Brook's mind was clear for the moment. Her powers working within her. Almost restoring her at the moment, Even if the energy was working quickly, it would do the job. Her powers wouldn't be enough to heal her physically or anything like that, but rather mentally.
It would be enough to either continue the fight or get her out of there. She had yet to even hit her full strength. Something she has never truly tapped into. She knew her powers. But there was still more to her than just this strength, maybe?
Brook's mind worked quickly calculating her surrounding that her body sense and her mind waves reflected to her with the light shield. Some one else was trying to read her mind. Her energy picked up on it within moments.
She lay still for a while longer. The safety of the shield allowed her time. Her mind working quickly. She needed to either finish this or get out of there. She might be able to do both. Her powers and strength wanting to push further. But Brook herself seeing it as a lost cause at this point. It would probably be best to get out of there while she still could.
Her eyes then opened again, flashing white as she levitated herself in and upright position again. The shield still around her. Her eyes glanced over in the FBI's direction. Then returning to Hawkgirl. Her eyes now returning to their usual hazel eyes as she looked on.
"Looks like my fun is up," she spoke before closing her eyes and sending out a wave of power with the shield to stack everyone up a bit and get a bit of distance for herself. She was going to buy time for the moment to get out of there.

Phoebe's mind wouldn't be difficult to find - she's accustomed to being the one reading other's thoughts, not the other way around. Her thoughts are, however, rather simple in keeping with her age. She's just not old enough and doesn't have enough life experience to make her mind the sort of murky, complicated place a person with problems has. Her biggest problem is a little uncertainty about the overall mission of the FBI in Gotham, but that's not even on her mind right now.
No, what's on her mind is that she's come face to face with what is clearly a 'bad guy'. A powerful bad guy that's just the sort of person the FBI was worried about when they decided to train a few young people with powers of their own. A bad guy who is now thinking about retreating, and her job is to prevent that if she can. She hesitates, though, not completely sure what to do. Evidently this young woman has powers similar to her own, and when it comes to other metahumans she's more accustomed to tackling someone who can light things on fire or something like that.
Still, she's been trained more than well enough for certain things to be instinctive: she keeps her shield around herself and Agent Stevens firmly in place, and when she senses the young woman preparing to lash out she strengthens it without conscious thought. She feels the young woman's power impact against her shield to no apparent effect - she may be young, but she's also very powerful and exceedingly well trained for her age. And, similar to Sparrow, she doesn't really know how powerful she is - the difference is that she's completely accustomed to using it to fight at a rather strong level already. And she's also completely fresh aside from running here from their car, but that only made her tired physically and not mentally.
"Stay with me," she tells Agent Stevens, opting for verbal communication this time because mentally she's too occupied with keeping the shield around them in place and trying to decide what the best way to handle this would be. Would her favorite trick of simply surrounding the young woman with a shield of her own work? Perhaps if she placed it over the shield the young woman is using to protect herself - if she held her own shield in place then theoretically the young woman would be stuck. But would that be the best way?
She starts walking toward her target even as she tries to make up her mind, allowing her protective shield to follow her movements. Keeping Agent Stevens with her merely means that her guardian will stay protected too.

"If you say so," Hawkgirl replies to Batman over the communicator, not so certain just how much of a handle she has on the situation. This metahuman is a powerful one, and while she has no small protection against telepathy, like any solid object she's hardly immune to telekinetic forces. And especially since she'll bet that the FBI being here will only complicate things, she's not about to say she has it in the bag.
On the other hand, the bombs are diffused now and that's the really important thing. And at the very least she knows she'll be able to stop any civilians from getting hurt. It's whether or not she'll be able to catch the criminal that she's more uncertain of. Besides, she knows that many things are happening at once now and Batman can only be in one place at a time. And especially with the FBI's not-so-secret weapon running around it's actually probably safer for him to let her handle it at this point.
Though at this point she prefers to simply observe: as important as capturing the criminal is, anything she can learn by watching this girl the FBI has is also extremely valuable. And she figures that there's actually some good odds that having to grapple with the FBI will give her a good opening to go after this rogue if she's patient enough. And if not, Hawkgirl can be an extremely difficult person to get off of your tail when she decides to chase you down, even if you have tricks of your own. Even when her own beyond human abilities aren't quite enough, she often makes up for the difference by simply not giving up until it's utterly hopeless.
So she simply begins to circle in the air about the scene, watching very carefully for the slightest slip up that she can take advantage of. She's is close enough, however, to get caught in the force wave the young woman gives off, and it pushes her higher into the air. Scowling as she struggles against it, Hawkgirl promises herself that she's not going to be letting this one get away. If only because fighting against a force you can't see is really, really annoying.

Sparrow senses the other incoming powerful mind. Another meta, maybe like herself. But this was a lot younger and a more strict set of rules it seemed to be trained to. Sparrow was more of a wild and untamed powers at times. Her's powered by emotion and thought.
She turned to notice the little girl approaching. And saw the FBI with her. So that explains the strict thought process of the child. So the FBI was sending in a child to handle the job.
Brook just wanted to get out of there. Her work had been done. It was just a matter of a get away. The hawk woman was still overhead. She'd have to find another way out. If she had to, she'd use the elements of her powers, she's just have to get near something to start as the source of the power to fuel it. Water, fire, any thing...
Sparrow settle for a moment and landed on the ground. Her shield on stand by with her mind. She'd put it up or make a run for it, though more of fly off if something happened. She could distract them with another energy force, but something more destructive to the surrounding area.
She looked at the little girl approaching. "So the FBI has a meta child helping," she spoke it was more of a question to the child than the agent standing with her.
Sparrow readied her mind for a split attack to give an escape route for herself and keep this crowd busy. This was more or less a throw off. Merely to see what the child would try.

It's a bit of a weird feeling, sensing a mind that is sensing hers. It's kind of like watching a live video feed of yourself, but encompassing thoughts and feelings. It's strange enough that Phoebe could easily find herself distracted by it, though she just manages to keep her focus: she's supposed to be catching a bad guy, not marveling at the effect their powers have on each other.
Instead she tries to concentrate on what the older girl is thinking about, other than her. She feels a hint of confidence at the thoughts of using the elements - Phoebe can't do that as she's strictly what she calls a 'normal' telekinetic. Though she's very powerful, she can't quite do what an elemental kinetic can do: if she wants to move fire she can move its fuel source but not the flames themselves very well. If she wants to move water she can form a mental container of sorts to carry it in, but she has trouble making it simply flow somewhere. But though she's not able to do that, it's what she's more used to fighting and she knows what to do with that.
More troubling is the thought of destroying the surrounding area - it's likely that all of the civilians have fled at this point, but she's not as easily able to sense if there are any exceptions to that as Sparrow would be. But there's still the other FBI agents nearby, and anything happening to Agent Stevens is of particular concern to her.
Though what the other girl says distracts her from such thoughts instantly, and the irritation is easy to see but even easier to sense - clearly by the sheer sudden strength of the reaction, Sparrow managed to push one of her buttons. "My age doesn't matter!" she snaps, though her mental griping is much more eloquent. She's young, yes, but she's smart and well trained. And calling her a child really isn't even fair - she's ten. Calling her a pre-teen would be more accurate. And she's really quite fed up with absolutely everyone always pointing out her age!
But once that flash of irritation is over, she notices that the young woman seems to be doing a lot of planning and not so much actually doing anything, and Phoebe can only guess that it's for the same reason that she is. They're both used to sensing an opponent's thoughts and basing what they do on what their opponent is planning. Since all they can read from each other is that the other one is still trying to make up their mind, that makes making up your mind difficult.
But reflecting on that, she quickly realizes that it may be a safe assumption that the young woman's weaknesses with her powers are probably similar to her own. And Phoebe's very, very aware of her weaknesses - much of her training has been devoted to making them stronger. And one of her weaknesses that she's so so aware of is that it can get difficult for her to react to something when the person she's facing makes a decision and acts upon it instantly, not giving her much if any time to react. She reflects upon that for a moment, but then suddenly she decides to test that strategy by making a snap decision of her own.
Having already had the idea partway in mind, she puts one of her shields over the other girl, hoping to prevent the young woman from leaving as the fact that the young woman wants to leave is perhaps the most solidly formed part of her planning. It wouldn't stop her from using her powers, but perhaps keeping her trapped physically is a good first step. Stopping the powers would probably require her to knock the other girl out or something, though Phoebe is quite reluctant to actually kill anyone and because she's so powerful it's difficult for her to be that delicate.
Perhaps she'll be able to arrange it so that Agent Stevens can shoot the young woman with her tranquilizer gun. The feds don't fully trust their meta child, and she knows that Agent Stevens is required to carry around a gun full of that stuff they discovered that makes her powers go away for awhile - she's guessing it would have a similar effect on a meta with similar powers. She hates that stuff! But it might be easier than trying to knock the other girl out instead of killing her.
Phoebe's mental shields are invisible, but they're very much on Phoebe's mind as she uses them - a perfect dome over her and Agent Stevens that follows them as they walk closer, and now another one over Sparrow: as the young woman is now back on the ground she opted for that instead of a sphere. But unlike the one around her and her guardian, the one over Sparrow is held firmly in place, ready in case the other meta tries to use her powers to get out. She's confident that it'll hold as the thoughts of the people who trained her throughout her life repeatedly confirmed that she's the most powerful telekinetic they've ever seen. The image that comes to mind is of a bug that's been covered by a drinking glass. Though she also tries to keep her mind ready to combat whatever else the young woman may try.
Agent Stevens, for her part, remains silently with Phoebe and just lets her charge do her job. She knows how strong and well trained Phoebe is, and she trusts that the girl will keep them both safe no matter who or what they have to face.

Hawkgirl settles into a holding pattern above the two metas, keeping herself a hundred yard or so up. Hopefully that's far enough above them for her presence to be ignored or at least not be immediately in mind, though it's also close enough that it would only take her a moment to get down to ground level if she suddenly needs to be down there. And she's she close enough to hear what they're saying, though neither girl says much - she can tell more about what's going on in their minds by watching their body language.
And it's easy enough to see that Sparrow wants to leave, but though she herself hasn't felt the FBI's girl's power, she can deduce that the girl must be pretty strong. You only stick around when you want to leave when you don't think that you'd be able to leave very easily, and Hawkgirl knows that she personally isn't enough to make Sparrow feel that way. If Sparrow was only worried about Hawkgirl, a chase would have started. So it must be the FBI's girl that's influencing the Joker's meta to stay put.
She stays put herself, though she watches both of them very, very carefully for any signs that she needs to act, but all she can see seems to point to the two girls sizing each other up. She'd actually laugh at the irritated reply of the the FBI's girl, if the situation wasn't so serious - both of these girls are so very young in her eyes. The younger one is hardly more than an infant, and Sparrow is not that much older. Both are hardly old enough to be fighting this fight for other people, and that makes her angry.
However, in spite of the fact that these very young people shouldn't be here doing this, she's unable to follow her natural instinct to go down there and break up the fight. Because in spite of their ages, she knows that Sparrow at least is powerful enough to make doing any such thing very difficult, and she's guessing that the other one is something similar. So instead she watches and waits for her chance, if one presents itself.
And she spots the shift in the FBI girl's concentration that hints at some sort of mental maneuvering and this cases her grip on her mace to strengthen - whatever is about to happen is going to happen now.
