food. Any time she brings up the fact that she needs someone to take care of her, people start wondering if they should contact the police or some other authority. But always something related to the government - and Phoebe doubts that she can trust anyone in the government. If she went to the police, they'd find out where she 'belongs' according to the US government records.
And it's easy for her to think back to the Question - he'd said that he knew people who could help her find her parents. At the time, that idea frightened her a bit - leave everything she knew behind and hope that some people she doesn't even remember would even want her? What if they were bad people? Now she wishes that she'd gone along with him and at least tried it. Because now she's left everything she knows behind and has nothing to take its place. And she's still not completely sure about the Question himself, only that he was more right than the FBI about Gotham. How would she even find him again?
Given her powers and the way she was raised, she thinks nothing of wandering through even the worst parks of the city - places that are quickly regaining their ability to be very dangerous. But the word 'dangerous' has never meant much to Phoebe.

Wulfen had decided on patrolling East Gotham tonight. He didn't know why he just thought he should. He was staying to the roof tops though. He may be dressed to look like a urban wolfman but he was not very confidant that he was do well acting as one. Also he wanted to avoid as many fights as possible. He had already busted up three muggings and a arms deal. And he was tired.
He kept moving stopping only every few seconds for only a little while to see what was around him and then he would move again.
'How did you learn all of these tricks with moving?' Lupin asked him.
To that Wulfen replied. 'You'd be surprised with what you can learn from video games.' He grinned and kept moving. Then he saw something that looked out of place.
A little girl.................... And he couldn't shake this feeling of deja vu. He could have sworn knew this girl. But he couldn't remember ever seeing her. She just had a familiar aura about her. He just shrugged and followed her from a distance. He didn't plan on confronting her but he didn't like the thought of leaving a little girl alone in this part of town.
'Are you sure you don't have any kids you haven't told me about?' Lupin asked him.
'I'm sure this is just one human protecting another.' Was Wulfen's reply. He just kept following her from the roof tops. Not getting to close as to not arouse suspicion. But also not straying to far as to be able to jump in and save her if things got bad.

The longer someone were to watch Phoebe, the more they'd realize that rather than purposefully going somewhere she's simply going wherever her feet happen to take her. She figures that it doesn't really matter where she goes as long as she remembers the way back to Cathy's alleyway and can make it back there before it starts to get really cold.
But though she appears to be rather lost in thought as she wanders, she's not completely unaware of her surroundings. Actually, she's quite aware that this is a bad part of town. That's why she has herself surrounded by one of her shields, though it can't be seen. It could possibly be felt, but there aren't very many people around so if anyone were to come that close to her unexpectedly then they're probably the exact type of person she would want to stop from touching her.
And she'd only bear a passing resemblance to the girl that Wulfen glanced at in the park, even if he could place where he saw her. She'd been clean then. The more time she spends on the streets, the more she starts to blend in with them. She looks less like a little girl who might hang out at a park and more like one who ran away from home. Which is because that's exactly what she is now - aside from the fact that one could argue that she didn't really have a 'home' to run away from.

Wulfen kept following the little girl from the roof tops. He didn't know why but he couldn't shake the feeling that he had met this little girl before. He kept his distance and more then once almost fell of the top of a building or two.
'Why are we following a little girl?' Lupin asked him.
'Because this is a bad part of town... And she a little girl.' Wulfen replied.
Wulfen kept moving slowly not wanting to attract attention, and doing rather well at it for a change.
He stopped at the edge of one building when he saw how far the gap was between the two buildings. He wasn't sure he could make it so instead of try he figured that if he saw where the girl was going then he could better follow her without falling to his death. So he knelt down and watched the girl. Along with the area around the girl. To make sure that no one was about to attack her.

Really, Phoebe's only paying enough attention to where her feet are taking her for her to later be able to retrace her steps. Instead her thoughts are on a much bigger problem.
Agent Tiff. How could she have been so wrong about him? She'd thought that he was definitely a good person. After all, he thought so frequently about wanting to catch all the criminals so that all the good people could live in a city without them. Isn't that a good thing to think? And he always took it so hard when those criminals escaped.
Of course, he was always thinking about God a lot, and she's not so sure what to make of that. Her upbringing was definitely not religious, but it's a subject that's on other people's minds enough that she's not ignorant about the subject. She just has a hard time figuring out what she thinks about that. But she's met a lot of very good people who were religious too, so that wasn't why. So what was it? What's the piece that made all those good thoughts make a bad person?
The only reason why she came to that conclusion in the first place is because the evidence seems overwhelming now that he was. He was hurting innocent people. Since leaving the FBI behind and mixing more with ordinary people instead of the FBI she's caught more and more thoughts about what had been going wrong. How had she not known? Didn't the other agents she was working with know how badly they were hurting so many people?
Her face furrows in deep, troubled thought. She has so many questions, and nobody to answer them. She's not even sure if she trusts her ability to be sure about which people she can trust anymore. Well, Cathy was easy - her mind is simple enough, even though it's a bit... off. She's pretty sure she understands the woman well enough to be sure of her. But most people aren't like Cathy - they're very complicated. Though up until now she'd been certain that she'd more or less become an expert at navigating through all of that. But suddenly she finds that she'd come to the wrong conclusion about someone somehow, in a situation that had been rather important. How can she know who to trust now?

Wulfen backed up and then got a good running start and jumped across the gap. Then he grabbed the edge and almost fell. He barely managed to pull himself up. He sat on the edge of the roof for a while and laughed nervously.
'Never do that again.' Lupin said.
'Agreed.' Wulfen replied.
Then Wulfen got up and looked around for the little girl. He saw her again and kept following her. He was staying on the roofs but he was starting to run out.
'Ready for the alleys?' Wulfen asked.
'Yes. I think I might know this girl.' Lupin said.
'How could you know?' Wulfen asked as he jumped to the next roof.
'FORCE!" Lupin "shouted" loudly which caused Wulfen to fall to the roof he was running on.
'Really? Do you have to be so loud?' Wulfen asked hastily.
'For her to hear.' Lupin said.
'What makes you think she's the girl at the park?'
Lupin didn't reply. Which normally meant that he was focused.

Unfortunately for Lupin, Phoebe can't hear him no matter how 'loud' he is. She has telepathy, sure, but only so much of it. While she's superbly well trained, especially for her age, it has it's limitations - she can't probe very deeply at all, for example. And she's too weak of a telepath for her power to reach into another's thoughts without doing so intentionally. That actually has some benefits - she can be in a crowd without being overwhelmed by all the thinking going on around her or having to make an effort to keep their thoughts out of her head.
But that also means that she misses any thoughts that she isn't trying to hear, and since she doesn't know that anyone else is around trying to contact her she can't sense a thing. But it's always been her telekinesis that's her true power - her telepathy can hardly compete with it. And since she doesn't sense Lupin, there is no change to her manner as she wanders along, thoughts stewing around in her head uninterrupted.

'Remember she said that HER mind was doing all the work.' Wulfen said to Lupin irritably.
'Sorry I had a momentary lapse of memory.' Lupin replied.
Wulfen kept running and griping at Lupin. He didn't know it was possible for something mental to cause such pain to the very thing it was in.
As Wulfen was following the girl he saw something out of the corner of his eye. A mugging was taking place. He told Lupin to try and keep track of the girl. He was going to stop this mugging. He jumped down a fire escape that was nearby. He landed and actually managed to scare the mugger for a change. He got caught in a quick scuffle with the mugger and then using his skills in Boshido Kai. He finished the fight quickly. With minimal damage. Then he finished off the fight. Then he moved away from the site as so that he wouldn't scare the muggie. Then he peeked out of the alley way trying to see where everyone was. He was glad to find out that no one else had saw him. He then started to moved to get back up to the roof top again. 'Where did she go?' He asked.
'Judging by your sense of smell she went straight ahead of where she was before.' Lupin replied.
'How come you can track people with my nose but I can't?' Wulfen asked. Lupin only chuckled.

While Wulfen's off being a hero, Phoebe has stumbled into a problem of her own.
"Who are you? I've never see you here before!" says one boy, trying to stare her down.
"Yeah," says another, laughing, "Are you lost? Need some help finding mommy?"
A third laughs at the second, giving him a high-five for his 'wit'.
Phoebe observes the three boys surrounding her with a look of mild disbelief on her face. "I'm Force," she says simply, not intimidated in the least by the whole group of them. They're all only slightly older than her - 12, perhaps. Perhaps on the path to join a gang, given their attitudes and the fact that they live in this part of town, but for now they're no better than schoolyard bullies. And Phoebe simply can't take them seriously.
"Force?" laughs the first one, "What kind of a name is that?"
"What kind of the name is 'Terry' for a boy?" she retorts.
The boy looks at her in surprise, unable to fathom how she would know to call him that.
"She's disrespecting you, T!" says one of the others, snapping him out of it.
"Yeah, and walking through our neighborhood too!" notes the other.
Phoebe frowns, "I'm just walking on the sidewalk!"
'T' recovers and says, "Doesn't matter - we need to teach you a lesson!"
Phoebe sighs to herself and says, "Don't do that, you'll lose."
But they don't listen, laughing at her words in disbelief as they advance. Phoebe sighs again as all three of them are abruptly knocked off of their feet, landing heavily on the ground on their respective backsides.
"Stop being such jerks," she tells them firmly before continuing on her way, not bothering to look back, though she does keep tabs on their minds for a bit - just in case they decide that they haven't had enough and come after her. Fortunately, all she 'hears' is them speculating to themselves and each other exactly what happened, and most of their theories suggest that it would perhaps be wise for them to not try to do that again. Well, to 'Force' anyway.

Wulfen had managed to make it too the roof top nearest to Force. And he was surprised to see what happened.
'Ok Lupin.... Maybe your on to something.' He said. 'Either way we're watching her for a different reason now.'
'I'm much older then you are. I am able to tell things.' Lupin sad matter-of-factly.
And so Wulfen continued following Force. Though he had more distance between them. He didn't want to get this girl angry. So he kept a low profile as he followed her. He hoped no one saw him. But he couldn't be sure.

Phoebe keeps right on walking as if that didn't happen, not particularly bothered by that incident. Those boys were nothing compared to some of the people she's met, especially recently. And Wulfen wouldn't know just how much skill and restraint she just showed - knocking them over with just enough power to convince them not to mess with her is nothing compared to what she could have done.
Instead her thoughts drift back to the same vein they were on before, though when she reaches a cross-street she pauses and finds herself looking at her options for ways to go next. They all look pretty much the same, and she finds herself frowning at them as she stands at the corner with her arms wrapped around her for a little extra warmth while she's not walking.
Which way should she go to find what she's looking for? Or food, at least - Cathy may be generous enough to share her shelter, but she doesn't share food. But that thought makes her frown even more - this is a poor neighborhood. And though she doesn't have much trouble finding a mind belonging to someone generous enough to give her something to eat if she asks - even if she has to endure thoughts about just how sorry they feel for her - she always has a hard time asking someone she can tell is having a hard time themselves. Especially when she catches thoughts that they were doing better before the FBI came.

Wulfen was starting to get tired. He wasn't used to moving this fast for this long. But he had to thank the little girl. He needed this type of work out. So he kept following. Lupin was keeping quiet the whole time and so Wulfen was too.
He simply started to move along side the little girl granted he was on a roof top. But still same idea applies. He felt alittle strange following a little girl like this though. But he kept at it. He wasn't planning on following for much longer though. After seeing that stunt she pulled he figured that she could take care of her self. Plus he was starting to get alittle hungry.

Perhaps because she's thinking about it, Phoebe's stomach growls. She sighs quietly to herself. Well, she's definitely too hungry to give up now until she finds something. And though she tries really hard not to think about all the food she'd had whenever she wanted while working at the FBI since that only makes her want to go back. But she's still certain that it was a good decision to leave. She may strike people as being a bit young to understand the concept, but she does know that there's some things that are more important than eating regularly.
Her eyes drift over her options in paths to travel again, before she turns right. As far as she knows any direction might be as good as any other, and by going that way she won't have to cross the road - the only advantage one way would have over the others.

Wulfen kept along side the girl for a few more blocks then he stopped and figured that after seeing the girl do what he saw her do he figured that she could probably take care of herself. So he stood where he was and knelt down and simply watched.
Unless something big happened right then and there. He was going to back off and let her go. After all he had to get something to eat and then go follow through with getting those pictures he was told to get for the Gazette.

As she continues forward, Phoebe's thoughts turn to Agent Tiff again. Perhaps the reason why he just won't get out of her mind is that she'd been so very wrong about him. His mind marked him as such a good person, but he did so much wrong. How many other people can she have been wrong about? The only reason she's completely sure about Cathy is because the woman's mind is simply too fractured for her to be that complicated. Other people she's free to be suspicious about.
And if she even knew what Victor was doing, he'd be a prime example of that. When she met him in the park, he and Lupin certainly seemed very nice - very friendly. But she'd have thought that if he'd seen her then and how obviously well cared for she was then and then compared it to her present appearance, that he'd be the sort of person who would do something about it. Perhaps it's a good thing she doesn't know that he'd be so quick to assume that she's fine, wandering around in the streets by herself in dirty clothes in one of the worst parts of town. That she can keep herself safe is beside the point - obviously something bad happened to her, but if her well-being isn't a big enough concern for it to catch his attention at all then perhaps all his nice thoughts mean nothing.
