It would be inaccurate to say that Agent Stevens doesn't sympathize somewhat with Oswald. But on the other hand, she's not about to agree that having terrible parts to one's life is any excuse to engage in any criminal activities. She waits patiently for him to say something else, guessing that he'll give up long before she will. There is no particular deadline for her to get him to talk, so she can afford to let this drag on as long as he forces it to. And she knows that this room isn't a pleasant place for a criminal to be, even though it's merely boring sitting here to her.
His questions about her are ignored; the phrase is cliche but accurate when it comes to interrogations: 'we ask the questions here'. She's dealt with men of Oswald's kind before and knows to ignore his ranting. He knows nothing of her motivations, and is, in fact, entirely incorrect in his assumptions. Nor does she believe his predictions.
"I want to know the names of all of your 'associates', both legitimate and not. And all of their locations, or how you contact them if you don't know," is her simple response. It is, after all, the primary focus of the FBI to simply get their hands on everyone they can. Figuring out who should be charged with what is something they can then take their time on once they're all in custody. So asking him to explain his own or other's crimes can happen later: at the moment it's sufficient if he simply tells them how to find people. He can rant all he wants, but in this room he gets nothing and she gets everything.
Phoebe, meanwhile, can feel her attention drifting bit by bit, but as soon as Oswald speaks again, she goes back to being alert even though she doesn't bother standing up. It's not like her physical position really matters in anything she does anyway. And she does nothing but scowl at the man after his rant, not really believing a word of it. Even if he believes it, she knows Agent Stevens even better than the woman knows her and would have found out about it a long time ago if her guardian had any doubts about their mission. And she's not about to trust a bad guy's predictions of the future over Agent Stevens'

He smiled, good they were playing hardball now, they wanted to know all his contacts. This worked in his favor all to well. " I have 29 contacts in Gotham. More than half are in organized crime, the rest are dead or already captured. I know the locations of all of their gangs and many of their safehouses." Oswald grabbed a piece of paper from the floor and began writing all the names of his contacts. Each by area and phone numbers and the locations of their safehouses.

Of course the FBI are playing hardball - that's the whole point of this entire mission, really. The way that the GCPD were running things was obviously less than adequate, and they're not about to make the same mistakes. They mean to clean up this city, and to do it right. "And what about the rogues, Mr. Cobblepot?" she asks as he writes, "We're aware that many of them were frequent customers at your establishment."
Phoebe is now paying very close attention to the man's thoughts, as this is the most important part of her job. She's able to tell when someone lies whether it's spoken or written down - simply a matter of whether or not a thought is altered before it's expressed. She hates liars. And she's able to tell not just if what the man is writing is true, but also if he's leaving anything out.

He looked up at the agent as she mentioned rogues. He had plenty of information on the rogues, if he had a library much of it would be information learned about them. "Rogues come and go, but the key ones stay here. Yes many of them came to me for all kinds of dealings, though I did report to the police whenever I could." Her question was too vague for him to even give a specific answer. Sighing, he put he laid back on the chair with his feet on the table.
Innocence was something to take seriously, for Oswald no longer wanted any part in this. Though he did find comfort in the fact that his business would be rebuilt. Like many empires, they get too large and things tend to be missed, the important things at least. He had a new vision for his company that would allow it to survive in situations like these. Though the contigency plans could hold for some time. As long as Sherry was keeping what was left of his profit stable and secure.
He closed his eyes, ready for a nice bath and afterwards a movie with dinner.

Agent Stevens ignores the man's claims of innocence. She doesn't need Phoebe to tell her that the man's been up to no good for quite some time now. And thanks to the suspension of habeus corpus offered by the PROTECT Act, she doesn't even need to prove that he's guilty for them to keep him imprisoned here indefinitely. Sooner or later one or more of the other people already in their custody will rat him out and he'll be able to be properly charged, but they don't have to release him before that. If the FBI has their way, Oswald Cobblepot may never be free again whether he helps them now or not.
"Add them to the list, please, along with their locations or how they can be contacted," she says, ignoring his relaxed attitude. It's actually to her advantage if he doesn't take this seriously - and she's being very, very serious right now. "I can assure you that if you assist us, you will not need to fear their retaliation," she adds, in case he's worried about that. How could they retaliate against him if they're all locked up?
Phoebe manages to keep her focus, but it's difficult given how boring all of this has become. Interrogations are never fun when they last a long time and the person isn't trying to fight back.

Oswald picks up the pencil again writing down the locations that he met with some of them. Retaliation. Hmm a word that was always used in blackmails. The government always used them and like all they lied and kept secrets.
From the girl, from the agent, and possibly from Oswald, but an expert can put the pieces together with limited evidence, of course that would involve actually effort which Oswald neither felt like doing. He smirked, Fear of rogues? Oh pish posh apple sauce (Sounded little bit like Ventriloquist there). " We both know that you have no intention of letting me go regardless if I tell you gossip that hasn't rotted." He stopped writing and looked at the agent, pushing the paper to her.

Agent Stevens picks up the list and skims over it as she replies, "You're an intelligent man, Mr. Cobblepot. I hope that you're intelligent enough to know that some prisons are more pleasant to be in than others, and that your cooperation or lack thereof will influence the decisions of those who choose where and how you are housed. For example, while it's true that the FBI are not keeping up Gotham's long-standing tradition of overindulging prisoners, there is a difference between the solitary confinement unit and the maximum security unit - the latter is a bit more pleasant." While the FBI may not be prepared to offer any deals, the time-honored tactic of perks lives on. If only in the form of 'bad living conditions' vs. 'worse living conditions'. Once she's done saying that, she glances over at Oswald to see his reaction to that.
Getting the sense from her guardian that they're almost done, Phoebe pushes herself back onto her feet and goes back to leaning against the wall. While both she and Agent Stevens know that they didn't get everything they wanted from the Penguin, what they got is a start and since they got him to give up some of his information and therefore have their foot in the door for more. After all, they can still drag him back in here again if they want to ask more questions.
